IN RE: FACILITIES MANAGEMENT/FACILITIES MAINTENANCE & OPERATIONS — NORTH
OAKLAND HEALTH CENTER CHILLER REPLACEMENT PROJECT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Facilities Management is responsible for the ongoing operation of North Oakland Health
Center (NOHC) (see attached map) and to provide a comfortable working environment for employees and
visitors; and
WHEREAS the NOHC is heated via steam from the Power Plant, and the steam runs a chiller to cool the
building in the summer; and
WHEREAS the chiller is 18 years old and in need of replacement; and
WHEREAS the Planning & Building Committee authorized Facilities Maintenance and Operations to
advertise and receive bids earlier this year for a North Oakland Health Center Skylights and Chiller
Replacement Project; and
WHEREAS quotes from the County's competitively bid annual contractors were solicited and Johnson
Controls, Inc., (see attached quote) was the lowest responsible bidder; and
WHEREAS the total project cost of $200,925 is recommended by Facilities Maintenance and Operations,
including the chiller cost of $49,783, Facilities Maintenance and Operations labor of $15,000, contingency
of $40,185, and plumbing, electrical, and chiller installation of $95,957; and
WHEREAS funding of $200,925 is available for transfer from the FY2017 to FY2026 Capital Improvement
Program/Building Fund (#40100) to the Project Work Order Fund (#40400).
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
North Oakland Health Center Chiller Replacement Project in the amount of $200,925.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the transfer of funding from
the Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) to
establish the North Oakland Health Center Chiller Replacement Project (#100000002654) as detailed
below,

Installation Scope of Work
• Disconnect of electrical power from existing Chiller #8 (By Oakland County)
• Draining and recovery of system glycol needed for work
• Piping disconnect and disposal of existing Chiller #8 back to Isolation Valves ▪ Removal and recovery of any remaining refrigerant in existing Chiller #8
• Removal, disposal and Replacement of both Chiller #8 and Chiller #9 bypass butterfly isolation
valves with two position Bray #70 electric valves, Chiller #8 N.O., Chiller #9 N.C., procured by
contractor
a Replacement of Chiller #8 supply butterfly isolation valve
• Procurement and installation of new Chiller #8 including neoprene pads. A 5 year compressor
(parts only) warranty and factory equipment startup has been added to JCI's proposal.
• Reconnection of piping as needed for new Chiller #8 arrangement
• Disconnect of electrical power from both existing chilled water pumps (By Oakland County)
• Disconnect and removal of both Chilled water Pumps to include local piping, discharge air
separator. This is to allow for new piping arrangement and pumps.
• Procurement and installation of two new Chilled water pumps Basis of Design: B&G e-1510
model 2BD, 7.511P, 1750 RPM, TEEC motor
• Procurement and installation of chilled water pump accessories: Suction Diffusers B&G model
EC-3, Triple Duty Valves B&G model 3DS-4B, Sediment Removal Separator (suction of pumps)
B &G model SRS-4S, Expansion Tank B&G model D-40V.
• Procurement and installation of Thermometers in boiler room; Miljoco model SX9 in therrnowell,
and Pressure gauges Miljoco model P45981.
• Pressure checking of piping,
• Place removed glycol back into chilled water system.
• Elastomeric Insulation of piping to include vapor barrier and PVC jacket.
• Connection of Electrical power onto new Chiller #8 (By Oakland County)
• .Connection of Electrical power onto both chilled water pumps, changing H.OA. to S.O.A. on
disconnect (By Oakland County).

chillers, isolation valves and pumps including new outside air temperature sensor, low voltage
wire and conduit included.

• Startup, commissioning and warranty of Chiller #8 and ICI controller for one year.
• Startup of new Chilled water pumps, suction diffusers, triple duty valve, sediment removal
separator & expansion tank.
