Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 -21
provides a process for departments and employees to request a review of the salary grade placement of
classifications; and
WHEREAS the 3rd Quarterly Report for FY 2016 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department after completion of this review process; and
WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary
grade changes resulting from this Salary Administration Plan Quarterly Report recommendation; and
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation

OAKLAND COUNTY SALARY ADMINISTRATION THIRD QUARTERLY REPORT FOR FY2016 05/11/16 PART II - BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. it requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY16 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel.

GENERAL SUMMARY
Under general supervision, plans, assigns, directs, reviews, and coordinates the work of assigned lower
level clerical employees engaged in performing technical and general clerical support duties. Supervises
the receiving, reviewing, processing, filing, and maintenance of unit documents, reports, records, and
daily transactions. Types and prepares various Probate forms and orders. Certifies, posts, and makes
conformed copies of these forms and orders. Reviews orders following court hearings and enters orders
which have been approved. Reviews and approves documents presented for filing that would open and
close any Estate file. Reviews files and papers for accuracy and conformance to related laws,
completeness, and may sign for judge in accordance with applicable statues, court rules, administrative
orders and court policies. Utilizes current county-wide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
Functions as a working supervisor over a group of lower level clerical employees in the Estates and
Mental Health Division of Probate Court. Instructs, assigns, schedules, checks and appraises
performance. Participates in decisions to hire, discipline, discharge, and award pay increases and/or
promotions. Regularly performs the same duties as lower level clerical employees supervised.
ESSENTIAL JOB FUNCTIONS
Plans, assigns, directs, reviews, and coordinates the workflow of assigned lower level clerical employees
providing technical and general clerical support for the Probate Court Estates and Mental Health Unit.
Participates in general personnel activities for assigned clerical employees such as employee selection and
evaluation, recommendation of promotions and merit increase, monitoring attendance, approving time off
and recommending disciplinary action.
Performs liaison duties between lower level clerical employees and administrative personnel ensuring that
adequate clerical support is provided and that divisional policies and procedures are adhered to.
Supervises the receiving, reviewing, processing, filing, and maintenance of unit documents, reports,
records, and daily transactions.
Distributes and monitors the flow of work assignments performed by clerical employees to maintain an
acceptable level of work performance.
CLASS TITLE: PROBATE COURT SUPERVISOR
Resolves job related problems or conflicts in work assignments or work schedules involving assigned
clerical staff
Assists private attorneys and the public by providing information regarding filing of documents and
procedures involved in mental health commitments, guardianships, conservatorships, trusts, estate
administration and miscellaneous matters under the jurisdiction of the Probate Court.
Answers telephone calls from attorneys and the public regarding the opening of cases and requesting
information on matters being processed. Releases information only in accordance with established court
procedures. Refers persons to the proper official when necessary.
Reviews and approves documents presented for filing that would open and close any Estate file, including
decedents estates, guardianships and conservatorships, and developmentally disabled person's
guardianships in Mental Health.
Receives, reviews for completeness and conformance to law and court procedures, distributes and files
Probate Court documents according to procedures established by the court. Reviews files prior to court
hearings to ensure that the proper documents have been filed as assigned.
Types and prepares various Probate forms and orders. Certifies, posts, and makes conformed copies of
these forms and orders. Reviews orders following court hearings and enters orders which have been
approved.
Utilizes current county-wide and/or department specific software to complete assignments.

3. Pass the complete examination including the employment medical established for this
class.
Successfully complete the six month probationary period.

Office, including communications. Promotes Treasurer's Office public service messages through
traditional and social media. Acts as the Treasurer's Community Liaison by planning and coordinating
events for Oakland County constituents. Represents the Treasurer's Office at meetings with community
members, local government leaders, community and nonprofit organizations and media outlets to promote
Treasurer's Office services and referral opportunities. Utilizes current county-wide and/or department

ESSENTIAL JOB FUNCTIONS
Development, implementation and measurement of Treasurer's office communications plan, including
media relations, website and social media presence, and outreach to community stakeholders. Provides

and community agencies. Makes presentations, fields questions and provides and gathers information
related to Treasurer's Office activities and programs.

Under general direction, oversee all aspects of the County's Property/Casualty Insurance and self-
insurance programs including establishment, specification, negotiation, purchase and implementation.
Conduct extensive analyses to determine most cost effective methods to address County loss exposures
through insurance/self-insurance. Conduct loss prevention and damage claim inspections to establish
appropriate mitigation efforts. Perform contract and grant reviews for appropriate insurance and liability
provisions. Receive, investigate, adjust arid settle third party liability claims such as automobile mini-tort
and property damage claims. Consult with Human Resources on health care insurance and self-insurance
proposals making recommendations for changes to stop-loss contracts. Gather, review and recommend
funding requirements for budget. Function as County's HIPAA Privacy Officer to ensure compliance and
review all data breaches to determine appropriate responses and corrective actions. Utilize current county-
wide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Functions as a lead worker over lower level Risk Management employees. Instructs, assigns, reviews and
checks the work of these employees, and/or is responsible for administering a significant program.
ESSENTIAL JOB FUNCTIONS
Oversee the County's Property/Casualty Insurance program. Establish specifications and implement and
manage program. Perfonn contract and grant review analysis to ensure appropriate insurance and liability
provisions.
Receive, investigate, adjust and settle third party liability claims such as automobile mini-tort and
property damage claims. Receive insurance company bills for coverage of Oakland County's needs.
Negotiates insurance rates including deductibles and parameters for self-insurance program. Maintain
County status as self-insured in State of Michigan.
Prepares insurance liability budget and allocates costs to department cost centers. Develops bid
specifications for insurance and risk management vendor services and coordinates bid process. Monitors
contracts for compliance.
INSURANCE RISK ADMINISTRATOR
Identifies insurance areas more economical for County self-insurance, and designs coverage and methods
of funding. Implements and administers those components such as the physical damages of the auto-fleet
portion of the property coverage. Determines insurance requirements on all contracts for Oakland
County. Conducts preliminary review of certificates of insurance.
Assures ongoing compliance with special insurance requirements for outside law enforcement agencies.
Under the direction of the Risk Manager, assists with Corporation Counsel and Management & Budget in
establishing reserve fund levels for funds paid out by the County.
Make periodic inspections of County building facilities and work sites to determine the existence of any
potential safety hazards, and makes recommendations for their elimination to departmental directors and
administrative officials.
Maintain awareness of and notify County departmental directors of their responsibility for adherence to
federal and state health and safety legal requirements applicable to their respective employees. Indicate
changes in law and legal interpretations, bringing :attention to possible violations and recommending
effective solutions.
Review and investigate difficult and potentially large losses Minimize costs, determine causes and
develop appropriate preventive methods. Review all first party claims for determination of proper course
of action.
Evaluate existing County safety programs using state and federal guidelines to ensure County compliance.
Suggests revisions for problem areas to departments, and develops new safety programs needed to reduce

EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Have a Bachelor's Degree from an accredited c011ege, university or business school, in
Business Administration, Finance, Management Public Administration, Economics or
closely related field; AND
2. Have five (5) years of full-time paid :experience ikthe sales and/or administration of
General Liabilify, -.Property Liability, Fleet Policies, Builders' Risk or similar Insurance
policies and programs; AND
NOTE: Additional e-xperience of the type described above may be substituted for the college
5. Successfully complete the six month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Possess one of the following Certifications or Licenses:
a. Chartered Property Casualty Underwriter (CPCU)
b. Certified Insurance Counsel (CIC)
c. Certified Risk Manager (CRM
d. Licensed Insurance Counselor (LIC)
2. Considerable ability to establish and maintain effective working relationships with other
employees, representatives of insurance companies and County officials.

3. Considerable knowledge of Federal, State and Occupational Health and Safety
Administration standards.
4. Considerable ability to make decisions in accordance with departmental policies and
practices.
5. Considerable ability to analyze and problem solve making appropriate recommendations.
6. Considerable ability to negotiate insurance rates, deductibles and claim settlements.
7. Considerable ability to manage budgets and vendor Contracts.
8. Considerable ability to use Excel, Word and other database and word processing software
programs.
9. Reasonable knowledge of insurance principles as applied to group life, hospitalization
and major medical coverage.
