IN RE: HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN 3rd QUARTERLY
REPORT FOR FY2016
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen;
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 -21
provides a process for departments and employees to request a review of the salary grade placement of
classifications; and
WHEREAS the 3rd Quarterly Report for FY 2016 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department after completion of this review process; and
WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary
grade changes resulting from this Salary Administration Plan Quarterly Report recommendation; and
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation

OAKLAND COUNTY SALARY ADMINISTRATION THIRD QUARTERLY REPORT FOR FY2016 05/11/16 PART II - BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. ft requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY16 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel.

GENERAL SUMMARY

the receiving, reviewing, processing, filing, and maintenance of unit documents, reports, records, and
daily transactions. Types and prepares various Probate forms and orders. Certifies, posts, and makes
conformed copies of these forms and orders. Reviews orders following court hearings and enters orders
which have been approved. Reviews and approves documents presented for filing that would open and
close any Estate file. Reviews files and papers for accuracy and conformance to related laws,
completeness, and may sign for judge in accordance with applicable statues, court rules, administrative
orders and court policies. Utilizes current county-wide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
Functions as a working supervisor over a group of lower level clerical employees in the Estates and
Mental Health Division of Probate Court. Instructs, assigns, schedules, checks and appraises
performance. Participates in decisions to hire, discipline, discharge, and award pay increases and/or
promotions. Regularly performs the same duties as lower level clerical employees supervised.
ESSENTIAL JOB FUNCTIONS
Plans, assigns, directs, reviews, and coordinates the workflow of assigned lower level clerical employees
providing technical and general clerical support for the Probate Court Estates and Mental Health Unit.
Participates in general personnel activities for assigned clerical employees such as employee selection and
evaluation, recommendation of promotions and merit increase, monitoring attendance, approving time off
and recommending disciplinary action.
Performs liaison duties between lower level clerical employees and administrative personnel ensuring that
adequate clerical support is provided and that divisional policies and procedures are adhered to.

CLASS TITLE: PRORATE COURT SUPERVISOR
Resolves job related problems or conflicts in work assignments or work schedules involving assigned
clerical staff.
Assists private attorneys and the public by providing information regarding filing of documents and
procedures involved in mental health commitments, guardianships, conservatorships, trusts, estate
administration and miscellaneous matters under the jurisdiction of the Probate Court.
Answers telephone calls from attorneys and the public regarding the opening of eases and requesting
information on matters being processed. Releases information only in accordance with established court
procedures. Refers persons to the proper official when necessary.
Reviews and approves documents presented for filing that would open and close any Estate file, including
decedents estates, guardianships and conservatorships, and developmentally disabled person's
guardianships in Mental Health.
Receives, reviews for completeness and conformance to law and court procedures, distributes and files
Probate Court documents according to procedures established by the court. Reviews files prior to court
hearings to ensure that the proper documents have been filed as assigned.
Types and prepares various Probate forms and orders. Certifies, posts, and makes conformed copies of
these forms and orders. Reviews orders following court hearings and enters orders which have been

funding requirements for budget. Function as County's HIPAA Privacy Officer to ensure compliance and

property damage claims. Receive insurance company bills for coverage of Oakland County's needs.
Negotiates insurance rates including deductibles and parameters for self-insurance program. Maintain

REPORT FOR FY 2016
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. The Human Resources Department, with approval from the Board of Commissioners, provides a
process for departments and employees requesting a review of the salary grade placement
classifications for Grades 1 — 21.
2. The 3rd Quarterly Report for FY 2016 identifies job studies conducted and salary grade changes
recommended by the Human Resources Department after completion of this review process.
3. Three (3) new classifications will be created:
a. Probate Court Supervisor
b. Treasurer Community Liaison
c. Insurance Risk Administrator
4. The salary grade of the following classification will be increased- Health and Human
Services/Homeland Security Emergency Management Coordinator from Grade 9 to Grade 13.
5. The salary grade of one (1) position (#2809) PR/SR will be upwardly reclassified- One (1)
Insurance & Safety Coordinator (grade 14) to County Exec/Risk Management Insurance Risk
Administrator (Grade 17).
6. The salary grade of three (3) positions GF/GP will be upwardly reclassified:
a. Two (2) Office Supervisor I Positions (#02474 and #11251) (grade 8) to Probate
Court Supervisor Positions (grade 10).
b. One (1) Technical Assistant Position (# 2376) (grade 8) to Treasurer Community
Liaison Position (grade 11).
7. The position reclassifications will be effective June 25, 2016.
8. GF/GP Fund positions will be funded from Non-Departmental Class & Rate Change. There is a
net impact of $4,203 in FY2016 and 615,613 in FY2017 and FY2018.
9. The PR/SR positions will have an impact of $1,804 in FY 2016 and $6,700 in FY 2017-2019.
10. The FY 2016-2018 Budget is amended as follows:
