Weipert, Chairperson, Planning and Building Committee IN RE: PARKS AND RECREATION — 2017 CLARKSTON AREA OPTIMIST CLUB GRANT ACCEPTANCE — FISHING DERBY AT INDEPENDENCE OAKS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Parks and Recreation Commission has been notified of the award of $1,325 from the Clarkston Area Optimist Club for a fishing derby event at Independence Oaks County Park on June 17, 2017; and WHEREAS Oakland County Parks and Recreation encourages fishing at its parks and throughout the county and strives to educate youth about fishing; and WHEREAS the fishing derby will help foster an appreciation for fishing and teach basic fishing skills to youth. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes and accepts the 2017 Clarkston Area Optimist Club Grant in the amount of $1,325. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the Board's Chairperson, or his designee, to execute the grant agreement. Resolution #13180, please be advised the captioned grant materials have completed internal grant review. Below are the returned comments. The captioned grant materials and grant acceptance package (which should include the Board of Commissioners' Liaison Committee Resolution, the grant agreement/contract, Finance Committee Fiscal Note, and this Sign Off email containing grant review comments) may be requested to be placed on the appropriate Board of Commissioners' committee(s) for grant acceptance by Board resolution. Hall (5/25/2017) Clarkston Area Optimist Request for Financial Support Project Title/Name: Independence Oaks "Off the Hook" Fishing Derby — Sponsored by the Clarkston Area Optimist Club and Oakland County Parks 1. Describe your project and how it will support the youth of this community. State your project objectives, activities, and how it will be monitored. Our objective is to reach youth in the Clarkston community and demonstrate the excitement of fishing while helping them develop the skills needed to catch a fish. The Oakland County Park Staff are pursuing the opportunity to develop a local youth fishing program in order to foster an appreciation for and demonstrate the sport of fishing. Our goal is to utilize the fishing derby to get Clarkston area youth out to the park; once there they will learn to cast, bait their hooks and be informed about the importance of catch and release fishing. Oakland County Parks and Recreation will provide staff to register and manage the event. The staff and volunteers will be trained in proper safety precautions, teaching skills and casting techniques. 2. Please provide a timeline of the project and any significant dates. Timeline for Clarkston Optimist Grant Application and Implementation • March 10, 2017 Grant Application Due • April, 2017 Clarkston Optimist Evaluation will be completed and returned to Oakland County Parks • May, 2017 If Oakland County Parks Grant is awarded the grant; staff will go through the County Government approval process • May, 2017 After all approvals have been completed, staff will begin to Work with Independence Township Parks and Recreation to promote the event • June 10, 2017 Staff will purchase needed supplies and prizes for fishing event. • June 17, 2017 Fishing Derby will take place at Independence Oaks North. 3. Describe the young people who will benefit from this project and how many young people will be supported? Young people in the Clarkston area who will benefit include local children ages 16 and under as well as their families. We will post information at the park and nature center and will work with Independence Township Parks and Recreation to help promote the event through their facilities and community information sharing. 4. Please tell us if this budget is a one-time only project or a continuing project. Explain how you will continue this process. At this time this project will be a one-time only project. If it is successful staff will apply annually for support. 5. Please include a budget for this project and include any additional sources of revenue you have leveraged for the project. (see example budget). Please include how you will evaluate that you have met your project goals. An optimist evaluation is expected to be returned by June 1, 2016 with information and budget review. It will be attached to your check if you are awarded a grant. A post-program evaluation tool, such as a survey via Poll Daddy would be established and utilized to secure feedback. 7. Please tell us how you will recognize the Clarkston Area Optimist Club in information regarding this project. Oakland County Parks and Recreation (0CPR) would like to recognize and show their appreciation for the generosity of the Clarkston Optimist Club in many ways. OCPR will recognize the Clarkston Optimist club on all fliers and promotional material and all announcements during the event. 2017-2018 AGREEMENT between CLARKSTON AREA OPTIMIST CLUB & RECIPIENT(S) of FINANCIAL SUPPORT GRANT from the Clarkston Area Optimist Club. Recipient(s): Oakland County Parks System Amount: $1325.00 All funds received will be used for the purpose stated on the application form for Clarkston Area Optimist Club Financial Support. Any cost over the amount awarded to the recipient(s) will be the responsibility of the recipient(s). At completion of the project, the recipient(s) agrees to complete the enclosed Evaluation Form and Financial Report. Please mail to the Clarkston Area Optimist Club, P. 0. Box 891, Clarkston, MI 48347 by June 1,2018. Recipient(s) agree to submit receipts for all the money used at the completion of the project. If all funds are not utilized, the recipient(s) agree to return any unused money to the Clarkston Area Optimist Club if the amount totals more than $25.00. Recipient agrees to give name recognition to the Clarkston Area Optimist Club with signage. Any materials or equipment funded by the Clarkston Area Optimist Club becomes the property of the organization. Equipment should become part of the inventory of the organization and identified as donated by the Clarkston Area Optimist Club with 20 days. Resolution authorizes the acceptance of a grant award in the amount of $1,325 from the Clarkston Area Optimist Club for a fishing derby event at Independence Oaks County Park on June 17, 2017. 2. The fishing derby will help foster an appreciation for fishing and teach basic fishing skills to youth. 3. A grant match is not required. 4. A budget amendment is recommended. Commissioner Middleton addressed the Board and stated that he will Abstain his vote because he's a member of the Clarkston Area Optimist Club.
