IN RE: PROSECUTING ATTORNEY — FISCAL YEAR 2017 CRIME VICTIMS' RIGHTS WEEK GRANT
APPLICATION/ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Prosecuting Attorneys Association of Michigan and the Michigan Department of Health
and Human Services have awarded the Department of Prosecuting Attorney grant funding in the amount
of $350.00 for the period of October 1,2016 through September 30, 2017; and
WHEREAS the purpose of this grant is to provide funding for Michigan Prosecuting Attorneys to promote
awareness of National Crime Victims' Rights Week; and
WHEREAS the grant agreement has completed the Grant Review Process in accordance with the Board
of Commissioners Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts grant
funding from the Prosecuting Attorneys Association of Michigan and the Michigan Department of Health
and Human Services in the amount of $350.00 with no county match, for the period of October 1, 2016
through September 30, 2017.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant agreement and to approve any grant extensions or changes, within fifteen percent
(15%) of the original award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future
commitment and continuation of this program is contingent upon continued future vels of grant funding.

Mark your calendars and make your plan for the 2017 Crime Victim Rights Week, April 2-8,
2017. The theme for CVR 2017 is "Strength, Resilience, Justice."
It is the pleasure of PAAM Victim Rights to once again offer funding assistance opportunities to
the prosecutor victim rights units throughout Michigan for CVR Week activities. To receive a
funding grant, you must simply fill out and return the attached application form. The deadline
for submitting your form is January 31, 2017. NOTE: Any application received after that date
will be considered for partial funding ONLY)
Ideas for activities include:
• Public awareness
• Ceremonies
• Contests for youth (art, essays, etc.)

John from Killer Bee Printing has retired, so you will need to work with your local printer. If you
are planning on including printed materials as a part of your activities, the following
information MUST* be included on these materials:
"This project was mode possible by the Crime Victim Services Commission, Michigan
Department of Health and Human Services and the Prosecuting Attorneys Association of
Michigan.'
*You do not need to include the abOve funding statement on printed items such as pens,
pencils, pins or buttons. However, these smaller items must have "Crime Victims' Rights Week
2017" printed on them.
It is important to remember that any grant funds awarded must be spent on approved CVR
Week activities ONLY. Please make sure your prosecutor and your county finance staff are
aware of this.
Pursuant to our contract with the Michigan Department of Health and Human Services, CVSC:
Crime Victim Rights Week Funding is to be used to promote public awareness and
educational opportunities concerning Victim Rights within the communities that we serve;
key audiences being members of the community at large, schools and community groups.

Keepsakes, souvenirs or gifts purchased in commemoration of Victim Rights Week shall be
distributed in conjunction with planned community events to the general public not to
prosecutor staff or elected officials.
It is important to note: Any unused grant funds MUST be returned to PAAM BEFORE May 30,
2017. If you owe PAAM unused funds from 2016, you will not be eligible for funding in 2017,
You will be required to submit a brief report on your CVR Week activities by Friday, May 30. The
report must include a narrative and a financial section (itemizing expenditures). ALL receipts
MUST be included.
A Final Report form will be ernailed to you separately after CVR Week 2017. This form will also
be available on the Victim Rights page of the PACC/PAAM website, at
www.michiganprosecutor.org , and will be available on the Yahoo newsgroup.
The amount awarded to each county is dependent on the number of counties submitting a plan
prior to the deadline, January 31, 2017.

activity will raise public awareness:
* Again this year, we would like to distribute notepads and pens in our community. These items
promote long-term awareness of CVRW as they are utilized long after CVRW has passed,
* We will publicize CVRW with a display in our circuit courthouse lobby as always. This display may
be larger and include individual displays for county victim agencies if there is a decision to do this in
lieu of having a CVRW ceremony.
* We may conduct a CVRW ceremony at our Board of Commissioners' auditorium. These events
promote awareness within our community, the public is invited and media coverage is always
sought.
* The committee may decide to try something new this year to promote awareness of CVRW. We will
advise if so.

They are the same as the plans from the last two years, in that we may either conduct a ceremony or
erect a courthouse display.

Yes, we will seek media coverage as always. Last year, we issued a press release and our ceremony
was featured on television news.

Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above named
Miscellaneous Resolution and finds:
1, The resolution authorizes the acceptance of a grant award in the amount of $350 from
Prosecuting Attorneys Association of Michigan and the Michigan Department of Health and
Human Services to promote awareness of the National Crime Victims' Rights Week.
2. The funding will be used to create displays publicizing county victim agencies as well as
