IN RE: BOARD OF COMMISSIONERS — PILOT LOCAL ROAD IMPROVEMENT PROGRAM —
MULTIPLE YEAR PROJECT PLAN REQUIRING THE ROLLOVER OF COMMUNITY ALLOCATION —
CITY OF SOUTHFIELD — RECONSTRUCTION OF CASE AVENUE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the City of Southfield has submitted a Local Road Improvement Program application with a
multiple year project plan requiring the rollover and accrual of the City's maximum County contribution
authorized in the current year's approved distribution formula; and
WHEREAS the proposed budget for the identified project, the Reconstruction of Case Avenue, requires the
accrual of two (2) years maximum County contribution at the current distribution amount for the City of
Southfield of $172,558; and
WHEREAS the Oakland County Board of Commissioners established policies and procedures for the Local
Road Improvement Program with the adoption of Miscellaneous Resolution #16103; and
WHEREAS MR #16103 authorized the Local Road Improvement Subcommittee to establish policies and
procedures regarding the limited rollover and accrual of a municipality's allocation for project plans that
require additional County funding; and
WHEREAS the Local Road Improvement Subcommittee has adopted a policy authorizing a municipality to
submit a multi-year plan for projects that require the accrual of the municipality's allocation for a maximum
of two (2) years; and
WHEREAS approval of multiple year plan and accrual of a municipality's allocation is subject to approval
by the Board of Commissioners; and
WHEREAS a project multi-year plan is to be utilized solely for planning purposes and does not obligate
Oakland County in any way to funding a project; and
WHEREAS rollover and accrual of a municipality's allocation is subject to the continuation of the Local
Road Improvement Program, which has been established as a pilot program; and
WHEREAS a municipality's allocation is subject to change from year to year based upon the factors utilized
in current distribution formula and amendments to the distribution formula approved by the Board of
Commissioners; and
WHEREAS the Local Road Improvement Subcommittee has reviewed the plan submitted by the City of
Southfield for the Reconstruction of Case Avenue and is recommending that the Board of Commissioners
authorizes the City of Southfield 2018 allocation rollover for consideration of the project in 2019, contingent
upon continuation of the program.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
City of Southfield to roll over their 2018 allocation under the Local Road Improvement Program for the
purpose of the City to submit an application for the Reconstruction of Case Avenue in 2019, contingent
upon the continuation of the program.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this
resolution to Oakland County Fiscal Services and the City of Southfield.

2018 APPLICATION FORM
LOCAL ROAD IMPROVEMENT MATCHING FUND PILOT PROGRAM
Backgrount Oakland County has established a Local Road Improvement Matching Fund Pilot
Program for the purposes of improving economic development in Oakland County cities and villages.
The County intends this Program to assist its municipalities by offering limited matching funds for
specific, targeted road maintenance and/or improvement projects on roadways under the jurisdiction
of cities and villages.
Project Policies and Guidelines: The Oakland County Board of Commissioners and the Local Road
Improvement Subcommittee has established policies, procedures and guidelines for project
consideration. These documents have been included as Attachment "A".
Available Funding: Oakland County's maximum contribution for projects in eligible cities or villages
has been established within the distribution formula included as Attachment "B".
The maximum county share for 2018 program projects in Southfield has been set at $172,588.
Reauired Matchina Funds: A city or village participating in the Local Road Improvement Matching
Fund program shall match any funds authorized by the Oakland County Board of Commissioners in
an amount equal to a minimum of 50% of the cost of the total project award. Funding shall be utilized
to supplement and enhance local road maintenance and improvement programs. Funding is not
intended to replace existing budgeted local road programs or to replace funding already committed to
road improvements.

PROJECT INFORMATION
SHORT DESCRIPTION OF PROJECT
Reconstruction of Case Avenue (0.3 miles). This road connects northbound Northwestern Service
Drive to 12 Mile Road, west of Telegraph Road. Part of the major street system in Southfield, Case
Avenue serves as primary or secondary property access to multiple businesses in this district.

- complete reconstruction with 8" of hot mix asphalt (HMA) and new concrete curbs
- reduce road cross-section from 4-lanes to 3-lanes to allow for safe left-turn movements
- improvements at the signalized intersection of Case & 12 Mile will provide a new ADA
compliant crossing of 12 Mile on the west side of Case, includes push buttons
- storm system work to accommodate the new road geometrics
- backfill behind new curbs and reestablish vegetation
- re-stripe road

ECONOMIC IMPACT OF PROJECT
The Local Road Improvement Pilot Program has been established under MCL 123.872, the Gifts of Property Act, which
provides that "A county may grant or loan funds to a township, village, or city located within that county for the purpose
of encouraging and assisting businesses to locate and expand within the county."
DESCRIBE HOW THE PROJECT MEETS THE STATUTORY REQUIREMENT OF ENCOURAGING AND ASSISTING BUSINESS TO LOCATE AND
EXPAND IN THE COUNTY
The City of Southfield and the property owners in the immediate vicinity are aggressively seeking
to repopulate the existing office space in the surrounding district north of the Northwestern Service
Drive and south of 12 Mile Road. The Galleria office complex has invested $4M in building
upgrades in the past two years under new ownership and anticipates another $1M in tenant
improvements. They've been successful in increasing their occupancy from 52% to 72% and are
actively negotiating several new leases,
Credit Acceptance Corporation, at the corner of Case Ave. and 12 Mile, continues to grow; their
5-story building is fully occupied. An improved road condition improves the aesthetics and drive
experience for their numerous employees,
The Meade-Lexus car dealership has been located at the corner of the Northwestern Service Drive
& Case Ave. for nearly 20 years. The dealership has plans to relocate to the Star Theater complex
on the east side of Case Ave. in the next year. A $14M investment in the property will be
undertaken to preserve a scaled back theater on the south side of the building and the dealership
on the north side,
The Star Theater entertainment complex is anticipated to undergo significant renovations as part of
the Meade-Lexus relocation, This movie theater destination for south Oakland County helps
support area restaurants as well as on-site restaurants beyond the standard lunch crowds.
Road conditions in this district have generated constant complaints from tenants to our building
owners and in turn, the City. Businesses were encouraged by the 2017 Northwestern Service Drive
project which received 2016 & 2017 LRIP funds and look forward to Case Road reconstruction.
The pledge by the County and City of improvements to the deteriorated Case Avenue will help to
improve the overall attractiveness of the commercial office and retail properties along the corridor,
foster a sense of partnership with the City, and will improve landowner standing in lease
negotiations.
OPTIONAL MULTI-YEAR PROJECT PLAN
The Local Road Improvement Program has been expressly established as a pilot program. There is no guarantee the
program will be continued from year to year. The Local Road Improvement Program Subcommittee recognizes that the
allocation authorized for local governments may not provide adequate funding in a single year to allow a project to
move forward. Local governments shall be offered the opportunity to submit project plans that would necessitate the
accumulation of multiple years of the community's allocation amount to fulfill the County's share of a project budget. A
multi-year protect plan submittal shall not exceed two years in duration. The allocation amount available to each
community is subject to change annually based upon the factors utilized in the distribution formula. Consideration of
multi-year project plans does not obligate Oakland County in any way to fund any project or program in the future.
These plans are meant to be utilized for planning purposes and for consideration by the Oakland County Board of
Commissioners to authorize a limited carryover of a community's allocation year to year.
DESCRIPTION OF MULTI-YEAR PLAN INCLUDING ESTIMATED PROJECT BUDGET AND CARRYOVER PERIOD OF COMMUNITY'S
ALLOCATION
Case Avenue reconstruction will be approximately a $2.1M investment. The City of Southfield
would like to use both our 2018 and anticipated 2019 LRIP funds to construct this project in 2019.
Project shall include the following:
- complete reconstruction with 8" of hot mix asphalt (H MA) and new concrete curbs

The Local Road Improvement Program Subcommittee of the Finance Committee of the Oakland County Board of
Commissioners has been tasked with managing this program and making recommendations for project approval. Please
supply any additional information you believe may be helpful in the consideration of your application.

REPORT FOLLOWING COMPLETION OF THE PROJECT
MCL 123.872 requires that "the grant or loan contract made by a county shall require a report to the county board of
commissioners regarding the activities of the recipient and the degree to which the recipient has met the stated public
purpose of the funding".
