HomeMy WebLinkAboutResolutions - 2017.07.19 - 23024MISCELLANEOUS RESOLUTION #17207 July 19, 2017 BY: Commissioner Bill Dwyer, Chairperson, Public Services Committee IN RE: SHERIFF'S OFFICE - AVIATION UNIT REPAIRS FOR AIR 2 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Miscellaneous Resolution #01315 authorized the Sheriff's Office to purchase a helicopter (Air 2); and WHEREAS the manufacturer had a recall on a specific part and during the inspection it was determined that we had a faulty turbine; and WHEREAS Air 2 has an estimated 2,000 hours remaining before any other major repairs would be necessary; and WHEREAS the estimated cost for the turbine repair is $350,000; and WHEREAS the funding for this mandated repair is available from the General Fund Sheriff Aviation assigned fund balance; and WHEREAS if the cost of the repairs are less than the $350,000 the remaining balance will be returned to the General Fund Sheriff Aviation assigned fund balance; and WHEREAS this has been through the County Executive review process. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the use of the General Fund Sheriff Aviation assigned fund balance to reimburse the Sheriff's Budget for repair for Air 2 at the estimated cost of $350,000. To Whom It May Concern, The Oakland County Sheriffs Office operates two Airbus H-125 (AS-350b2) helicopters. The vast majority of maintenance is performed by mechanic(s) at Bijan Aviation located at the Ann Arbor, Michigan airport. Recently a Federal Aviation Administrative Airworthiness Directive (AD) was issued requiring the replacement of a component in the one of our aircrafts engines. This is a NO CHOICE event and its requirement is mandatory in order to maintain the aircrafts airworthiness certificate. Although the engine manufacturer is covering the costs of most of the repairs and replacement there were other mandated upgrades/repairs that they are not covering. Furthermore, the required repairs have to be performed by representatives of SAFRAN/TURBO-MECA- the engines manufacturer. Bijan cannot perform the repairs. Bijan can and did, however, remove the engine and made it much easier for the other agents to perform the repairs. At the end of May the aircraft reached its hourly time in service limit of 5,450 hours; that's to say the cumulative time in service limit before the aforementioned repairs take place. The aircraft was delivered to Bijan and the necessary preparations were made in order to start the work in question. Representatives from Turbo-Meca arrived and started the process. While performing the work, they are required to inspect the engine and report any abnormalities etc. By and large, the engine was without issues. It was discovered, however, that one of the turbines was scored/damaged. The particular turbine is the most important in the series of compressor wheels. This wheel is traveling in an excess of 58,000 RPM and produces the power from the engine. It, needless to say, is a critical component and suffers the most stress. The engine, a 1D1, The Arriel 1 features a simple design, centered around five modules for easy maintenance. It comprises a single-stage axial compressor, a single-stage centrifugal compressor, a two-stage gas generator turbine and a single-stage power turbine. It has a total time in service of 5440 hours. It had a complete overhaul at 3,700 hours. It is about 1/2 way through its life time before another over haul is due. The damage in question lies in the number 3 module. Accordingly, this must be repaired before the engine is reassembled and authorized to be placed back into service. Although the OCSO has a number of options relating to the repair/replacement of the items in question those options should be predicated on sound fiduciary decisions AND getting the most out of the dollars we spend. The Aviation Unit is completely confident that the ONLY option is to acquire rebuilt components from a vendor outside the scope of the engine manufacturer. Not only will this save approximately $30,000.00, those parts are readily available and have been reserved, via NET 30 days. If this window closes, it's entirely possible; in fact probable that the OCSO will not enjoy those saving(s). Needless to say this will delay the repairs and the aircraft will be, quite honestly, unnecessarily grounded for an extended period of time. The cost of a complete engine overhaul is finically problematic as the engine has 1900 cumulative flight hours remaining before it's required. Furthermore the recent inspection, although not as thorough as once conducted at an overhaul, revealed no damage other than the instant, It makes very little sense to perform a complete engine overhaul, either strategically or otherwise. In short- a perfect storm developed and no one person or persons could have foreseen the events that took place. We should feel fortunate that the damage was discovered, even by happenstance, as the resultant could have been catastrophic both in terms of equipment and danger to crew members, not to mention the public in general. Resolution authorizes the use of General Fund Sheriff Aviation Assigned Fund balance for mandated Air 2 helicopter turbine repair. 2. The estimated cost of this repair is $350,000. 3. Funding for the engine repair is available from the Sheriff Aviation Assigned Fund Balance (G/L Account #383488).
