"COUNTY"), the OAKLAND COLU,:z 3HERIr, NICHOLS, in his
official capacity as a Michigan Constitutional Officer, whose
address is 1201 North Telegraph Road, Pontiac, Michigan 48341
(hereafter the "SHERIFF"), and the CITY OF ROCHESTER HILLS, a
Michigan Constitutional and Municipal Corporation and political
subdivision of the State of Michigan, located within Oakland
County, whose address is 1000 Rochester Hills Drive, Rochester
Hills, Michigan 48309 - 3033 (hereafter the "CITY"). In this
Agreement, the COUNTY and SHERIFF hereafter shall be referred to
jointly and collectively as the "SHERIFF'S DEPARTMENT".
WITNESSETH
WHEREAS, the CITY is authorized to provide police services for
residents of the CITY; and
WHEREAS, the SHERIFF'S DEPARTMENT is authorized to provide
police services for residents of Oakland County but, absent an
agreement such as this, has only limited responsibility for police
services in the CITY; and
WHEREAS, the SHERIFF'S DEPARTMENT and the CITY may enter into
an agreement where the SHERIFF'S DEPARTMENT would perform
additional law enforcement services in the CITY; and
WHEREAS, the CITY desires to contract with the SHERIFF'S
DEPARTMENT for such additional law enforcement services in the
CITY; and
WHEREAS, the SHERIFF'S DEPARTMENT is agreeable to providing
additional law enforcement services in the CITY with the additional
personnel provided under the terms and conditions of this
Agreement;
NOW, THEREFORE, in consideration of these premises, and the
promises, representations, and agreements hereafter contained, it
is mutually agreed as follows:
1. The SHERIFF shall assign SHERIFF'S DEPUTY(IES), in such
Number(s) and Rank(s) as shown in SCHEDULE A - SHERIFF'S
DEPUTY(IES) CONTRACTED (attached), to enforce State statutes and
CITY ordinances, including the writing of tickets for CITY

ordinance violatios i within the corporate limits of the CIT7,
including all 1;-:::ate roau a well as provide general policP
services to the idents of tl-! CITY. General police servicc,
include road pa7:ol, crime dctection, crime preventj,on, and
criminal apprehension activiti, as well as any necessary
supervision and related law enfoli -.1: functions to the ex -c ,:!nt of
the staffing provided for in this ATeement. Additional
DEPARTMENT law enforcement Support Services, such as zarine
Division, Arson Investigaticn, Detective and Crime Lab services,
which the SHERIFF'S DEPART:iEZ now provides on a County-wide basis,
unless expressly stated to the contrary herein, are not part of the
law enforcement services contemplated under the scope of this
Agreement. Nevertheless, such additional law enforcement Support
Services shall continue to be made available, at no additional cost
to the CITY, to the same extent that the SHERIFF'S DEPARTMENT
continues to make such law enforcement Support Services available,
at no additional charge, to all other communities within Oakland
County.

Mutual aid, as used in the previous sentence, ieans that any
SHERIFF'S DEPUTY(IES) contracted for and assigned 4-.2 the CITY may
be absnt from the CITY, at CITY expense, when ter::7rarily called
to tl E. aid of another community due to an ely,er._.incy or other
exceptional circumstance or because a SHERIFF '3 DEPUTY(IES)
possesses some special skill or Qualification temporarily needed in
that other community.
3. Under the terms of this Agreement, the SHERIFF'S
DEPARTMENT shall assign to the CITY the Number(s) and Rank(s) of
SHERIFF'S DEPUTY(IES) shown in SCHEDULE A - SHERIFF'S DEPUTY(IES)
CONTRACTED, to perform all of the law enforcement services
contemplated under this Agreement. As used throughout this
Agreement, any reference to the Number(s) of SHERIFF'S DEPUTY(IES),
as shown in SCHEDULE A - SHERIFF'S DEPUTY(IES) CONTRACTED, shall be
defined and quantified as EIGHTY (80) HOURS of law enforcement
services during a bi-weekly period, by any SHERIFF'S DEPUTY(IES) of
the specified Rank(s), for each of the SHERIFF'S DEPUTY(IES)
contracted for and assigned by the SHERIFF to provide law
enforcement services to the CITY.
a. Except as may otherwise be expressly provided in this
subparagraph, or in SCHEDULE A - SHERIFF'S DEPUTY(IES)
CONTRACTED, whenever any SHERIFF'S DEPUTY(IES) contracted for
and assigned to provide law enforcement services to the CITY
is not present in the CITY geographical area due to any of the
reasons described in subparagraphs 1 - 6 below, such periods
of time shall be included in and counted towards the EIGHTY
(80) HOURS of law enforcement services for the bi -weekly
period in which it occurred.
1. Travel time, on a daily basis, to or from the
SHERIFF'S DEPARTMENT, in Pontiac, Michigan, at the
beginning or end of any shift by any SHERIFF'S
DEPUTY(IES), if that SHERIFF'S DEPUTY(IES) shift starts
or ends in Pontiac;
4. Appearance in any Court, or any meeting with any
other law enforcement agency in connection with any
prosecution or Court appearance related to CITY law
enforcement activities;
5. Performance of any law enforcement services for the
CITY which takes any SHERIFF'S DEPUTY(IES) outside of the

CITY'S geographical area and
6. Any approved period of annual leave, sick leave,
holiday leave, personal leave, or any other approved,
paid leave (except any paid discip7inary leave and/or
long-term disability leave exten te:-nd a period of
5 working days) grated to any SHEFF::7'S flE7:77.(IES) in
accord with applicble SHERIFF'S I=HLilaTm:: policies,
procedures, and/or ',!mployment contracts.
b. Subject to the SHERIFF'S right to consolidate the
assigned shifts of SHERIFF'S DEPUTY(IES) in order to
concentrate law enforcement efforts to meet particular law
enforcement priorities and needs, the SHERIFF shall assign
shifts to SHERIFF'S DEPUTY(IES) contracted for under this
Agreement so as to provide the broadest possible coverage of
law enforcement services to the CITY.
c. All SHERIFF'S DEPARTMENT policies, procedures, employment
contracts, etc., which may be applicable to this Agreement
shall be made available by the SHERIFF for inspection by the
CITY Mayor or designated representatives by appointment,
during normal business hours.

attached and permanently maintained therein by the CITY, such as,
desks, chairs, copying machines, fax machines, typewriters,
installed telephones, lockers, etc.), provided by the CITY for
general use by the SHERIFF'S DEPARTMENT shall not be interpreted as
either a direct or indirect payment or benefit being provided to
any SHERIFF'S DEPUTY(IES) by the CITY.

COUNTY. As intended by this Paragraph, catd elsewhere in this
Agreemnt (e.g., Paragraph 7 above) no perscnal property, supplies,
or other equipment, nor the use thereof, si-111 be provided or made
available by the CITY directly to any SHERIFI'S DEPUTY(IFS), except
through a written lease as provided for in the previous sentence.
This written lease requirement shall become effective March 1,
1994, and on that date any of the above-described personal property
not covered by a written lease, as required herein, shall be
promptly returned to the CITY.
a. The CITY also agrees to defend, indemnify and hold the
COUNTY, the SHERIFF, and/or any COUNTY OFFICIAL (as defined in
Paragraph 13(b) below) harmless from any and all civil claims,

civil actions, civil suits, or civil proced*:.g (together
with all rsr)n::lole and directly related arA costs,
expenses, and liabilities) whic c,::Te brought against
the COUNT_, to SHERIFF, and/or any C .37JETY OFFTCTAL (as
defined in Piirac4rph 13(b) below) by any pe::.on other than the
CITY, the SH .ERIFF, any COUNTY CFICIAL (as ,.,J;ined in
Paragraph 13(b) below) and/or any S1=IFF'S DEPUTY(I13), that
the COUNTY, the SHERIFF, and/or COUNTY OFFICIAL (as
defined in Paragraph 13(b) below) incurred and/or becomes
legally obligated to pay, which are based upon or resulted
from any alleged negligent or intentional tortious act(s) or
omission(s) of any CITY OFFICIAL or CITY AGENT.
d. It is neither the intent of the COUNTY nor the CITY that
this hold harmless or indemnification provision, or any other
provision of this Agreement, shall inure, either directly or

17. The parties shall send, by regular mail, all
correspondence and notices required or permitted by this Agreement
to each of the signatories of this Agreement, or their successors
in office, to the addresses shown in this Agreement.
18. This Agreement is neither intended to, nor shall it be
interpreted to, create, change, modify, supplement, supersede, or
otherwise affect or control, in any manner, or at any time, the
terms or conditions of employment of any SHERIFF'S DEPUTY(IES) with
the SHERIFF'S DEPARTMENT, any applicable SHERIFF'S DEPARTMENT

employment and/or union contract, and/or any SHERIFF'S DEPARTM7NT
rule(s), T .glaiatio7), hours of work, shift assignment, order(s),
proccure(s), directive(s), ethical guideline(s),
etc., whic shall, solely and exclusivey, govern and control the
employment relationship between the DEPARTMENT and any
SHERIFF'S DEPUTY(TES) id/or the contiuct and actions of any
SHERIFF'S DEPUTY(LT.S). ru illustrate, but not otherwise limit,
this Agreement doe, not and shall not be interpreted to limit,
modify, control, or otherwise affect, in any manner:
a. The complete and unilateral discretion of the SHERIFF to
either continue or revoke the deputization of any SHERIFF'S
DEPUTY(IES), or any other person, who in the SHERIFF's sole
judgment, he does not believe is qualified or otherwise fit to
be a SHERIFF'S DEPUTY(IES).

This Agreement is made and entered into between theCOUNTY OF
OAKLAND, a Michigan Constitutional and Municipal Corporation and
political subdivision of the State of Michigan, whose address is
1200 North Telegraph Road, Pontiac, Michigan 48341 (hereafter the
"COUNTY"), the OAKLAND COUNTY SHERIFF, JOHN F. NICHOLS, in his
official capacity as a Michigan Constitutional Officer, whose
address is 1201 North Telegraph Road, Pontiac, Michigan 48341
(hereafter the "SHERIFF"), and SPRINGFIELD TOWNSHIP, a Michigan
Constitutional and Municipal Corporation and political subdivision
of the State of Michigan, located within Oakland County, whose
address is 650 Broadway, P.O. Box 38, Davisburg, Michigan 48350-
0038 (hereafter the "TOWNSHIP"). In this Agreement, the COUNTY and
SHERIFF hereafter shall be referred to jointly and collectively as
the "SHERIFF'S DEPARTMENT".

for residents of the TOWNSHIP; and

1994 - 1995 LAW ENFORCEMENT AGREEMENT
WITH ORION TOWNSHIP
This Agreement is made and entered into between the COUNTY OF
OAKLAND, a Michigan Constitutional and Municipal Corporation and
political subdivision of the State of Michigan, whose address is
1200 North Telegraph Road, Pontiac, Michigan 48341 (hereafter the
"COUNTY"), the OAKLAND COUNTY SHERIFF, JOHN F. NICHOLS, in his
official capacity as a Michigan Constitutional Officer, whose
address is 1201 North Telegraph Road, Pontiac, Michigan 48341
(hereafter the "SHERIFF"), and ORION TOWNSHIP, a Michigan
Constitutional and Municipal Corporation and political subdivision
of the State of Michigan, located within Oakland County, whose
address is 2525 Joslyn Road, P.O. Box 199, Lake Orion, Michigan
48361 (hereafter the "TOWNSHIP"). In this Agreement, the COUNTY
and SHERIFF hereafter shall be referred to jointly and collectively
as the "SHERIFF'S DEPARTMENT".
WITNESSETH
WHEREAS, the TOWNSHIP is authorized to provide police services
for residents of the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is authorized to provide
police services for residents of Oakland County but, absent an
agreement such as this, has only limited responsibility for police
services in the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT and the TOWNSHIP may enter
into an agreement where the SHERIFF'S DEPARTMENT would perform
additional law enforcement services in the TOWNSHIP; and
WHEREAS, the TOWNSHIP desires to contract with the SHERIFF'S
DEPARTMENT for such additional law enforcement services in the
TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is agreeable to providing
additional law enforcement services in the TOWNSHIP with the
additional personnel provided under the terms and conditions of
this Agreement;
NOW, THEREFORE, in consideration of these premises, and the
promises, representations, and agreements hereafter contained, it
is mutually agreed as follows:
1. The SHERIFF shall assign SHERIFF'S DEPUTY(IES), in such
Number(s) and Rank(s) as shown in SCHEDULE A - SHERIFF'S
DEPUTY(IES) CONTRACTED (attached), to enforce State statutes and
TOWNSHIP ordinances, including the writing of tickets for TOWNSHIP

1. Travel time, on a daily basis, to or from the
SHERIFF'S DEPARTMENT, in Pontiac, Michigan, at the
beginning or end of any shift by any SHERIFF'S
DEPUTY(IES), if that SHERIFF'S DEPUTY(IES) shift starts
or ends in Pontiac;
2. Attendance, (not to exceed 100 hours per SHERIFF'S
DEPUTY(IES) per calendar year) at any SHERIFF'S
DEPARTMENT authorized or required training session,
function or meeting;
5. Performance of any law enforcement services for the

TOWNSHIP which takes any SHERIFF'S DEPUTY(IES) outside of
the TOWNSHIP's geographical area; and
b. Subject to the SHERIFF'S right to consolidate the
assigned shifts of SHERIFF'S DEPUTY(IES) in order to
concentrate law enforcement efforts to meet particular law
enforcement priorities and needs, the SHERIFF shall assign
- 3 to SHERIFF'S DEPUTY(IES) contracted for under this
aent so as to provide the broadest possible coverage of

proceeding, or pay any costs, expenses, fines, damages, or
liabilities of any kind whatsoever which are incurred in or
result from any criminal investigation or prosecution.

a. The complete and unilateral discretion of the SHERIFF to
either continue or revoke the deputization of any SHERIFF'S
DEPUTY(IES), or any other person, who in the SHERIFF's sole
judgment, he does not believe is qualified or otherwise fit to
be a SHERIFF'S DEPUTY(IES).
19. The COUNTY and the SHERIFF acknowledge that this
Agreement is neither intended to, nor shall it be interpreted so as
to change or alter, in any way, any constitutional, statutory,

WITNESSETH
WHEREAS, the TOWNSHIP is authorized to provide police services
for residents of the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is authorized to provide
police services for residents of Oakland County but, absent an
agreement such as this, has only limited responsibility for police
services in the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT and the TOWNSHIP may enter
into an agreement where the SHERIFF'S DEPARTMENT would perform
additional law enforcement services in the TOWNSHIP; and
WHEREAS, the TOWNSHIP desires to contract with the SHERIFF'S
DEPARTMENT for such additional law enforcement services in the
TOWNSHIP; and
1. The SHERIFF shall assign SHERIFF'S DEPUTY(IES), in such
Number(s) and Rank(s) as shown in SCHEDULE A - SHERIFF'S
DEPUTY(IES) CONTRACTED (attached), to enforce State statutes and
TOWNSHIP ordinances, including the writing of tickets for TOWNSHIP

a. The TOWNSHIP acknowledges that, except as provided for
under the terms of this Agreement, the SHERIFF has only
limited responsibility for law enforcement services in the
TOWNSHIP and is not otherwise required, except as provided
herein, to assign any specific Number(s) or Rank(s) of
SHERIFF'S DEPUTY(IES) to provide law enforcement services to
the TOWNSHIP.
b. This Agreement shall not be interpreted to include any
promise or guaranty, of any kind, that the SHERIFF'S
DEPARTMENT provision of law enforcement services under the
terms of this Agreement will result in any specific reduction
or prevention of criminal activity within the TOWNSHIP or any
other such performance-based outcome, but only that the
SHERIFF will make every reasonable effort to provide
professional law enforcement services to the TOWNSHIP, in
accordance with generally accepted standards for police
protection with the staff provided for in SCHEDULE A -
SHERIFF'S DEPUTY(IES) CONTRACTED.
c. As used throughout this Agreement the term "SHERIFF'S
DEPUTY(IES)" shall be defined to include any Captain,
Lieutenant, Sergeant, Deputy II, Deputy I, Patrol
Investigator, Detective Sergeant, or any other person or
persons of any rank, classification, or title who, pursuant to
state law, is a sworn Deputy of the SHERIFF.
2. Except as otherwise expressly provided for in this
Agreement, any SHERIFF'S DEPUTY(IES) contracted for and assigned to
provide law enforcement services to the TOWNSHIP (SCHEDULE A -
SHERIFF'S DEPUTY(IES) CONTRACTED) shall work, during those hours
for which the TOWNSHIP is being charged, only on TOWNSHIP related
police matters. It is understood and agreed, however, that mutual

WHEREAS, the TOWNSHIP is authorized to provide police services

police services for residents of Oakland County but, absent an
agreement such as this, has only limited responsibility for police
services in the TOWNSHIP; and

additional law enforcement services in the TOWNSHIP; and

1. The SHERIFF shall assign SHERIFF'S DEPUTY(IES), in such
Number(s) and Rank(s) as shown in SCHEDULE A - SHERIFF'S
DEPUTY(IES) CONTRACTED (attached), to enforce State statutes and
TOWNSHIP ordinances, including the writing of tickets for TOWNSHIP

beginning or end of any shift by any SHERIFF'S

4. Appearance in any Court, or any meeting with any
other law enforcement agency in connection with any
prosecution or Court appearance related to TOWNSHIP law
enforcement activities;
5. Performance of any law enforcement services for the

TOWNSHIP Supervisor or designated representatives by
appointment, during normal business hours.

1. Travel time, on a daily basis, to or from the

5. Performance of any law enforcement services for the

1994 - 1995 LAW ENFORCEMENT AGREEMENT
WITH ADDISON TOWNSHIP
This Agreement is made and entered into between the COUNTY OF
OAKLAND, a Michigan Constitutional and Municipal Corporation and
political subdivision of the State of Michigan, whose address is
1200 North Telegraph Road, Pontiac, Michigan 48341 (hereafter the
"COUNTY"), the OAKLAND COUNTY SHERIFF, JOHN F. NICHOLS, in his
official capacity as a Michigan Constitutional Officer, whose
address is 1201 North Telegraph Road, Pontiac, Michigan 48341
(hereafter the "SHERIFF"), and ADDISON TOWNSHIP, a Michigan
Constitutional and Municipal Corporation and political subdivision
of the State of Michigan, located within Oakland County, whose
address is 1440 Rochester Road, Leonard, Michigan 48367 (hereafter
the "TOWNSHIP"). In this Agreement, the COUNTY and SHERIFF
hereafter shall be referred to jointly and collectively as the
"SHERIFF'S DEPARTMENT".
WITNESSETH
WHEREAS, the TOWNSHIP is authorized to provide police services
for residents of the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is authorized to provide
police services for residents of Oakland County but, absent an
agreement such as this, has only limited responsibility for police
services in the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT and the TOWNSHIP may enter
into an agreement where the SHERIFF'S DEPARTMENT would perform
additional law enforcement services in the TOWNSHIP; and
WHEREAS, the TOWNSHIP desires to contract with the SHERIFF'S
DEPARTMENT for such additional law enforcement services in the
TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is agreeable to providing
additional law enforcement services in the TOWNSHIP with the
additional personnel provided under the terms and conditions of
this Agreement;
NOW, THEREFORE, in consideration of these premises, and the
promises, representations, and agreements hereafter contained, it
is mutually agreed as follows:
1. The SHERIFF shall assign SHERIFF'S DEPUTY(IES), in such
Number(s) and Rank(s) as shown in SCHEDULE A - SHERIFF'S
DEPUTY(IES) CONTRACTED (attached), to enforce State statutes and
TOWNSHIP ordinances, including the writing of tickets for TOWNSHIP

ADDISON TOWNSHIP BOARD OF TRUSTEES
Regular Meeting
December 6, 1993
The regular meeting of the Addison Township Board of Trustees held on Monday,
December 6, 1993 was called to order by Robert Koski, Supervisor at 7:30 p.m.
at the Township Complex.
The Pledge of Allegiance was recited followed by an invocation by
Treasurer, Ray Terry.
ROLL CALL:
Present: Supervisor, Robert Koski; Clerk, Mary Ann Thompson;
Treasurer, Ray Terry; Trustees, Sandra Rowland-Campbell,
Patricia Eisenhardt, John Leonard, and Joseph Beattie
Absent: None
ANNOUNCEMENTS:
The Supervisor made the following announcements:
1. The Township Offices will be closed December 24th through December 27th
for Christmas and December 31st through January 3rd for New Years.
2. The Board will consider the following rezoning requests and amendments
to Ordinance 200 at the January 6, 1994 Board Meeting:
a. Rathka - Sections 1 and 2 consisting of a total of 54.8 acres
from A (10) to RE (5)
b. Boris - Section 21 consisting of 50.64 acres from A(1O) to RE (5)
c. Van Arsdel - Section 19 consisting of 40.36 acres from A (10) to RE (5)
d. Returning land divisions requests to the Township Officials (in house)
and to Township Planner, thus by-passing Planning Commission and
Township Board of Trustees recommendations.
e. Add "not" to the private road ordinance - Section 4.19, No. 9
after "Class C" type road will (not) be required when road serves
only one residential unit.

4. Supervisors Update
a. ALLEGED DUMPING - HAGERMAN ROAD
Walked the area with John Leonard and Dan Shimmell. There is an
artesian well on the property and a sample of the water will be
tested.
- b. TORNADO SIREN
Leeanne Robinson was out Friday, December 3 to check the siren for
Oakland County. She will order the parts that are needed and the
siren at Rowland Hall should be in operation in March or April.
c. DIRT DUMPED AT 1363 ROCHESTER ROAD
The owner of the property sent a letter in response to the Supervisor's
inquiries. He stated that the property is in the process of being
environmentally cleaned up by TMI Environmental Co. and Michigan
DNR is monitoring the clean up.
d. CARPORT ON CANTELY
Contacted Joseph Ford from Detroit Edisons Governmental and
Community Affairs. Ediam will be removing the pole because the power
lines run over the house.

e. GYPSY MOTH
We have been notified by Wayne Nierman the County Extension Director
that a satellite picture shows a need for suppression of the gypsy
moth. He would like maps of the area by January 1, 1994.
ORDER OF BUSINESS:
1. COMMUNITY DEVELOPMENT FUNDS
The Supervisor state that the Board felt there was justification in
using part of the funds for the paving of the parking lot because of
the daily use by the seniors and that the Township Complex is used to
distribute food through both Focus Hope and the commodity food program.
The Clerk stated that the notice for the meeting was published in the
November 10, 1993 issue of the Oxford Leader and public participation
was encouraged. She stated that the allocated $22,073.00 would be used
for the following purpose:
Parking Facility - $16,973.00
Public Service/Focus Hope - Senior Aides - $5,100.00
Public Forum: No objections from the audience.
MOVED by Clerk, Mary Ann Thompson that we use $16,973.00 for the parking
lot and $5,100.00 for Public Service, Focus Hope and Senior Aides;
seconded by Treasurer, Ray Terry.

MOTION CARRIED
2, RIGHT-OF-WAYS
Clerk, Mary Ann Thompson stated the right-of-ways were not a problem until
about four years ago when Ordinance 200 was approved, any lot area in
the right-of-way cannot be counted.
The Road Commission stated at a Special Meeting, November 18, 1993,
that if the Township changes the right-of-ways and in the future should
the right-of-way need to be wider it would be up to the Township to
bare the costs.
People pay taxes to the center of the road, yet when they
come in for a land division the right-of-wag cannot be counted.
Right-of-Ways:
66 feet creates a two land road
86 feet is the minimum for an improved two lane
road with ditches
120 feet is rapidly becoming the minimum right-of-way
in areas of moderate traffic
The County wants a East - West and North - South artery at 120 feet.

Much discussion followed. Some suggestions were:
a. Change the Ordinance so right-of-ways are not taken out
of the lot size.
b. Change setbacks so if in the future more right-of-way was
needed there would not be any houses in it.
MOTION by John Leonard, Trustee to table right-of-ways for future
study; seconded by Sandra Rowland-Campbell, Trustee.

3. PLANNED UNIT DEVELOPMENT - AMENDED ORDINANCE
MOTION by Clerk, Mary Ann Thompson, seconded by Trustee, Patricia
Eisenhardt to reutrn PUD back to the Planning Commission.

4. LAND DIVISIONS
1. Martin Grapentin - Section 4
This parcel is located on the west side of Haven Road between
Leonard Road and the north Township line. The proposal is to
reconfigure three existing parcels into two.
2. Arthur Etherton - Secton 13
This parcel is located on the east side of Hagerman Road between
Frick and Leonard Roads. The proposal is to split the parcel
into two parcels.
MOTION by Trustee, Sandra Rowland-Campbell; seconded by Trustee,
Joseph Beattie to approve the land divisions.

5. PETITION CONCERNING POSSIBLE CONTAMINATION ON HAGERMAN ROAD
Supervisor, Robert Koski stated this was addressed in the Supervisor's
Update. First they have to test the water to see if it's toxic.
John Clothier had two reports on his water:
a. November 2, 1993 - Unsatisfactory for human consumption
b. November 30, 1993 - Inconclusive, please retest
Dan Shimmell said his test came back "unsatisfactory for human consumption".
Roy Rathka had the pond water tested from the property - see attached report.

Campbell to let the Supervisor send the water tobe tested.

6. OAKLAND COUNTY SHERIFF'S CONTRACT
Supervisor, Robert Koski stated there would be a 5% increase the
first year and 4% the second year, this would be in our budget.
MOTION by Treasurer, Ray Terry to grant the Supervisor the authority
to approve the contract and continue to negotiate item no. 13.; seconded
by Trustee, Patricia Eisenhardt.

7. ORDINANCE NO. 112 - STATE CONSTRUCTION CODE
Clerk, Mary Ann Thompson did the first reading with the final reading
and the January 6, 1994 Board Meeting.
8. SEMCOG
Clerk, Mary Ann Thompson read the resolution to support the Regional
Council voting proposal developed by Oakland County SEMCOG delegates.
MOTION by Trustee, John Leonard; supported by Trustee, Patricia Eisenhardt
to accept the resolution as presented.

9. ADOPT OFFICIAL POLICY REGARDING COMMUNICATIONS
After much discussion, the letter from Jan Clute concerning the response
to her 911 call was read. She was very grateful to Marlene Mallia and
the two volunteers that arrived to assist her.
More discussion followed on where to include letters to the Board.
No official consenus was reached regarding communications.
10. MINUTES - NOVEMBER 1, 1993
Trustee, Sandra Rowland-Campbell asked that the correction about her
vote in last months minutes be amended.
The minutes were approved as amended.

OAKLAND COUNTY SHERIFF'S DEPARTMENT
1994 - 1995 LAW ENFORCEMENT AGREEMENT
WITH
WITNESSETH
WHEREAS, the TOWNSHIP is authorized to provide police services
for residents of the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is authorized to provide
police services for residents of Oakland County but, absent an
agreement such as this, has only limited responsibility for police
services in the TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT and the TOWNSHIP may enter
into an agreement where the SHERIFF'S DEPARTMENT would perform
additional law enforcement services in the TOWNSHIP; and
WHEREAS, the TOWNSHIP desires to contract with the SHERIFF'S
DEPARTMENT for such additional law enforcement services in the
TOWNSHIP; and
WHEREAS, the SHERIFF'S DEPARTMENT is agreeable to providing
additional law enforcement services in the TOWNSHIP with the
additional personnel provided under the terms and conditions of
this Agreement;
NOW, THEREFORE, in consideration of these premises, and the
promises, representations, and agreements hereafter contained, it
is mutually agreed as follows:
1. The SHERIFF shall assign SHERIFF'S DEPUTY(IES), in such
Number(s) and Rank(s) as shown in SCHEDULE A - SHERIFF'S
DEPUTY(IES) CONTRACTED (attached), to enforce State statutes and
TOWNSHIP ordinances, including the writing of tickets for TOWNSHIP

c. As used throughout this Agreement the term "SHERIFF'S
DEPUTY(IES)" shall be defined to include any Captain,
Lieutenant, Sergeant, Deputy II, Deputy I, Patrol
Investigator, Detective Sergeant, or any other person or
persons of any rank, classification, or title who, pursuant to
state law, is a sworn Deputy of the SHERIFF.

1. Travel time, on a daily basis, to or from the
SHERIFF'S DEPARTMENT, in Pontiac, Michigan, at the
beginning or end of any shift by any SHERIFF'S
DEPUTY(IES), if that SHERIFF'S DEPUTY(IES) shift starts
or ends in Pontiac;
4. Appearance in any Court, or any meeting with any
other law enforcement agency in connection with any

TOWNSHIP which takes any SHERIFF'S DEPUTY( IES) outside of
the TOWNSHIP ' s geographical area; and
C, All SHERIFF'S DEPARTMENT policies, procedures, employment

shall be made available by the SHERIFF for inspection by the
TOWNSHIP Supervisor or designated representatives by
appointment, during normal business hours.

C. Under the terms of this Agreement, neither the COUNTY nor

any party, and/or any person, harmless in any criminal

proceeding, or pay any costs, expenses, fines, damages, or
liabilities of any kind whatsoever which are incurred in or
result from any criminal investigation or prosecution.

a. The complete and unilateral discretion of the SHERIFF to
either continue or revoke the deputization of any SHERIFF'S
DEPUTY(IES), or any other person, who in the SHERIFF's sole
judgment, he does not believe is qualified or otherwise fit to
be a SHERIFF'S DEPUTY(IES).
19. The COUNTY and the SHERIFF acknowledge that this
Agreement is neither intended to, nor shall it be interpreted so as
to change or alter, in any way, any constitutional, statutory,
