IN RE: WATER RESOURCES COMMISSIONER - SUPERVISORY CONTROL AND DATA
ACQUISITION (SCADA) PHASE 2 ENHANCEMENT PROJECT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the SCADA system is shared by all water and sewer systems owned or operated by the
Oakland County Water Resources Commissioner's office; and
WHEREAS the SCADA software was identified and evaluated after the recent completion of a Phase 1
program to improve the overall functionality of the system; and
WHEREAS a Phase 2 project is necessary to extend the functionality of the system through the
deployment of additional upgraded software; and
WHEREAS the new software will provide critical improvements to the email and text notification of alarms
to a configurable group of on-call field and supervisory staff; and
WHEREAS the upgrades would provide simplified data extraction for analysis by internal and external
engineering staff; and
WHEREAS throughout the Phase 2 project the Oakland County Water Resources Commissioner's office
has been working in close partnership with the Oakland County Information Technology (OCIT)
Department; and
WHEREAS the necessary improvements would allow for presentation of greater site detail with improved
graphics; and
WHEREAS the improvements also would decrease the reliance and dependence on Oakland County's
Safety Dispatch personnel as a communication pass-through for alarm notification; and
WHEREAS the requested improvements would allow users to "self-serve their data needs thereby
increasing speed and accuracy; and
WHEREAS the enhancements would also expand the operational delivery of information via mobile
devices; and
WHEREAS the OCIT has sized the project and estimated the implementation cost to be $132,924; and
has determined that the payback of the expenditure from anticipated savings is estimated to be two
years.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby
authorize the SCADA improvements for an estimated cost of $132,924.

ACQUISITION SYSTEM (SCADA) PHASE 2 ENHANCEMENT PROJECT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. This resolution requests the Oakland County Board of Commissioners to approve a
Supervisory Control and Data Acquisition System (SCADA) Phase 2 enhancement
project in the amount of $132,924.
2, Phase 2 will extend SCADA functionality by deployment of additional software to
enhance the system with email and text notification of alarms, deliver expanded
operational information to mobile devices, simplify data extraction for analysis, provide
greater site detail with improved graphics and decrease reliance on Oakland County's
Safety Dispatch personnel for alarm notification.
3. The total project cost for purchase and implementation of the SCADA Phase 2 project of
$132,924 includes both Oakland County Information Technology (OCIT) labor and
hardware costs which will be allocated back to the appropriate water and sewer systems
that benefit from the SCADA system.
4. The estimated on-going OCIT labor support maintenance cost of $23,372 will be funded
by the benefiting water and sewer systems as part of the OCIT Development quarterly
billings.
5. The cost savings for the implementation cost of Phase 2 is estimated to be two years.

SUBJECT: SCADA Phase 2 Enhancement Project

The WRC SCADA (Supervisory Control and Data Acquisition) system is the critical alarm and control
system for our entire critical infrastructure (Sewer System, Water System, 1/WVTPs and RTBs). There
are two distinct segments of the SCADA system. The first being the remotes sites (pump stations,
treatment plants, retention treatment basins, storage tanks, etc. ....) for each independent system and
the second being the County owned SCADA system (see attached schematic). The County system
collects information from the remote sites via radio transmission to multiple radio concentrator sites
(RCSs). From there, the information is sent to OCIT via the County fiber network with a backup radio
network. The County SCADA software monitors specified parameters (flow, levels, pressures, etc. ...)
from the remote sites and provides pre-established alarms when system parameters are outside of
normal operating standards.
Earlier this year, WRC, in partnership with DC IT, completed a project to replace the County portion of
the SCADA system. Per our discussions, I will be seeking County approvals to proceed with a
SCADA Phase 2 Enhancement Project. This project will extend SCADA functionality by the
deployment of additional software, to provide the following system enhancements:
• Email and text notification of alarms to a configurable group of on call and supervisory staff
• Delivery of expanded operational information via mobile device
• Simplified data extraction for analysis by internal and external engineering staff
• Allow SCADA users to efficiently access their data needs
• Decreased dependence on Safety Dispatch as a communication pass through for alarm
notification
• Allows for presentation of greater site detail with improved graphics on SCADA screens
The software, called Ignition, was identified and evaluated after the completion of Phase 1 to improve
the overall functionality of the system. In partnership with OCIT, a small pilot was conducted to verify
the functionality of the software and identify efficiencies / long term savings. The project, sized by
OCIT at an estimated implementation cost of $132,924 and an ongoing annual maintenance cost of
$23,372, has a two year payback.

The benefits / savings identified for the OCIT return on investment analysis include:
• Phased in replacement of existing software to reduce maintenance and software upgrade
costs
• Elimination of VVRC patch process review / implementation
• Reduced dependence from outside engineering services consultant
• Reduced dependence of Safety Dispatch services
• Reduced software system support and maintenance.
I have requested fast track approval from the Chairperson of the Finance Committee to provide
savings above and beyond those identified in the OCIT return on investment analysis. Those savings
will be specifically for the Commerce Township Water System, which currently has a water storage
tank, associated pump station and other controls currently under construction. WRC, via an existing
Contract with the Township, will be utilizing the County SCADA system for controls and alarming of
the new Commerce Township Water System sites. Prompt approval and implementation of the Phase
2 SCADA project will allow WRC to program the sites with the new software, taking advantage of the
SCADA enhancements and avoiding duplication of software programing.
