Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners has authorized the Pilot Local Road Improvement
Program to assist Oakland County's cities and villages with the construction, maintenance and repair of
roads under the supervision, direction and control of cities and villages; and
WHEREAS Miscellaneous Resolution *16103 provides that any Oakland County appropriation in support
of the Pilot Local Road Improvement Program shall be distributed only after completion of all of the
following:
1. The municipality has fully completed and returned the standard project application form approved
by the Local Road Improvement Program Subcommittee; and
2. The municipality has submitted a statement detailing that the project will fulfill the requirement of
encouraging and assisting businesses to locate in the county, as required in MCL 123.872; and
3. The municipality has agreed to comply with the provisions of MCL 123.872 that require that a report
shall be submitted to the Board of Commissioners outlining the project activities and the degree
that the municipality has met the stated purpose of the project; and
4. The municipality has agreed to comply with policies and procedures of the program as approved
by the Board of Commissioners including supplementary policies approved by the Local Road
Improvement Program Subcommittee; and
6. The Local Road Improvement Program Subcommittee of the Finance Committee has reviewed and
recommended approval of the application; and
6, The Commissioner(s) representing the city or village requesting the project submits a resolution
authorizing the appropriation of the County's maximum 50% share of the project from the General
Fund Assigned Fund Balance for Pilot Local Road Improvement Program. The resolution shall be
approved by the Finance Committee and the full Board; and
7. A public hearing on the proposed project is conducted during a meeting of the Board of
Commissioners; and
8. The municipality has approved and executed a cost participation agreement prepared by
Corporation Counsel in accordance with requirements provided in the policies and procedures of
the program as approved by the Board of Commissioners including supplementary policies
approved by the Local Road Improvement Program Subcommittee; and
9. The municipality submits an invoice to the county in accordance with the conditions included in the
cost participation agreement; and
WHEREAS the City of Novi has identified a project and submitted an application detailing the goals and
outcomes of the project; and
WHEREAS the City of Novi has demonstrated that it has available funding equal to a minimum of 50% the
project costs; and
WHEREAS Oakland County's share of the Fiscal Year 2018 authorized amount of the Local Road
Improvement Program funding for Project No. 2018-18 in the City of Novi is $244,897 (FY2016 roll over
allocation $68,552; FY2017 roll over allocation $68,552 and FY2018 allocation $107,793); and
WHEREAS a public hearing regarding the project has been held before the Board of Commissioners in
accordance with the requirements of MCL 123.872; and
WHEREAS upon review of the project application, the Board of Commissioners has determined that the
completion of the project will encourage and assist businesses to locate in Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves
the project submitted by the City of Novi and authorizes the release of Local Road Improvement Program
funds from the Oakland County Assigned Fund Balance.
BE IT FURTHER RESOLVED that the Chairman of the Board of Commissioners is authorized to execute
the cost participation agreement with the City of Novi prepared by Corporation Counsel for the Pilot Local
Road Improvement Program Project No. 2018-18.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this
resolution to Oakland County Fiscal Services and the City of Novi.

LOCAL ROAD IMPROVEMENT MATCHING FUND PILOT PROGRAM
COST PARTICIPATION AGREEMENT
Realignment of Flint Street
City of Novi
Board Project No. 2018-18
This Agreement, made and entered into this day of , 2018, by and between the
Board of Commissioners of the County of Oakland, Michigan, hereinafter referred to as the
BOARD, and the City of Novi, hereinafter referred to as the COMMUNITY, provides as follows:
WHEREAS, the BOARD has established the Pilot Local Road Improvement Matching Fund
Program, hereinafter the PROGRAM, for the purposes of improving economic development in
Oakland County cities and villages. The terms and policies of the PROGRAM are contained in
Attachment A. The BOARD intends the PROGRAM to assist its municipalities by offering limited
funds, from state statutory revenue sharing funds, for specific, targeted road maintenance and/or
improvement projects on roadways under the jurisdiction of cities and villages; and
WHEREAS, the BOARD shall participate in a city or village road project in an amount not
exceeding 50% of the cost of the road improvement, hereinafter referred to as the PROJECT, and
also not exceeding the Preliminary Distribution Formula as it relates to the COMMUNITY,
(Attachment B); and
WHEREAS, the COMMUNITY has identified the PROJECT as the Realignment of Flint Street,
as more fully described in Attachment C, attached hereto, and made a part hereof, which
improvements involve roads under the jurisdiction of and within the COMMUNITY and are not
under the jurisdiction of the Road Commission for Oakland County or state trunk lines; and
WHEREAS, the COMMUNITY has acknowledged and agreed to the BOARD's policies regarding
the PROGRAM, Attachment A, and further acknowledge and agree that the PROJECT's purpose
is to encourage and assist businesses to locate and expand within Oakland County and shall
submit a report to the BOARD identifying the effect of the PROJECT on businesses in the
COMMUNITY at the completion of the PROJECT. In addition, the COMMUNITY acknowledges
that the program is meant to supplement and not replace funding for existing road programs or
projects; and
WHEREAS, the COMMUNITY has acknowledged and agreed that the PROGRAM is expressly
established as a pilot program and there is no guarantee that the PROGRAM will be continued
from year to year. The COMMUNITY further acknowledges and agrees that if the PROJECT is
a multi-year road improvement project, the maximum number of years for the PROJECT funding
is two (2) years. The BOARD anticipates that most PROJECTS funded under the PROGRAM
will be completed by the end of calendar year 2019. There is no obligation on behalf of the
BOARD to fund either the PROJECT or the PROGRAM in the future; and
WHEREAS the COMMUNITY has acknowledged and agreed that the COMMUNITY shall
assume any and all responsibilities and liabilities arising out of the administration of the PROJECT
and that Oakland County shares no such responsibilities in administering the PROJECT; and
WHEREAS, the estimated total cost of the PROJECT is $1,521,000; and
WHEREAS, said PROJECT involves certain designated and approved Local Road Improvement
Matching Funds in the amount of $244,897, which amount shall be paid to the COMMUNITY by
the BOARD; and
WHEREAS, the BOARD and the COMMUNITY have reached a mutual understanding regarding
the cost sharing of the PROJECT and wish to commit that understanding to writing in this
Agreement.
NOW, THEREFORE, in consideration of the mutual covenants set forth herein and in conformity
with applicable law and BOARD resolution(s), it is hereby agreed between the COMMUNITY and
the BOARD that:
1. The BOARD approves of the PROJECT, and in reliance upon the acknowledgements
of the COMMUNITY, finds that the PROJECT meets the purpose of the PROGRAM.
2. The BOARD approves of a total funding amount under the PROGRAM for the
PROJECT in an amount not to exceed $244,897. The COMMUNITY shall submit an invoice to
the COUNTY in the amount of $244,897.

3. Upon receipt of said invoice and upon execution of this Agreement, the BOARD shall

PILOT LOCAL ROAD IMPROVEMENT MATCHING FUND PROGRAM
STATEMENT OF PURPOSE
Oakland County Government recognizes that Michigan law places the primary responsibility for road funding on
the State and non-county local units of government. However, the County also recognizes that the law does
permit a limited, discretionary role for the County in assisting a road commission and local units within a county
by supporting some road maintenance and improvement efforts.
Accordingly, for many years Oakland County has voluntarily provided limited assistance to its cities, villages and
townships (CVT's) and to the Road Commission of Oakland County (RCOC) by investing in a discretionary Tr-
Party Road Program. Authorized under Michigan law, the County's tri-party funding contributions primarily
facilitate safety improvement projects on CVT roads under the jurisdiction of the RCOC. By law, tri-party funds
cannot be used to fund projects on roads solely under the jurisdiction of CVT's.
Recognizing a continuing need to better maintain local CVT streets and roads, yet being ever mindful of the
County's limited responsibility for and jurisdiction over non-County roads and streets, Oakland County
Government wishes to pilot a discretionary program that is more flexible than the current Tr-Party Road Program,
one that will allow Oakland County to assist its cities and villages with maintenance and safety projects on non-
County roads.
Not being the funding responsibility of County government, local CVT roads generally cannot be maintained or
improved using County funds because doing so would be considered to be the "gifting" of County resources.
However laudable the purpose, Michigan law generally forbids the gifting of government resources, To avoid
application of the constitutionally-based gifting restriction, the state legislature must, and in this arena has,
determined that a public benefit results from a taxpayer investment, one that provides a quid pro quo sufficient
to avoid application of the gifting prohibition. Here, the legislature has determined that the economic development
benefit presumed to accrue to a county as a result of local street and road investments can provide a sufficient
quid pro quo to county taxpayers justifying a discretionary county investment in a non-county road, a benefit that
constitutes a fair exchange for value and not a gift.
This legislative determination is set forth in 1985 P.A. 9, which amended 1913 P.A. 380, by adding a new section
2, which in pertinent part provides:
"(1)...A county may grant or loan funds to a township, village or city located within that county for the
purpose of encouraging and assisting businesses to locate and expand within the county...
(2) A loan or grant made under subsection (1) may be used for local public improvements or to encourage
and assist businesses in locating or expanding in this state, to preserve jobs in this state, to encourage
investment in the communities in this state, or for other public purposes."
Communities that wish to attract, retain and grow business, retain jobs and encourage community investment,
needs a safely maintained road infrastructure. This road infrastructure must include both residential and
commercial roads as workers and consumers need to get to and from work, shopping, schools and recreation.
In a fiscally prudent and limited manner, the County wishes to help its cities and villages accomplish this objective
by test-piloting a new local road improvement matching fund program.
Any such program must be mindful of the limits imposed under Public Act 9. One important restriction Public Act
9 imposed on grants or loans made pursuant to Subsection 2 of the Act is the mandate that, "A grant or loan
under this Subsection shall not be derived from ad valorem taxes except for ad valorem taxes approved by a
vote of the people for economic development." This means that funding for an expanded local road assistance
program cannot utilize proceeds from any of Oakland County's ad valorem tax levies since no levy has been
approved by voters specifically for economic development.
Given this limitation, it appears that the state statutory revenue sharing appropriated to the County can provide
a non-ad valorem source of funds that legally can be used to support the pilot program. Competition for those
funds, which are limited in amount, is fierce and their yearly availability is subject to the state legislative process.
In the recent past, the State stripped all of those funds away from Michigan counties. Understanding that reality,
it shall be the policy of the Oakland County Board of Commissioners that the Board shall not appropriate any
County funds for a local road improvement matching fund program for non-County roads in any year where the
State of Michigan fails to appropriate statutory revenue sharing funds to Oakland County in an amount sufficient
to allow the County to first prudently address its core functions.
Act 9 imposes additional conditions on grants and loans. These include requirements that the loan or grant shall
be administered within an established application process for proposals; that any grant or loan shall be made at
a public hearing of the county board of commissioners and that the Board shall require a report to the county
board of commissioners regarding the activities of the recipient and a report as to the degree to which the
recipient has met the stated public purpose of the funding.
Understanding all of the above, the Oakland County Board of Commissioners hereby establishes the following
Pilot Local Road Improvement Matching Fund Program:
PROGRAM SUMMARY
The Board of Commissioners establishes a Pilot Local Road Improvement Matching Fund Program for the
purposes of improving economic development in Oakland County cities and villages. The County intends this
Program to assist its municipalities by offering limited matching funds for specific, targeted road maintenance
and/or improvement projects on roadways under the jurisdiction of cities and villages.
A city or village participating in the Local Road Improvement Matching Fund Program shall match any fund
authorized by the Board of Commissioners in an amount equal to a minimum of 50% of the cost of the total
project award. County participation shall be limited to a maximum of 50% of the cost of the total project budget.
Funding shall be utilized to supplement and enhance local road maintenance and improvement programs.
Funding is not intended to replace existing budgeted local road programs or to replace funding already committed
to road improvements.
PROJECT GUIDELINES
Program funding shall be utilized solely for the purposes of road improvements to roads under the jurisdiction of
local cities and villages. Road improvements may include, but not be limited to, paving, resurfacing, lane
additions or lengthening, bridges, or drainage as such improvements relate to road safety, structure or relieving
congestion.
Program funding:
May be utilized to supplement a local government's matched funding for the purposes of receiving additional
federal transportation funding;
May not be utilized to fulfill a local government's responsibility to fund improvements to state
trunkiines;
Shall be limited to real capital improvements to roadways and shall not be utilized for other purposes, such as
administrative expenses, personnel, consultants or other similar purposes;
Shall not be utilized for non -motorized improvements, unless these improvements are included in a project plan
for major improvements to a motorized roadway;
Shall be utilized for projects that will result in a measurable improvement in the development of the local economy
and contribute to business growth. Recipients shall be responsible for providing an outline of the economic
benefits of the project prior to approval and for reporting to the Board of Commissioners after the completion of
the project on the benefits achieved as a result of the projects.
ADMINISTRATION
Local Road Improvement Matching Fund Program projects may be appropriated by the Board of Commissioners
in compliance with the County budget process. The amount of funds to be dedicated for the Pilot Program shall
be determined by the Board of Commissioners on an annual basis. Program funding may be reduced or
eliminated based upon the ability of the County government to meet primary constitutional and statutory duties.
The Board of Commissioners expressly reserves the right to adjust the County matching funds share at any time
based upon County budget needs.
In accordance with MCL 123.872, funds dedicated to the Local Road Improvement Matching Fund Program shall
not be derived from ad valorem tax revenues. Program funding shall be limited to funds derived from the County's
distribution from the Michigan General Revenue Sharing Act. Reduction or elimination of the County's distribution
of revenue sharing funds may result in the elimination or suspension of the program.
Funding availability shall be distributed based upon a formula updated annually. The formula will consist of:
1. A percentage derived from the number of certified local major street miles in each
city and village divided by aggregate total of certified local major street miles of all cities and villages in
the County.
2. A percentage derived from the population of each city and village as determined by
the last decennial census conducted by the U.S. Census Bureau divided by the
aggregate total population of cities and villages in the County.
3. A percentage derived from the three-year rolling total of the number of crashes on city and village major
local streets divided by the aggregate three-year rolling crash numbers for all city and village major local
streets or most recent data available. The crash data will be supplied by the Road Commission for
Oakland County using data from the Traffic Improvement Association.
Each city and villages percentage allocation shall be determined by adding each factor percentage and dividing
that total by three. The amount of funds available for match shall be determined by the total amount of funds
allocated by the Board of Commissioners added to an equal amount representing the match provided by local
cities and villages.
The Chairman of the Finance Committee of the Board of Commissioners shall establish a Subcommittee on the
Local Road Improvement Program. This Subcommittee shall consist of three members, with two members
representing the majority caucus and one member representing the minority caucus. It shall be the responsibility
of the Subcommittee to direct the administration of this program, receive applications for program funding and
make recommendations of acceptance to the Finance Committee and Board of Commissioners. The
Subcommittee may consult with County departments, staff and the Road Commission for Oakland County in the
conduct of its business.
DISBURSEMENT
The Subcommittee shall forward recommendations for approval of Local Road Improvement Matching Fund
Program projects to the Chairman of the Board of Commissioners. This recommendation shall include a cost
participation agreement between the County and participating municipality. Minimally, cost participation
agreements shall include: responsibility for administering the project, the project location, purpose, scope,
estimated costs including supporting detail, provisions ensuring compliance with project guidelines, as well as
disbursement eligibility requirements. The cost participation agreement shall also require the maintenance of
supporting documentation to ensure compliance with the following provisions:
1. Any and all supporting documentation for project expenditures reimbursed with appropriated funding shall
be maintained a minimum of seven years from the date of final reimbursement for actual expenditures
incurred.
2. The Oakland County Auditing Division reserves the right to audit any and all project expenditures
reimbursed through the program.
Upon receipt of recommendation of project approval from the Subcommittee, the County Commissioner or
Commissioners, representing the area included in the proposed project, may introduce a resolution authorizing
approval of the project and the release of funds. Resolutions shall be forwarded to the Finance Committee of the
Board of Commissioners, who shall review and issue a recommendation to the Board on the adoption of the
resolution. The Chairperson of the Finance Committee shall schedule a public hearing before the Board of
Commissioners prior to consideration of final approval of the resolution.
The deadline for projects to be submitted for consideration shall be established by the Subcommittee. The
Subcommittee may work with participating municipalities to develop a plan for projects that exceed that
municipality's annual allocation amount. This may include a limited plan to rollover that municipality's allocation
for a period of years until enough funding availability has accrued to complete the project, subject to funding
availability.
Upon completion of project plans and execution of the focal participation agreement by the County and governing
authority of the local municipality, the participating municipality shall submit an invoice in accordance with the
terms and conditions included in the agreement. The Oakland County Department of Management and Budget
Fiscal Services Division shall process payments in accordance with policies and procedures as set forth by the
Department of Management and Budget and the Oakland County Treasurer.
In the event an eligible local unit of government chooses not to participate in the Local Road Improvement
Matching Fund Program, any previously undistributed allocated funding may be reallocated to all participating
local units of government at the discretion of the Subcommittee on the Local Road Improvement Program.
At the completion of each project, the participating local government shall provide a report to the Board of
Commissioners regarding the activities of the recipient and the degree to which the recipient has met the stated
public purpose of the funding as required by MCL 123.872.
LOCAL ROAD IMPROVEMENT SUBCOMMITTEE
FINANCE COMMITTEE, OAKLAND COUNTY BOARD OF COMMISSIONERS
Provision regarding existing funded local road programs and proiects. The standard project
agreement shall require participating municipalities to acknowledge that the Local Road
Improvement Program is meant to supplement and to not replace funding for existing road
programs or projects.
Fulfillment of economic benefit provisions of MCL 123.872, The Pilot Local Road Improvement
Program has been established by the Oakland County Board of Commissioners under the
authority granted by MCL 123.872, which provides that "A county may grant or loan funds to a
township, village or city located within that county for the purposes of encouraging and assisting
businesses to locate and expand within the county". It shall be the responsibility of the municipality
to outline the extent to which the project included in their application will meet these standards.
The Subcommittee shall only consider projects that meet the standards provided in MCL 123.872.
The standard project agreement shall include a provision requiring the participating municipality
to fulfill the statutory requirement included in MCL 123.872 that, the grant or loan contract made
by county shall require a report to the county of board of commissioners regarding the activities
of the recipient and the degree to which the recipient has met the stated purpose of the funding."
Multi-year projects. The Local Road Improvement Program has been expressly established as a
pilot program. There is no guarantee the program will be continued from year to year. The
Subcommittee recognizes that the allocation authorized for local governments may not provide
adequate funding in a single year to allow a project to move forward. Local governments shall be
offered the opportunity to submit project plans that would necessitate the accumulation of multiple
years of the community's allocation amount to fulfill the county's share of a project budget. A multi-
year project plan submittal shall not exceed two years in duration. The allocation amount available
to each community is subject to change annually based upon the factors utilized in the formula.
Consideration of multi-year project plans does not obligate Oakland County in any way to funding
any project or program in the future.
These plans are meant to be utilized for planning purposes and for consideration by the Oakland
County Board of Commissioners regarding authorizing a limited carryover of a community's
allocation year to year.
Completion of projects and submittal of post-project report. The standard cost participation
agreement shall include a provision requiring the municipality to complete the project and submit
the required post-project completion report prior to the end of the next calendar year following the
date of project approval. An alternative schedule may be approved for a project by action of the
Board of Commissioners, upon recommendation of the Subcommittee.

LOCAL ROAD IMPROVEMENT MATCHING FUND PILOT PROGRAM
Background: Oakland County has established a Local Road Improvement Matching Fund Pilot
Program for the purposes of improving economic development in Oakland County cities and villages.
The County intends this Program to assist its municipalities by offering limited matching funds for
specific, targeted road maintenance and/or improvement projects on roadways under the jurisdiction
of cities and villages.
Project Policies and Guidelines: The Oakland County Board of Commissioners and the Local Road
Improvement Subcommittee has established policies, procedures and guidelines for project
consideration. These documents have been included as Attachment "A".
Available Fundina: Oakland County's maximum contribution for projects in eligible cities or villages
has been established within the distribution formula included as Attachment "B".
The maximum county share for 2018 program projects in Novi has been set at $107,793.
Required Matching Funds: A city or village participating in the Local Road Improvement Matching
Fund program shall match any funds authorized by the Oakland County Board of Commissioners in
an amount equal to a minimum of 50% of the cost of the total project award. Funding shall be utilized
to supplement and enhance local road maintenance and improvement programs. Funding is not
intended to replace existing budgeted local road programs or to replace funding already committed to
road improvements.

PROJECT INFORMATION
SHORT DESCRIPTION OF PROJECT
Realignment of Flint Street between Grand River Avenue and Novi Road. Flint Street is located in the
southwest quadrant of the intersection of Grand River Avenue and Novi Road. The realigned roadway
will connect the planned Crescent Boulevard at the Grand River Avenue intersection to the
intersection of Main Street and Novi Road. Flint Street will be the SW quadrant of the planned "ring
road" around the intersection.
ROAD/ROAD(S) TO BE IMPROVED
Flint Street between Grand River Avenue and Novi Road.
DESCRIPTION
Flint Street between Grand River Avenue and Novi Road is currently an asphalt and chip-sealed
roadway and is in poor condition. The properties accessing Flint Street in this area are expected to
develop/redevelop in the near future and will need an improved roadway to support increased
traffic volumes.
The City of Novi completed a Scoping Study for the Northwest Quadrant of the planned Novi Road
and Grand River Avenue Ring Road in June 7, 2007 which included a recommendation that Flint
Street be realigned so that it connects with the Crescent Boulevard Extension to the north of Grand
River Avenue. This would help to complete the "'ring road" concept and improve operations at the
congested, skewed, Grand River Avenue/Novi Road intersection.
A study of the southwest quadrant was then commissioned in late 2012 to determine the scope of
work associated with the reconstruction of Flint Street to realign the intersection at Grand River
with the proposed Crescent Boulevard extension's final phase (i.e., the third phase of the northwest
quadrant ring road). The goal of the study was to manage access to the parcels along Grand River
Avenue, serve the parcels fronting on Grand River from the realigned road, and to provide better
access for the parcels along Flint Street when they get redeveloped.
Flint Street, when realigned, will be a two lane public road with on-street parking, an off-street
shared use asphalt path adjacent to the road, and a sidewalk on the opposite side of the road. New
traffic signals and improvements to existing signals are included. At Grand River Avenue it will line
up with (proposed) Crescent Boulevard. At Novi Road it will align with Main Street.
The developer of the property has commissioned a traffic study that has confirmed the proposed
two-lane road cross section with one lane in either direction along Flint Street would be sufficient
for handling the expected amount of traffic along the roadway.

DESCRIPTION OF PROPOSED PROJECT EXPENDITURES
The Flint Street Realignment Project Estimate of Cost includes the work necessary to construct a
two lane road with on-street parking, an off-street shared use asphalt path, a sidewalk, and new
traffic signals. Specific work items included are:
• A two lane roadway cross-section.
• A curb and gutter section with an enclosed storm sewer system to allow for a narrower right of
way and reduced impacts to adjacent property
• 8-foot wide shared use non-motorized path on one side of the roadway with a 4-foot greenbelt
• 6-foot sidewalk on one side of the roadway with a variable greenbelt
• Additional right turn lanes at the Grand River Avenue and Novi Road intersections
• A 14 foot by 7 foot box culvert to replace the existing 84-inch culvert for the Walled Lake Branch of
the Middle Rouge River near Novi Road. This culvert replacement is required based upon the
hydraulic analysis and MDEQ Permit No. 09-63-0219-P obtained for the Crescent Boulevard
Extension project north of Grand River Avenue.
• Potential modifications to the detention basin within the project limits.
• Signal instillation at Grand River/Crescent Blvd and signal upgrades at Novi Rd/Flint Street.
Project cost estimate does not include right-of-way acquisition, utility relocation and/or expansion,
landscaping, lighting, or engineering.
Please note that the The Oakland County Board of County Commissioners has approved the
rollover of the City of Novi's 2016 and 2017 allocations for consideration of the project in 2018.
ECONOMIC IMPACT OF PROJECT
The Local Road Improvement Pilot Program has been established under MCL 123.872, the Gifts of Property Act, which
provides that "A county may grant or loan funds to a township, village, or city located within that county for the purpose
of encouraging and assisting businesses to locate and expand within the county."
DESCRIBE HOW THE PROJECT MEETS THE STATUTORY REQUIREMENT OF ENCOURAGING AND ASSISTING BUSINESS TO LOCATE AND
EXPAND IN THE COUNTY
Flint Street is in the Novi Town Center Area. The Town Center Area Study approved by the Novi
Planning Commission on March 26, 2014 includes specific recommendations for the realignment of Flint
Street, including preferred routes and pedestrian/bicycle amenities.
Background investigations of the Town Center area looked at existing and municipal land uses,
economic trends of the area, zoning districts, vehicular circulation, and pedestrian amenities. Each
sub-area was assessed against these topics to present a clear picture of what has influenced
development to this point. Some important facts were uncovered:
1. The study area contains a varied mix of existing land uses, including residential, municipal, office,
commercial, industrial, and vacant parcels.
2. The study area is a regional shopping attraction and an important economic contributor to the City's
tax revenues. It also offers a significant number of job opportunities.
3. Zoning districts in the study area are limited, but include the Town Center (TC) and Town Center One
(IC-1) districts, which allow for a wide variety of commercial, office, residential and other land uses.
4. Vehicular circulation within the study area includes both arterial and local roadways. Important
improvements to create a "ring road" are currently planned by the City, including the extension of
Crescent Boulevard and the re-alignment of Flint Street.
5. Pedestrian amenities and features abound within the study area; however, not all are appropriately
located or connected to the adjacent land uses, which limits their usefulness.
Flint Street's current alignment bisects the land such that several small parcels exist that are not
desirable for significant economic investments. Several alternatives were developed for realigning Flint
Street, all of which would connect the existing Flint Street/Novi Road Intersection with the proposed
Crescent Boulevard Extension/Grand River Avenue Intersection and provide the same benefits in terms
of improved traffic and circulation. The various alignments would provide differing right of way
requirements and possibilities for redevelopment of the adjacent properties. The various options were
discussed with the Planning Commission and the adjacent property owners, including Hunter
Development Company.
Two alignments appear to be best in terms of property impacts and possibilities for redevelopment of
the properties. Alternative 1A generally follows the existing Flint Street roadway alignment adjacent to
the creek. The preferred alignment, Alternative 1B, shows the roadway alignment adjacent to the
railroad. By relocating the road to the western edge of the mostly undeveloped tract and aligning it with
the future West Crescent/Grand River intersection, access to a larger contiguous mass of parcels would
be created. A potential developer of the property is already working with the city during this first step in
transforming this critical corner in Novi's Town Center District into a vibrant, appealing area — attracting
new jobs to support a burgeoning mixed commercial/residential use.
OPTIONAL MULTI-YEAR PROJECT PLAN
The Local Road Improvement Program has been expressly established as a pilot program. There is no guarantee the
program will be continued from year to year. The Local Road Improvement Program Subcommittee recognizes that the
allocation authorized for local governments may not provide adequate funding in a single year to allow a project to
move forward. Local governments shall be offered the opportunity to submit project plans that would necessitate the
accumulation of multiple years of the community's allocation amount to fulfill the County's share of a project budget. A
multi-year project plan submittal shall not exceed two years in duration. The allocation amount available to each
community is subject to change annually based upon the factors utilized in the distribution formula. Consideration of
multi-year project plans does not obligate Oakland County in any way to fund any project or program in the future.
These plans are meant to be utilized for planning purposes and for consideration by the Oakland County Board of
Commissioners to authorize a limited carryover of a community's allocation year to year.

The purpose of this report is to summarize the studies completed to date and provide an outline for
implementation of the realignment and improvements in the Flint Street corridor.
Several alternatives were developed for realigning Flint Street, all of which connect the existing Flint
Street/Novi Road intersection with the proposed Crescent Boulevard Extension/Grand River Avenue
Intersection and provide the same benefits to traffic and circulation. The various alignments provide
differing right of way requirements and possibilities for redevelopment of the adjacent properties. The
various options were discussed with the Planning Commission and the adjacent property owners,
including Hunter Development Company. Two alignments appear to be best in terms of property
impacts and possibilities for redevelopment of the properties. Alternative 1A (Figure 1) generally
follows the existing Flint Street Roadway alignment adjacent to the creek. Alternative 1B, (Figure 2)
shows the roadway alignment adjacent to the railroad. Appendix 2 (Alternatives Not Selected), shows
an additional alignment which would bisect the area available for development/redevelopment, leaving
narrower areas on each side of the roadway, rather than a wider area on one side, This alternative would
limit options for redevelopment of properties in the area and is considered undesirable for this reason.

Alternative lA
This alternative connects the planned Crescent Boulevard at Grand River Avenue to Main Street at Novi
Road, with signalized intersections at each end (see Figure 1). It roughly matches the existing Flint
Street alignment, except at the north end where it continues further west to connect to the planned
Crescent Boulevard.
ROADWAY DESIGN
Alternative 1A has a three lane cross section (Figure 3), including:
• One 11-foot wide lane through lane in each direction, and an 11-foot wide center turn lane
• 5-foot wide bicycle lanes on each side of the roadway
• 5-foot wide sidewalks on each side of the roadway with a 5-foot greenbelt
• Additional right turn lanes are provided at the Grand River Avenue and Novi Road intersections
The proposed right-of-way width is generally 70 feet, with additional width at each end to accommodate
the additional turn lanes at Grand River Avenue and Novi Road.
A curb and gutter section with an enclosed storm sewer system is proposed to allow for a narrower right
of way and reduced impacts to adjacent property. Either concrete or asphalt pavement could be used for
the roadway.
A five foot wide greenbelt is included between the sidewalks and the back of curb. This area provides
room to place signing and provides for some snow storage during winter months. The greenbelt also
improves aesthetics and increases safety by increasing the separation between pedestrians and vehicles.
A wider greenbelt is desirable; however this would require additional property acquisition.
A four lane boulevard was considered, but eliminated due to its increased right-of-way and higher
construction cost.
HYDROLOGY AND DRAINAGE
The existing 84-inch culvert for the Walled Lake Branch of the Middle Rouge River near Novi Road
will be replaced with a 14 foot by 7 foot box culvert. This culvert replacement is required based upon
the hydraulic analysis and MDEQ Permit No. 09-63-0219-P obtained for the Crescent Boulevard
Extension project north of Grand River Avenue.
The existing 84-inch culvert for the Walled Lake Branch of the Middle Rouge River near Grand River
Avenue is not required to be replaced based on the hydraulic analysis, and will be left in place.
Alternative lA impacts the existing detention pond on the George Keros parcel, so modifications would
be required.
BICYCLE AND PEDESTRIAN AMENITIES
Bicycle lanes are provided in each direction on the roadway and sidewalks provided along both sides.
The sidewalk along the northeast side of the roadway will border the creek for most of the project
length. Turnouts and benches could be incorporated into the project design to create amenities for
pedestrians along the creek.

ACCESS MANAGEMENT
The following parcels have direct access to Grand River Avenue:
• CSX Transportation Yard
• Country Building Supply
• Lee BeGole parcel
• Gap Property Management parcels
• George Keros parcel
As the Flint Street area is developed, these access points should be eliminated from Grand River Avenue
and replaced with access to the new Flint Street. This would result in decreased turning movements to
and from Grand River Avenue and improve safety.
TRAFFIC SIGNALS
The existing traffic signal at Novi Road/Flint Street will require minor modifications due to the widened
roadway. The planned traffic signal at Grand River Avenue/Crescent Boulevard has been designed to
accommodate a three leg intersection. Additional traffic signal heads and mast arms will be needed to
accommodate the fourth leg of the intersection.
CONSTRUCTION COST ESTIMATE
The improvements shown in Alternative IA are estimated at $1,900,000 for design and construction.
This estimate does not include right of way, street lighting, landscaping, or utility work. See Appendix
1 for detailed information.

Alternative 1B
This alternative (Figure 2) is similar to Alternative 1A and connects the same two points on each end,
but is adjacent to the CSX Railroad instead of the creek in the center portion of the alignment. Traffic
operations should be the same as with Alternative 1A.
ROADWAY DESIGN
The roadway design would be the same as Alternative 1A.
HYDROLOGY AND DRAINAGE
The hydrology and drainage would be the same as Alternative 1A; except that Alternative 1B does not
impact the existing detention pond on the George Keros parcel, so it would not require modifications.
BICYCLE AND PEDESTRIAN AMENITIES
The bicycle and pedestrian amenities would be the same as Alternative I A, except that the opportunities
to provide aesthetic amenities adjacent to the creek present with Alternative 1A will not be present with
Alternative 1B.
ACCESS MANAGEMENT
The same parcels listed under Alternative lA for having their access points changed from Grand River
Avenue to the relocated roadway should be considered for Alternative 1B also. The drawing for
Alternative 1B shows one possible roadway/driveway that would accomplish this. Although this is not
shown in the drawing for Alternative 1A, a similar access roadway/driveway could be included with
Alternative lA to accomplish the access revisions. The right of way and construction costs for this
access roadway/driveway are not included in the estimate for either alternative.
Alternative 1B also requires more additional right of way than Alternative 1A, due to the alignment not
utilizing the existing Flint street right of way to the same degree as Alternative 1A. To minimize right
of way impacts to the adjacent properties, the existing Flint Street right of way could be combined with
the adjacent properties in order to make them more economically viable. The City may want to retain
some of the Flint Street right of way adjacent to the creek for use as a pathway.
TRAFFIC SIGNALS
The traffic signal changes would be the same as Alternative 1A.
CONSTRUCTION COST ESTIMATE
The improvements shown in Alternative 1B are estimated at $1,740,000 for design and construction.
The construction cost for Alternative 1B is less than Alternative 1A because the existing detention basin
would not need to be modified. This estimate does not include right of way, street lighting, landscaping,
or utility work. See Appendix 1 for detailed information.

Impacts of the Alternatives
RIGHT OF WAY IMPACTS
The existing Flint Street right of way varies from 45 feet wide to 90 feet wide. The wider portions
include the existing creek where the creek is adjacent to the roadway. Alternative IA utilizes all of the
existing right of way and requires some additional right of way for widening and for realignment at the
north end of the roadway.
The chart which follows lists each parcel affected by the project and the right of way requirements from
each parcel for both Alternative 1A and 1B.

Appraisals and further study are needed to estimate the cost of the right of way required for the project.
WETLAND IMPACTS
There are existing wetlands in the project area, as shown in Figure 3 along with the Alternative 1A
alignment. This information is from the City GIS system.
The existing wetlands closely follow the creek. The realigned roadway for Alternative 1A may
encroach slightly into the wetlands along the creek. Alternative 1B should not impact wetlands.

Actual wetland impacts will depend upon the grading limits required for the roadway and the actual
limits of the existing wetlands. As part of the design of the project, detailed grading limits will be
established. The actual wetland limits also need to be staked by a wetland ecologist as part of the
design.
FLOODPLAIN IMPACTS
There is a regulated floodplain in the project area. Figure 4 shows the existing FEMA 100 year
floodplain in the project area and the Alternative 1A alignment. Because the floodplain follows the
creek, floodplain impacts appear to be possible with Alternative 1A, and much less likely with
Alternative I B.
The existing floodplain shown is based upon the FEMA model of the existing creek. Note that the
floodplain encroaches onto the edge of existing Flint Street in some areas. An MDEQ Permit was
obtained for the Crescent Boulevard Extension project north of Grand River Avenue, which has not yet
been constructed. The analysis done for this permit shows that the existing culvert under Flint Street
just west of Novi Road is under-sized and negatively impacts the hydraulic capacity of the creek.
Upsizing of this culvert is needed. The design plans completed for the Crescent Boulevard Extension
project include replacing the culvert, as reflected in Figures 1 and 2. We anticipate that floodplain
impacts will be mitigated by this culvert replacement and that further mitigation for floodplain impacts
will not be required for either alternative.
Following construction, a FEMA Letter of Map Revision should be done to document the change in
floodplain resulting from the culvert replacement.
UTILITY IMPACTS
There are numerous public and private utilities in the project area, as shown in Figures 1 and 2. Some
utility relocation will be required for the project. Specifically:
• Several power poles for the existing line running parallel to Grand River will need to be
relocated. This power line is not in an existing roadway easement and likely has its own
easement. As a result, relocation will likely be at project expense.
• Existing sanitary and water main covers also may need to be adjusted to grade within the grading
limits of the roadway work.
• The former concrete plant site has existing utility services. Redevelopment of this parcel and the
adjacent Hunter Development parcel will likely include providing water, sewer, gas, electric
power and telecom services. It is prudent to plan for these future services to ensure that the
roadway work is compatible with the addition of these utility facilities. In particular,
consideration could be given to constructing water supply and sanitary sewer adjacent to the
roadway to service future development. Sleeves for gas, electric and telecom crossings of the
new roadway could also be constructed if the best locations for these crossings can be
determined.
Costs for utility relocation and upgrading/extension of utility services in the area are not included in the
construction cost estimate.

HISTORIC PROPERTY IMPACTS
The project has the potential to impact historic properties. In particular, the Lee BeGole and other
residential buildings along Grand River Avenue appear to be over fifty years old, which is the first
criterion for determining whether a structure may be of historical significance. Both alternatives will
have similar impacts to these properties. There are other criteria, including whether important events
have occurred on the property, the extent to which remodeling has removed original features, and
whether the structure is unique or is a particularly good example of a particular architectural style.
When federal funding is involved in a project, coordination with the State Historic Preservation Office is
required as part of the design process. This process will determine whether there are historically
significant properties which would be impacted by the project, should federal funding be obtained.

Implementation Recommendations
To implement the improvements outlined, the following actions need to be completed:
FUNDING
In addition to local funds, the City should explore obtaining state and federal funds for the
improvements. Possible sources include:
• Block Grants
• Transportation Economic Development Funds
• STP funding
If Federal funding is to be used for the project, an Environmental Assessment may need to be prepared
and processed, including conducting public hearings regarding the proposed improvements.
Coordination with the State Historic Preservation Officer is also required for projects using federal
funds. Should impacts to potentially significant historic properties be identified, preparation and
processing of a Section 4(f) Statement could be required in addition to the Environmental Assessment.
RIGHT OF WAY
As the design advances, legal descriptions can be prepared. Right of Way negotiations can then be
completed.
PERMITS
Permits will need to be obtained from the Oakland County Road Commission and the Michigan
Department of Environmental Quality.
• No significant issues are anticipated in obtaining the Oakland County Road Commission permit.
• For the MDEQ Permit, hydraulic studies need to be completed and an application completed.
The hydraulic study completed for the Crescent Boulevard Extension included the Flint Street
area, and determined that the culvert under Flint Street just west of Novi Road needs to be
replaced. However, the permit obtained for the Crescent Boulevard Extension will expire in
March 2015. While a permit extension can be requested, approval of an extension by MDEQ is
unlikely unless construction is underway. If a new permit application is required for the
Crescent Boulevard Extension, the new application should include both the Crescent Boulevard
Extension and the Flint Street realignment projects. Additional wetland impacts, floodplain
impacts, and storm sewer connections to the creek along Flint Street could be included in the
permit application. The change in impervious area due to widening of Flint Street also should be
reflected in the hydraulic model.
Relocation of the existing detention pond for the City Center Shopping Center also needs to be
included in the hydraulic studies and MDEQ permit application.
• After the construction is done, A liEMA Letter of Map Revision should be completed to
document the change to the floodplain.

DESIGN
Topographic surveys and geotechnical exploration work are the next steps in the design process that
should be completed. A traffic study also is needed to determine turn lane storage lengths and to
validate the design concept.
UTILITY COORDINATION
Additional information regarding the locations of existing privately owned utilities has been requested.
Necessary relocation work will be estimated as the information is provided and the design progresses.
In addition, the City and the private utility companies should discuss redevelopment needs to ensure that
utilities constructed as part of the roadway project are compatible with utility needs for the area.
