Weipert, Chairperson, Planning and Building Committee IN RE: PARKS AND RECREATION — 2017 CLARKSTON AREA OPTIMIST CLUB GRANT ACCEPTANCE — ARCHERY RANGE DEVELOPMENT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Parks and Recreation Commission has been notified of the award of $6,800 from the Clarkston Area Optimist Club for the creation of an archery range at Independence Oaks County Park; and WHEREAS there has been an increased interest in archery programs across the US in recent years and few public archery ranges within Oakland County; and WHEREAS Oakland County Parks intends to utilize the range for drop-in day use as well as scheduled programs for youth groups, Boy Scouts, Girl Scouts, summer camps and family programs. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes and accepts the 2017 Clarkston Area Optimist Club Grant in the amount of $6,800. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the Board's Chairperson, or his designee, to execute the grant agreement. Describe your project and how it will support the youth of this community. State your project objectives, activities, and how it will be monitored. Oakland County Parks and Recreation is pursuing the opportunity to develop an archery program to help foster and demonstrate the sport of archery. Our objective is to reach the youth in the Clarkston area to demonstrate the lifelong sport and activities included within the rich archery heritage. Our goal is to utilize an underutilized sports field to build an archery range and provide equipment to be used on the range. The equipment will be locked in a building adjacent to the proposed range site. We are modeling our program after the USA Archery program. This program is focused on introducing archery to beginners of all ages and abilities to the sport of archery. Oakland County Parks and Recreation staff will monitor all activities, classes and seminars with trained instructors. The instructors will be trained in proper safety precautions, teaching and shooting techniques. By following the proper training, program park staff will be able to provide safe and proper instruction to all participants. 2. Please provide a timeline of the project and any significant dates. • February 28, 2017 Grant Application Due • May 1, 2017 Clarkston Optimist Evaluation will be completed and returned to Oakland County Parks • May 8,2017 If Oakland County Parks Grant is awarded the grant; staff will go through the County Government approval process • June 5,2017 After all approvals have been completed, staff will begin to purchase materials and equipment needed for project and start construction of archery range • June 5,2017 Staff will be signed up for training on the archery program. • October 2017 Staff will have a program kick-off and invite the Clarkston Optimist, Parks Commission and future participants, • October 2017 Program will begin. 3. Describe the young people who will benefit from this project and how many young people will be supported? Clarkston area youth would benefit through summer camps, boy and girl scouts, church youth groups, as well as children who would attend family program offerings. The archery range will be open for day use as well for families form the Clarkston area to utilize. 4. Please tell us if this budget is a one-time only project or a continuing project. Explain how you will continue the project. We are asking for initial funds to establish the archery program. Oakland County Parks and Recreation would supply the funds to maintain the range and equipment to sustain the program for years to come. Possible expansion of the program might include purchase of modified equipment that would allow for use by adaptive groups and an enclosed archery range. 5. Please include a budget for this project and include any additional sources of revenue you have leveraged for the project. (see example budget page) Please see attached budget forms 6. Please include how you will evaluate that you have met your project goals. An Optimist evaluation is expected to be returned by June L 2017 with information and budget review. It will be attached to your check if you are awarded a grant. An evaluation of users will be utilized during programming to ensure that we are meeting the goals that were set. 7. Please tell how you will recognize the Clarkston Area Optimist Club in information regarding this project. Oakland County Parks and Recreation would like to recognize and show their appreciation for the generosity of the Clarkston Optimist Club in many ways. The first step would be to have permanent signage that would be displayed at the archery range. Secondly we would recognize the club through any printed publications that are used to market the developing archery range and program. Also recognition would always be given during the program introductions and training to all participants that it would not have been possible without the generosity from the Clarkston Optimist Club. The resolution authorizes the acceptance of a grant award in the amount of $6,800 from the Clarkston Area Optimist Club for the creation of an archery range at Independence Oaks County Park. 2. The range will be used for drop-in day use as well as scheduled programs for youth groups, Boy Scouts, Girl Scouts, summer camps and family programs. 3. The grant period is from May 2017 through June 2018. 4. No grant match is required. 5. A budget amendment is recommended.
