To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 -21
provides a process for departments and employees to request a review of the salary grade placement of
classifications; and
WHEREAS the 1 st Quarterly Report for FY 2017 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department after completion of this review process; and
WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary
grade changes resulting from this Salary Administration Plan Quarterly Report recommendation; and
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation
of the Salary Administration Plan 1 st Quarterly Report for FY 2017.
BE IT FURTHER RESOLVED to upwardly reclassify the following position:

OAKLAND COUNTY SALARY ADMINISTRATION FIRST QUARTERLY REPORT FOR FY2017 11/30/16 PART Ii - BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. It requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY16 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel.

OAKLAND COUNTY SALARY ADMINISTRATION FIRST QUARTERLY REPORT FOR FY2017 11/30/16 PART V — REASONS FOR RECOMMENDED CHANGES Department/Division Classification Explanation of Factor Changes Description Sheriff/Corrective Services- Detention Facilities/Inmate Program Services Inmate Caseworker Supervisor to new class Supervisor Sheriff Increase Factor 4, Problem Solving, from 4/70 to 5/95 to recognize that the job involves problem solving activities that are highly complex and which require interpreting and integrating large amounts of data (data reports from IT and/or outside providers, responding to grant document requirements) much of which remains intangible and of limited or unknown reliability. Many decisions and problems (related to the expansion/contraction of specially funded programs, producing reports for presentation to the Sheriff, County Commissioners, Courts and outside agencies, making decisions on unique circumstances in inmate diversion programs) have established methods, procedures or precedents available to help in solving these problems. Change Factor 8, Physical Demands from 1A/05 to 1C/05 to reflect that up to 75% of work time of incumbent involves being seated comfortably doing light work, with limited physical exertion. Recommend Factor 9, Accident or Health Hazards from 1C/5 to 3A/25 since the tasks of this position occasionally (up to 25% of the time) produces exposure to injuries (cuts, bruises, broken bones and even death) while interacting with the dangerous, unpredictable, mentally unstable jail inmate population on a daily basis. Daily possible exposure to air and blood borne pathogens. Subjected to dealing with hostile, argumentative people. Recommend Factor 10, Working Conditions from 1C/5 to 2A/10 to recognize that the Inmate Caseworker Supervisors work is carried out daily in mildly disagreeable conditions (up to 25% of the time). Supervisors must meet the inmates at their location which may foster the type of conditions such as noise & poor air quality. Program Services Central Services / Support Services Manager — Support Services Decrease Factor 3, Supervisory Responsibility, from 15D/132 to 15C/129 to reflect a decrease in the total number of FTE positions supervised. Increase Factor 5, Communication, from 3A/55 to 4A/80 to reflect that this classification is involved in negotiations on behalf of Oakland County, including but not limited to the purchase price for new vehicles, auction selling price for retired vehicles. Increase Factor 9, Accident & Health Hazards, from 1C/5 to 2A/10 to reflect that this position is required to drive offsite for various vendor meetings. Increase Factor 10, Working Conditions, from 1C/5 to 2A/10 to reflect that this position is required to spend approximately 25% of working time within the central garage, with exposure to noise, temperature fluctuations and odors. Prosecuting Attorney / Administration Victim Advocate Increase Factor 1, Education, from 5/60 to 6/80 to reflect that a minimum of a Bachelor's Degree with a major in Criminal Justice, Behavioral Science, or a closely related field. Increase Factor 2, Experience, from 3/40 to 4/55 to reflect that a minimum of one (1) year of full time experience representing crime victims is required of this classification. Increase Factor 5, Communication, from 3A/55 to 3B/60 to reflect an increase in the amount of time spent in communications with crime victims, their families, law enforcement, attorneys and Court officials. Increase Factor 6, Accountability, from 2A/20 to 3A/35 to reflect that the work is performed under general supervision. Decrease Factor 7, Mental Concentration, from 4/55 to 3/40 to reflect a decrease in time spent in tasks requiring a high level of mental concentration as a result of the increased communications.

OAKLAND COUNTY MICHIGAN
Class Title: SUPERVISOR - SHERIFF PROGRAM SERVICES
Department: Sheriff! Corrective Services — Detention Facilities
Reports To: Executive Lieutenant Sheriff/Corrective Servs/Admin
FLSA Status: Exempt
GENERAL SUMMARY
Under direction, prepares, implements, supervises and coordinates inmate services programs in the Oakland
County Jail. Reviews and evaluates general services and operational issues in the Inmate Program Services
Unit. Acts as a liaison with community corrections staff Judges, Probation, to keep each informed as to
procedures in use and programs available, Ensures proper docunientation of activities and prepares various
reports as needed or required. Provides consultation to inmate caseworkers and staff regarding treatment
extended to confmed inmates and inmate families. Ensures that family counseling services, the Substance
Abuse Program, mental health services, and educational programs meet effectively the needs of inmates.
Routinely provides utilization review and monitors activities of counseling staff. Acts as liaison between
program services staff, correctional staff, criminal justice agencies and community treatment agencies to
coordinate program activities and procedures and to facilitate pre and post-release inmate referrals and
follow-up communication, Confers with professional staff; Corporation Counsel and psychiatrist to review
client cases and make recommendations or decisions concerning case management on a case by case.
Coordinates Alcoholic &Narcotcs Anonymous volunteers and meetings throughout the Oakland County Jail
System. Coordinates monthly reporting documents for program services jail database. Remains on call for
emergencies during weekday evenings and weekend hours on a rotating basis with inmate caseworkers.
Utilizes current county-wide and/or department specific software to complete assignments.
SUPERVISION- EXERCISED
Functions as a supervisor over professionals, paraprofessionals, and lower support staff. Instructs, assigns
work, schedules and assists with Performance appraisals and recommendations for employee increase or
promotion. Participates in decisions to hire, discipline and discharge employees.
ESSENTIAL JOB FUNCTIONS
Prepares and submits to supervision recommendations for development and revisions of policies and
procedures for providing services to inmates units.
Conducts staff meetings as needed with staff to review operational issues within the program.
Attends and resolves situations related to the care of inmates.
Acts as a liaison with community corrections staff, Judges, Probation, to keep each informed as to procedures
in use and programs available.
CLASS TITLE: SUPERVISOR — SHERIFF PROGRAM SERVICES
Evaluates work activities of assigned program services staff in order to provide direction on the handling of
individual inmate cases.
Reviews assessment frequency and progress of inmates at high risk.
Ensures compliance with established protocols, policies and regulations.
Develops and implements orientation and training for staff and volunteers.

Provides limited, direct inmate mental health service such as crisis intervention, suicide prevention and
individual, or group case management services.
Acts as a liaison between program services staff, correctional staff, criminal justice agencies, and outside
community agencies to coordinate program activities and procedures.
Attends and resolves difficult situations with hunates and aSsociai ed parties with the case.
Coordinates Alcoholic & Narcotics Anonymous volunteers and meetings throughout the Oakland County Jail
System.
Reviews and approves program admission fee, and payment for drug testing invoices related to the substance
abuse project : As needed, resolves discrepancies with authorized vendors.
Maintains contacts and attends meetings -with civic and community service organizations for pre and post
release Mmate referrals. Ensures that irunates in need of assistance with housing, clothing, employment, crisis
information and counseling are referred to appropriate agencies, and facilitates the placement of inmates who
need referrals for participation in 'treatment.
Develops screening and assessment fonns and questionnaires, program syllabus, and related training materials
for inmates' treatment plans and pre-release instructional classes.
Keeps public informed as to the objectives of the inmate service programs through com.munity education.
Confers with professional staff, Corporation Counsel and psychiatrist to review client cases and make
recommendations or decisions concerning case management on a case by case.
Prepares and submits to supervision recommendations for development and revisions of policies and
procedures for program services unit.
Maintains documentation and collects and analyzes data regarding program effectiveness, and provides
required statistics as needed for reporting purposes, and makes recommendations for appropriate revisions.

WORKING CONDITIONS
Work is performed in a typical office environment.
CLASS TITLE: SUPERVISOR — SHERIFF PROGRAM SERVICES
Assists in writing proposals for grant funding to service the inmate population.
Develops and implements staff rotation shift to provide care to inmates on a continuing basis every day. May
participate in the on-call activity with other inmate caseworkers.
May testify in court regarding inmates case management.
Utili7es current county-wide and/or department specific software to complete assignments.
IMPORTANT NOTE: The primary purpose of this job description is to set a fair and equitable salary range
for this job classification. Generally, only those key duties necessary for proper job evaluation and/or labor
market analysis have been included. Other duties and responsibilities will be assigned by the supervisor.
CLASS TITLE: SUPERVISOR— SHERIFF PROGRAM SERVICES
EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. a.
Possess a Master's degree from an accredited college or university with a major in
Psychology, Sociology, Social Work, Counseling or a closely related field. AND
b. Have had two (2) years of full-time experience in counseling confined or institutionalized
clientele.
2. Have not been convicted of a violation of criminal law. (Criminal law generally includes all
offenses except traffic law, conservation law and liquor law. Generally, conviction for a
violation of criminal law is automatically disqualifying.)
3. Possess a valid motor vehicle operator's Or chauffeur's license.
4. Pass the complete examination, including the .employment medical, established for this
classification.
5. Successfully complete the six month probationary pencil
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Considerable familiarity With correctional institutions, the criminal justice system, and
training and/or experience in rehabilitative guidance counseling working with confined or
institutionalized clientele.
Considerable knowledge of the community and organizational resources of Oakland County.
3. Considerable experience and skill in investigating, interviewing and counseling practices,
procedures and techniques.
4. Considerable knowledge of cun -ent substance abuse treatment and rehabilitation methods.
5. Considerable ability to cope with difficult and/or emergency situations requiring immediate
decisions in accordance with departmental policies and objectives.
6. Considerable ability to exercise mature judgment and initiative in analyzing problems and
recommending solutions.
7. Reasonable ability to compile statistics, decipher pertinent information, and prepare and
present written and oral reports.
8. Reasonable ability to communicate under adverse conditions with distressed people.
CLASS TITLE: SUPERVISOR — SHERIFF PROGRAM SERVICES
9. Reasonable ability to develop and maintain effective relationships with department
employees, inmates and community agencies.
10. Reasonable knowledge of correction practices, procedures, and resources, including casework,
group work, and community organization methods.
11. Reasonable ability to cope with difficult situations requiring immediate decisions in
accordance with departmental policies and objectives_
12. Reasonable ability to utilize current word processing, spreadsheet, database, e-mail and
Internet software.
C. SPECIAL REQUIREMENTS
1. Must maintain a valid motor vehicle operator's or chauffeur's license.
2. A field investigation will be conducted covering an evaluation of employment, school, home,
criminal, military, or other personal records_ Any conviction or convictions for moving traffic
violations, accidents, non-moving traffic violations, or violations of other laws will be
reviewed by the Sheriff Department before an applicant can be appointed. Infatuation
obtained during the background investigation will be considered in the hiring decision.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. The Human Resources Department, with approval from the Board of Commissioners, provides a
process for departments and employees requesting a review of the salary grade placement
classifications for Grades 1 —21.
2. The 1 st Quarterly Report for FY 2017 identifies job studies conducted and salary grade changes
recommended by the Human Resources Department after completion of this review process.
3. One (1) new classification will be created: Supervisor Sheriff Program Services.
4. The salary grade of two (2) General Fund/General Purpose (GF/GP) Full-Time Eligible (FTE)
positions (#11606, #06576) will be upwardly reclassified from Inmate Caseworker Supervisor
(grade 14) to Supervisor Sheriff Program Services (Grade 16).
5. The salary grade of classification Victim Advocate including three (3) GF/GP FTE positions
(#05783, #05785, #07183) will increase from grade 8 to grade 10.
6. One (1) classification point factors will change with no change in salary grade: Manager— Support
Services.
7. The position reclassifications will be effective December 10, 2016,
8. GF/GP positions will be funded from Non-Departmental Class & Rate Change. There is a net
impact of $17,298 in FY2017 and $21,417 in FY2018 and FY2019.
9. The FY 2017-2019 Budget is amended as follows:
