To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 -21
provides a process for departments and employees to request a review of the salary grade placement of
classifications; and
WHEREAS the 2nd Quarterly Report for FY 2016 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department after completion of this review process; and
WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary
grade changes resulting from this Salary Administration Plan Quarterly Report recommendation; and
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation
of the Salary Administration Plan 2 nd Quarterly Report for FY 2016.

OAKLAND COUNTY SALARY ADMINISTRATION SECOND QUARTERLY REPORT FOR FY2016 03/23/16 PART U- BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. It requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources - Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY16 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel.

GENERAL SUMMARY
Under limited supervision, monitors and maintains storage of vaccines used in Health Division general clinics,
as well as by private providers. Closely monitors and confirms vaccine stock and orders new stock as needed to
meet vaccine needs. Monitors refrigeration units to ensure proper storage temperature and maintains daily
temperature logs as required by the Michigan Department of Community Health. Monitors providers in the
Vaccines for Children Program. Utilizes current county-wide and/or department specific software to complete
assignments.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Closely monitors refrigerated units used for storing vaccines. Tracks temperature fluctuations and documents
readings on official logs. Adjusts stock as needed to maintain consistent temperatures.
Monitors vaccine stock, rotating and organizing by expiration date to ensure proper usage and avoiding
unnecessary cost to Oakland County.
Orders shipments of vaccines directly from manufacturers to meet the needs of the Health Division clinics and
private physicians enrolled in the Vaccines for Children program, the annual flu clinic and citizens requiring
rabies, RIG and IG vaccines.
Distributes vaccine stock as needed to all offices of the Health Division, providers and representatives from
external agencies.
Logs pertinent information from vaccine stock into the computerized Michigan Childhood Immunization
Registry (MICR) as required by the Michigan Department of Community Health.
Provides instruction to staff and external individuals in the proper storage and transportation of vaccines.
Ensures that persons are properly equipped for such activities. May provide necessary tools.
Processes registrations by private physicians to verify eligibility for the Vaccines for Children program.
Monitors provider activities to ensure compliance with the program.
Reviews storage temperature logs and vaccine waste reports from private providers in the Vaccines for
Children program.
CLASS TITLE: VACCINE SUPPLY COORDINATOR
Prepares various reports and logs as required by the Michigan Department of Community Health and Oakland
County Health Division administration.
Functions as part of the Oakland County Public Health Emergency Response Team.
Utilizes current county-wide and/or department specific software to complete assignments.

A. REQUIRED MINIMUM QUALIFICATIONS
1. Be a high school graduate or have a certificate of successful completion of the General
Educational Development Test.
2. Have had at least two (2) years of fidl-time clerical experience, one (1) year of which included
work in the Health Division general clinics.
3. Pass the total examination, including the employment medical, established for this class.
4. Successfully complete the six-month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
I. Thorough ability to communicate in a clear, polite and courteous manner.
2. Considerable knowledge of grammar, spelling, punctuation and arithmetic.
3. Considerable ability to follow oral and written instructions.
4. Considerable skill and ability in operating a variety of office machines such as photcopiers,
fax machines and computer printers.

GENERAL SUMMARY
Under general supervision plans, assigns, directs, reviews and coordinates the work of assigned clerical
employees engaged in performing technical and general clerical support duties. Coordinates and
supervises directly or through intermediate leaders a variety of clerical duties necessary for efficient
office operations. Assists in developing policies, procedures and training materials consistent with statues
court rules, administrative orders and office practices Reviews files and papers for accuracy and
conformance to related laws, completeness, and may sign for judge in accordance with applicable statues,
court rules, administrative orders and court policies. Oversees the operations of the Probate Court cash
registers_ Acts as a liaison between Probate Court and the Probate Judge's Chambers regarding workflow
issues, procedural matters, case scheduling, case specific issues, and errors made by attorneys, laypersons
and/or staff. Utilizes current county-wide and/or depai tment specific software to complete assignments.
SUPERVISION EXERCISED
Functions as a supervisor over a group of clerical employees in the Estates and Mental Health Division of
the Probate court. Instructions, assigns, schedules, checks and appraises performance. Participates in
decision to hire, discipline, discharge, and award pay increases and/or promotions.
ESSENTIAL JOB FUNCTIONS
Plans, assigns, directs and coordinates the work of assigned clerical employees directly and through
