IN RE: BOARD OF COMMISSIONERS - SUPPORT TO PRESERVE FUNDING FOR THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S (HUD) COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP ACT (HOME) PROGRAMS
To the Oakland County Board of Commissioners
Chairperson, Ladies, and Gentlemen:
WHEREAS federal CDBG and HOME funds are proven catalyst resources for local governments to
revitalize deteriorating neighborhoods, housing, public facilities and infrastructures; develop affordable
housing; and deliver vital human services to meet special needs of veterans, seniors, disabled individuals
and homeless persons; and
WHEREAS CDBG and HOME funds spur economic opportunities and public/private partnerships within
each community to accomplish essential housing and community development improvements; and
WHEREAS these programs strengthen and sustain neighborhoods and enhance the quality of life of our
low income residents; and
WHEREAS despite demonstrated local and nationwide success of these programs, federal CDBG and
HOME discretionary funding has declined substantially since 2000 and is proposed for steep cuts or
elimination in the President's Fiscal Year (FY) 2018 budget; and
WHEREAS continued CDBG and HOME funding cuts or program elimination will restrict our local
community capacity and critical means to revitalize declining housing and community conditions and
provide safety-net services for our low income citizens.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners request United
States Senators and Representatives in Congress serving Oakland County communities and constituents
to reverse the tide of funding cuts to the CDBG and HOME programs cuts and restore CDBG
appropriations to $3.3 billion and HOME appropriations to $1.2 billion which approximate FY 2016 budget
levels.
BE IT FURTHER RESOLVED that the Clerk of the County of Oakland is directed to submit a copy of this
resolution to Michigan's United States Senators and Members of Congress,
Chairperson, I move the adoption of the foregoing resolution.
