IN RE: WATER RESOURCES COMMISSIONER — APPOINTMENT OF DEPUTIES
To the Oakland County Board of Commissioners:
Chairperson, Ladies and Gentlemen:
WHEREAS the Drain Code of 1956, Section 280.24 provides that the Water Resources Commissioner
may appoint a deputy or deputies, if the county board of commissioners approves, and may revoke the
appointment at his pleasure; and
WHEREAS in the event that the Water Resources Commissioner is unable to execute the duties of the
office, the deputy or deputies may execute or assist in the execution of the duties of the Water Resources
Commissioner as assigned by the Water Resources Commissioner; and
WHEREAS the Water Resources Commissioner is seeking approval for the appointment of the following
people as deputies of the Water Resources Commissioner: Anne Vaara, Chief Deputy; Tim Prince, P.E.,
Chief Manager; Steven Korth, RE., Manager; Ben Lewis, RE., Manager; and Sid Lockhart, P.E., Special
Projects Manager.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
approves the request to appoint Anne Vaara, Chief Deputy, Tim Prince, P.E., Chief Manager; Steven
Korth, P.E., Manager; Ben Lewis, P.E., Manager; and Sid Lockhart, P.E., Special Projects Manager as
deputies of the Water Resources Commissioner, who shall have the authority to carry out all functions
and duties of the office of the Water Resources Commissioner in the event that the Water Resources
Commissioner is otherwise unable to carry out the duties of the office.
BE IT FURTHER RESOLVED that said appointments shall be e tive April 17, 2017 an5i-thall have no
effect on the Merit Rules status of the employees identified her

Anne Vaara, Chief Deputy
Anne Vaara was the executive director of the Clinton River Watershed Council where she was
responsible for overseeing the daily operations, watershed management activities and general
management of the organization.
The Clinton River Watershed Council has a rich history of improving the lakes, rivers and
streams in the Clinton River. She has won many environmental honors, including the 2014
Michigan Green Living Hall of Fame Award.
Anne has an extensive background in environmental land use planning, natural resource
assessment and preservation, stormwater and watershed management, and environmental
ordinance development.
She received her bachelor's degree in Horticulture and a master's degree in Environmental
Science and Wetland Ecology from Michigan State University. She also studied Urban and
Regional Planning at Eastern Michigan University.
Tim Prince, P.E., Chief Manager
Tim Prince is responsible for supervising engineers, field staff members, administrative and
technical support personnel. his areas of responsibility include the operations and maintenance
of local sewage disposal systems, local water systems and sewer retention treatment facilities.
Tim joined the Water Resources Commissioner staff as an Assistant Chief Engineer in 2000.
Since that time he has filled the role of Chief Engineer and was promoted to Manager in
November of 2013 and is now Chief Manager.
Tim graduated from the University of Akron in 1983 with a Bachelor of Science degree in Civil
Engineering.
He is a licensed Professional Engineer in Michigan and Ohio and has extensive water system and
sewage disposal system operations and maintenance experience, including 17 years with a
private water utility.
Steven Korth, P.E., Manager
Steven Korth is responsible for various units including construction project management,
drainage systems, permitting, retention treatment basins, environmental and legal issues
including the supervision of engineers, field staff and administrative and technical support
personnel in these areas. Steve joined Oakland County as a Civil Engineer Thin 1994 and has
also held the positions of Civil Engineer III, Assistant Chief Engineer and Chief Engineer. He
was selected to fill a position of Manager in 2009.
Steve graduated from Michigan State University in 1988 with a Bachelor of Science degree in
Civil Engineering. Steve also earned an MBA from Oakland University in 2001. A licensed
Professional Engineer, he has more than 25 years of experience in municipal engineering.
Ben Lewis, P.E., Manager
Ben is responsible for water systems, regional water systems, sanitary pump systems, sanitary
sewer systems, waste water treatment plants and for supervising engineers, field staff and
administrative and technical support personnel in these areas. He has previously filled the roles
of Civil Engineer III, Assistant Chief Engineer and Chief Engineer.
Ben has extensive experience in the construction of water and sewer projects as a contractor and
engineer. He received his Bachelor of Science Degree in Civil Engineering from Michigan State
University in 1972. Ben is a licensed Professional Engineer in the states of Michigan and Ohio.
Sid Lockhart, P.E., Special Projects Manager
Sid Lockhart is responsible for negotiating claims and disputes with contractors, engineers and
insurance companies. In addition, Sid evaluates the insurance and financial needs for various
construction projects and procures both as needed.
Sid earned his Bachelor of Science degree in civil engineering in 1997 and has served in
numerous engineering positions since joining the Water Resources Commissioner's organization
in 2000. He also earned the 2014 Outstanding Civil Engineer for the State of Michigan from the
American Society of Civil Engineers.
A licensed professional engineer in Michigan, Sid also is a certified master plumber and
president of the Avondale School Board.
