IN RE: COUNTY EXECUTIVE/COMPLIANCE OFFICE AND PARKS & RECREATION — DEDICATED
AUDITING SUPPORT POSITION CREATION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Parks and Recreation department averages approximately $10 million in
sales and receipts that are recorded by ten (10) full-time eligible (FTE) and one hundred and ten (110) part-
time non-eligible (PTNE) and seasonal employees through ninety (90) Point of Sales systems throughout
the park system; and
WHEREAS Parks & Recreation and the Compliance Office have identified a need to establish a dedicated
auditing position to conduct audits and make recommendations to improve Parks & Recreation's
operations; and
WHEREAS audit topics may include, but are not limited to, revenues and other financial transactions,
contract and grant compliance, accounting systems reporting and controls, compliance with laws,
regulations, and policies, and the effectiveness and efficiency of operations; and
WHEREAS it is requested by Parks & Recreation to create one (1) Proprietary funded (PR) PTNE 1,000
hours per year Auditor II position to recommend improvements within Parks & Recreation's operations; and
WHEREAS to maintain the independence of the audit process and results, this position would be created
in, and report to, the Compliance Office, Auditing Unit (unit #1010205) directly; and
WHEREAS the Parks & Recreation Fund (#50800) would cover the personnel and operating costs of the
Auditor II PTNE position.
NOW THEREFORE BE IT RESOLVED that Board of Commissioners approves to create one (1) PR funded
part-time non-eligible 1,000 hours per year Auditor II position in the Compliance Office, Auditing Unit
(#1010205).
BE IT FURTHER RESOLVED the budget is amended as follows:
