ECONOMIC IMPACT OF PROJECT The Local Road Improvement Pilot Program has been established under MCI 123.872, the Gifts of Property Act, which provides that "A county may grant or loan funds to a township, village, or city located within that county for the purpose of encouraging and assisting businesses to locate and expand within the county." DESCRIBE HOW THE PROJECT MEETS THE STATUTORY REOUIRMENT OF ENCOURAGING AND ASSISTING BUSNESS TO LOCATE AND EXPAND IN THE COUNTY Souter Drive is an Industrial Road in the City of Troy. It is bordered by Maple Road to the north; Rochester Road to the west; Rankin Drive to the south; and Stephenson Highway to the east. This southern area of the city is an industrial/commercial area of approximately 20 parcels of land. Over 40 businesses make their home on Sauter Drive as several of the buildings are multi-tenant buildings. The uses are mainly Light Industrial and many are small job shops. These types of uses generate larger volumes of traffic compared to larger sites with single user occupants. Since the density of the area creates more traffic, maintenance of the area is critical to keep the area in demand. Businesses looking to locate in Troy or Oakland County or those that want to maintain their business need to know that the roads will be kept in good repair to provide safe and efficient passage of employees, customers and deliveries. Many of these types of business continue to grow and expand. When they do outgrow their current facility, the desire is for them to stay within the city and within Oakland County. Providing a road network in good condition and one that allows for safe and efficient movement of goods and people is critical as we compete with other cities, counties and states. Transportation has a significant impact on economic conditions, environmental quality, energy consumption, land development and the overall quality of life in a community. It is critical that transportation needs be anticipated and that a community be prepared to address those needs. Communities with poorly defined transportation networks or poor condition roads experience needless congestion and delay and have difficulty in attracting and maintaining commercial and industrial tax bases. On the other hand, communities with well developed transportation systems in good repair posses the natural ability to attract clean, high-tech industrial and commercial endeavors. OPTIONAL MULTI-YEAR PROJECT PLAN The Local Road Improvement Program has been expressly established as a pilot program. There is no guarantee the program will be continued from year to year. The Local Road Improvement Program Subcommittee recognizes that the allocation authorized for local governments may not provide adequate funding in a single year to allow a project to move forward. Local governments shall be offered the opportunity to submit project plans that would necessitate the accumulation of multiple years of the community's allocation amount to fulfill the County's share of a project budget, A multi-year project plan submittal shall not exceed three years in duration. The allocation amount available to each community is subject to change annually based upon the factors utilized in the distribution formula. Consideration of multi-year project plans does not obligate Oakland County in any way to fund any project or program in the future. These plans are meant to be utilized for planning purposes and for consideration by the Oakland County Board of Commissioners to authorize a limited carryover of a community's allocation year to year, DESCRIPTION OF MULTI-YEAR PLAN INCLUDING ESTIMATED PROJECT BUDGET AND CARRYOVER PERIOD OF COMMUNITY'S ALLOCATION Not applicable ADDITIONAL INFORMATION The Local Road Improvement Program Subcommittee of the Finance Committee of the Oakland County Board of Commissioners has been tasked with managing this program and making recommendations for project approval. Please supply any additional information you believe may be helpful in the consideration of your application. OPTIONAL ADDITIONAL INFORMATION Troy has aggressively pursued road funding from all levels of government and appreciates and welcomes the Oakland County Board of Commissioners foresight in developing the Local Road Improvement Pilot Program to invest in one of our most critical infrastructure assets. While we all continue to look to our legislators for a permanent solution to road funding and ways to stretch our tax dollars to maintain our aging infrastructure, we commend the Oakland County Board of Commissioners for stepping up to provide additional funding to help us fix our roads now. REPORT FOLLOWING COMPLETION OF THE PROJECT MCL 123.872 requires that "the grant or loan contract made by a county shall require a report to the county board of commissioners regarding the activities of the recipient and the degree to which the recipient has met the stated public purpose of the funding".
