Job Descriptions for New Classifications OAKLAND COUNTY SALARY ADMINISTRATION THIRD QUARTERLY REPORT FOR FY2016 05/11/16 PART II - BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. it requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY16 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel. DRAFT 1/5/2016 Class Title: Department: Reports To: ELSA Status: OAKLAND COUNTY MICHIGAN PROBATE COURT SUPERVISOR Probate Court / Estates and Mental Health Supervisor Probate Court Operations Non-Exempt GENERAL SUMMARY Under general supervision, plans, assigns, directs, reviews, and coordinates the work of assigned lower level clerical employees engaged in performing technical and general clerical support duties. Supervises the receiving, reviewing, processing, filing, and maintenance of unit documents, reports, records, and daily transactions. Types and prepares various Probate forms and orders. Must maintain a valid motor vehicle operator's or chauffeur's license. 3 DRAFT 04/2016 Class Title: Depai tment: Reports To: ELSA Status: OAKLAND COUNTY MICHIGAN INSURANCE RISK ADMINISTRATOR Risk Management/County Executive Risk Manager Exempt GENERAL SUMMARY Under general direction, oversee all aspects of the County's Property/Casualty Insurance and self- insurance programs including establishment, specification, negotiation, purchase and implementation. Conduct extensive analyses to determine most cost effective methods to address County loss exposures through insurance/self-insurance. Conduct loss prevention and damage claim inspections to establish appropriate mitigation efforts. Perform contract and grant reviews for appropriate insurance and liability provisions. Receive, investigate, adjust arid settle third party liability claims such as automobile mini-tort and property damage claims. Consult with Human Resources on health care insurance and self-insurance proposals making recommendations for changes to stop-loss contracts. Gather, review and recommend funding requirements for budget. Function as County's HIPAA Privacy Officer to ensure compliance and review all data breaches to determine appropriate responses and corrective actions. Make periodic inspections of County building facilities and work sites to determine the existence of any potential safety hazards, and makes recommendations for their elimination to departmental directors and administrative officials.
