Chairperson, Ladies and Gentlemen:
WHEREAS human trafficking is a form of modern-day slavery and is a crime against h
u
m
a
n
i
t
y
t
h
a
t
violates the most basic human rights; and
WHEREAS human trafficking victims are children – boys and girls, along with adults
–
m
e
n
a
n
d
w
o
m
e
n
who are recruited, harbored, obtained, or exported through force, fraud or coercion for
t
h
e
p
u
r
p
o
s
e
s
o
f
sexual exploitation, forced labor, involuntary servitude, debt bondage and other m
e
t
h
o
d
s
o
f
s
l
a
v
e
r
y
;
a
n
d
WHEREAS as many as 100,000 to 300,000 American children – boys and girls, as
y
o
u
n
g
a
s
1
1
y
e
a
r
s
old, are at risk of being trafficked for commercial sex in the United States each
y
e
a
r
a
s
p
a
r
t
o
f
t
h
e

billion U.S. sex trafficking industry, according to a report from anti-trafficking gro

WHEREAS even with the diligent efforts of federal, state and local law enforcement

WHEREAS the State of Michigan has the 6th largest call volume to the National Human Tr

Resource Center hotline; and
WHEREAS in 2007, the U.S. Senate designated January 11th as National Human Tra

f
i
c
k
i
n
g

a
r
e

e
s
s
Day to raise awareness of sexual slavery and human trafficking worldwide; and
WHEREAS in 2010, President Barack Obama continued to address the injustice of mod
e
r
n
s
l
a
v
e
r
y
a
n
d
human trafficking and proclaimed January as National Slavery and Human Traffick
i
n
g
P
r
e
v
e
n
t
i
o
n
M
o
n
t
h
,
culminating in the annual celebration of National Freedom Day on February 1; a
n
d
WHEREAS Michigan Attorney General Bill Schuette has identified human trafficking a
s
a
s
e
r
i
o
u
s
c
o
n
c
e
r
n
for law enforcement agencies, coordinating efforts for training, awareness and victim care
;
a
n
d
WHEREAS the Human Trafficking Commission Act, Act 325 of 2014, established
t
h
e
M
i
c
h
i
g
a
n
H
u
m
a
n
Trafficking Commission for the prevention, intervention, and rehabilitation to the illeg
a
l
a
c
t
o
f
h
u
m
a
n
trafficking in the State; and
WHEREAS on January 14, 2015 a majority of the new legislation from the 2014 Hu
m
a
n
T
r
a
f
f
i
c
k
i
n
g
Legislative Package took effect to fight against the horrific crimes of human traffickin
g
;
a
n
d
WHEREAS the Oakland County Board of Commissioners sponsored a successful eve
n
t
i
n
2

4
t
o
provide human trafficking professional training and public awareness and in 20
1
5
c
r
e
a
t
e
d
t
h
e
O
a
k
l
a
n
d
County Human Trafficking Task Force; and
WHEREAS Oakland County is dedicated to preventing and combating Human
t
r
a
f
f
i
c
k
i
n
g
a
n
d
t
h
r
o
u
g
h
a
collaborative effort has launched the Oakland County Human Trafficking website
t
o
e
n
h
a
n
c
e
p
u
b
l
i
c
awareness, conduct outreach in the community, and work with the victims of human traffic
k
i
n
g
;
a
n
d
WHEREAS Oakland County will remain unrelenting in its efforts to end the expl
o
i
t
a
t
i
o
n
a
n
d
i
n
j
u
s
t
i
c
e
suffered by the victims of this crime; and
WHEREAS all people must work to dismantle trafficking networks, help survivo
r
s
r
e
b
u
i
l
d
t
h
e
i
r
l
i
v
e
s
,
address the underlying forces that push so many into bondage, develop economies that c
r
e
a
t
e
l
e
-
g
i
t
i
m
a
t
e
jobs, and build a global sense of justice that says no child or adult should ever be exp
