IN RE: FACILITIES MANAGEMENT/FACILITIES PLANNING & ENGINEERING — FY 2017 PARKING
LOT REPAVING PROGRAM PROJECTS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Facilities Planning & Engineering Division's annual inspection of parking lots determined
that the Jail Visitor and North Oakland Health Center north parking lots should be repaved in FY 2017
(see campus map attached) due to asphalt surface deterioration, creating a risk to employees, the public,
and vehicles; and
WHEREAS the repaving will involve full depth reclamation and re-stripping; and
WHEREAS the Planning & Building Committee authorized the Facilities Planning & Engineering Division
to advertise and receive bids for repaving projects at the Jail and North Oakland Health Center; and
WHEREAS in accordance with Purchasing Division procedures, bids for the project were solicited,
received, and reviewed by the Facilities Planning & Engineering Division and the Purchasing Division;
and
WHEREAS per the bid summary table attached, the lowest responsible bidder was Asphalt Specialists
Inc. of Pontiac, Michigan; and
WHEREAS Purchasing and Facilities Planning & Engineering met with Asphalt Specialists Inc. to review
their bid and confirm all work was understood and included; and
WHEREAS the total project costs of $449,687 (see attached project estimate) is recommended by the
Facilities Planning & Engineering Division which are illustrated below; and
Jail Parking Lot (11,500 Sq. Ft.)

Contingency 10% $ 19,876
Total: $218,635
NOHC Parking Lot (45,000 Sq. Ft.)
Construction $182,775
Contingency 10% $ 18,277
Total: $201,052
Professional Services
Asphalt & Concrete Testing $ 4,000
Topographical Survey $10,000
Geotechnical Survey & Report $ 8,000
Landscaping & Signs $ 8,000
Total: $30,000
WHEREAS the Professional Services will involve surveying by competitively bid annual contractors,
Anderson Eckstein and Westrick Inc. and Soils and Materials Engineers Inc.; and
WHEREAS funding is available in the FY2017 Capital Improvement Program.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes the FY 2017 Parking
Lot Repaving Program Project (#100000002603) in the amount of $449,687.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the transfer of funding in the
amount of $449,687 from the Capital Improvement Program/Building Fund (#40100) to the Project Work
Order Fund (#40400) to establish the FY 2017 Parking Lot Repaving Program Project (#100000002603)
as detailed below:
