MISCELLANEOUS RESOLUTION #1733; December 7, 2017 BY: Commissioner Bill Dwyer, Chairperson, Public Services Committee IN RE: PUBLIC SERVICES/ANIMAL CONTROL MODIFICATION OF RA T E S A N D P O S I T I O N S To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Public Act (PA) 339 of 1919, commonly known as the Dog L a w o f 1 9 1 9 , s t a t e s t h a t a l l d o g s four (4) months or oider must be licensed; and WHEREAS the Dog Law of 1919 also allows the Board of Commissione r s i n a c o u n t y t o s e t t h e a m o u n t o f the dog license fees at a sufficient level to cover county expenditures; and WHEREAS PA 339 states the fees for spayed or neutered dogs shall be lower t h a n t h e f e e f o r i n t a c t d o g s and that fees may be higher for delinquent dog license applications; and WHEREAS Miscellaneous Resolution #93225 dated October 7, 1993 establis h e d t h e c u r r e n t l i c e n s e f e e s as follows: $7.50 for spayed/neutered dogs; $15.00 for intact dogs; and $30 . 0 0 f o r d e l i n q u e n t d o g l i c e n s e s ; and WHEREAS senior citizens age 65 and older are given a 10% reduction in d o g l i c e n s e f e e s ; a n d WHEREAS the license fees have not been revised in twenty-four (24) y e a r s ; a n d WHEREAS costs to the Animal Control Division for staffing and operating l i n e i t e m s h a s i n c r e a s e d i n t h e past twenty-four (24) years; and WHEREAS in addition to the review of the fee structure, the Human Reso u r c e s D e p a r t m e n t a n d A n i m a l Control Division have also reviewed the operations of the veterinary ca r e s t a f f ; a n d WHEREAS to provide appropriate coverage of veterinary care, the Anima l C o n t r o l D i v i s i o n h a s d e t e r m i n e d the need for a full time Veterinarian to care for the animals five (5) da y s a w e e k d u r i n g s h e l t e r h o u r s ; a n d WHEREAS during high volume periods, special events and/or other sta f f i n g s i t u a t i o n s , a P a r t - T i m e N o n - Eligible Veterinarian will be able to provide services; and WHEREAS currently there are two (2) Full-Time Eligible Veterinarian Tec h n i c i a n s w h o a r e r e s p o n s i b l e f o r the intake, examination, surgical assistance and overall care for the animals w i t h i n t h e s h e l t e r a n d a d o p t i o n center; and WHEREAS an additional Full-Time Eligible Veterinarian Technician is reque s t e d t o a s s i s t t h e V e t e r i n a r i a n staff; and WHEREAS in order to streamline operations and service offerings, Anima l C o n t r o l h a s r e v i e w e d i t s l o n g term vacant positions and has proposed to make the following position m o d i f i c a t i o n s ; a n d WHEREAS with the creation of a Full-Time Eligible Veterinarian, less ho u r s a r e r e q u i r e d o f P a r t - T i m e Veterinarians; and WHEREAS it is proposed to delete one (1) GF/GP Part-Time Non-Eligible 1,5 0 0 h o u r s p e r y e a r V e t e r i n a r i a n position (#1070801-10273); and WHEREAS it is proposed to create one (1) GF/GP Part-Time Non-Eligible 1,0 0 0 h o u r s p e r y e a r V e t e r i n a r i a n position; and WHEREAS it is proposed to delete one (1) GF/GP Part-Time Non-Eligible 8 2 5 h o u r s p e r y e a r C o l l e g e Intern position within the Administration unit (#1070801-10705); and WHEREAS it is proposed to delete one (1) GF/GP Part-Time Non-Eligi b l e 4 4 5 h o u r s p e r y e a r A n i m a l Shelter Attendant position within the Administration unit (#1070801-1153 3 ) ; a n d WHEREAS it is proposed to delete one (1) GF/GP Part-Time Non-Eligible 1 , 0 0 0 h o u r s p e r y e a r V e t e r i n a r i a n position within the Administration unit (#1070801-11602) that was prev i o u s l y t o b e f u n d e d f r o m t h e A n i m a l Control Legacy Fund (#21310) per M.R. #14275; and WHEREAS it is proposed to delete one (1) GF/GP Part-Time Non-E l i g i b l e 9 0 0 h o u r s p e r y e a r A n i m a l Control Officer position within the Kennel unit (#1070810-11873); and WHEREAS it is proposed to establish the current classification of Veterin a r i a n a s a F u l l - T i m e E l i g i b l e classification excluded from the Salary Administration Plan; and WHEREAS it is proposed to create one (1) GF/GP Full-Time Eligible V e t e r i n a r i a n p o s i t i o n w i t h i n t h e Administration unit (#1070801); and WHEREAS it is proposed to create one (1) Full-Time Eligible Veterinarian T e c h n i c i a n p o s i t i o n w i t h i n t h e Administration unit (#1070801); and WHEREAS there is also a need to make operating expenditure line item ad j u s t m e n t s w i t h i n t h e A n i m a l Control Division for the on-going operational needs and to reduce transfer s f r o m t h e A n i m a l C o n t r o l L e g a c y Fund (#21310) that have been required in previous years; and Motion for direct referral to Human Resources and Finance Committees c a r r i e d o n a v o i c e v o t e . FISCAL NOTE (Misc. #1733r7) December 7, 2017 BY: Commissioner, Thomas Middleton, Chairperson, Finance Co m m i t t e e IN RE: PUBLIC SERVICES/ ANIMAL CONTROL — MODIFICATION O F R A T E S A N D P O S I T I O N S To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: Pursuant to Rule Xll-C of this Board, the Finance Committee has r e v i e w e d t h e a b o v e - r e f e r e n c e d r e s o l u t i o n and finds: 1. Resolution establishes the new dog license fees for on-going operationa l n e e d s i n o r d e r t o p r o v i d e appropriate coverage of veterinary care. 2. The dog license fees were last increased in 1993 per Miscellaneous Re s o l u t i o n # 9 3 2 2 5 . 3. Public Act (PA) 339 commonly known as the Dog Law of 1919, allow s t h e B o a r d o f C o m m i s s i o n e r s in a county to set the amount of dog license fees at a sufficient level to c o v e r c o u n t y e x p e n d i t u r e s . 4. The resolution also authorizes the creation of one (1) Full-T i m e E l i g i b l e ( F T E ) G e n e r a l Fund/General Purpose (GF/GP) Veterinarian, one (1) FTE GF/GP Ve t e r i n a r i a n T e c h n i c i a n , a n d one (1) GF/GP part-time non eligible 1,000 hour Veterinarian. P a r t i a l l y o f f s e t b y d e l e t i o n o f t h e following positions: one (1) GF/GP PTNE 1,500 hour Veterinarian, on e ( 1 ) G F / G P P T N E 8 2 5 h o u r College Intern, one (1) GF/GP 445 hour Animal Shelter Attend a n t , o n e G F / G P P T N E 1 , 0 0 0 Veterinarian; previously funded from the Animal Control Legacy Fun d ( # 2 1 3 1 0 ) a n d o n e G F / G P PTNE 900 hour Animal Control Officer. 5. An analysis has determined that the recommended adjustments t o t h e d o g l i c e n s e f e e s w o u l d cover the modification of positions and controllable operating expend i t u r e l i n e i t e m s i n o r d e r t o reduce operational transfers from the Animal Control Legacy Fund (#2 1 3 1 0 ) . 6. A three ($3.00) dollar increase was applied to the single one year licens e f e e r a t e s ; i n a d d i t i o n t o a six ($6.00) dollar increase being applied to the three year license f e e r a t e s . T h e d i f f e r e n c e i n revenue generated would amount to $173,111 prorated for FY 20 1 8 a n d $ 2 3 0 , 8 1 4 f o r F Y 2 0 1 9 a n d FY 2020. 7. The proposed rates and positions will be effective January 1, 2018. 8.
