MISCELLANEOUS RESOLUTION #18281 /1-// BY: Commissioner Adam Kochenderfer, District #15 IN RE: BOARD OF COMMISSIONERS - SUPPORY OF SENATE BILL 983 - SCHOOL EMERGENCY OPERATIONS PLAN To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the safety of Oakland County citizens and school-a ged children are put at risk by the escalatin g threat of g un violence; and WHEREAS Oakland County leaders strive to combat the ever-increasin g dangers of gun violence ; throu gh the promotion of school safety assessments and emergency operating plan the Board supports the intention of the Michi gan Senate to eliminate the risks associated with gun violence and defend an environment in our local schools solel y for the purposes of educating our students ; and WHEREAS the Oakland Count y Board of Commissioners is in support of Senate Bill 983 which seeks to amend the Revised School Code re quirin g school districts, intermediate school districts or public school academies to develop an emergency operations plan for each buildin g it operates by January 1, 2020; and WHEREAS the Emergency Operations Plan would include g uidelines and procedures that address school violence and attacks, threats of school violence and attacks, bomb threats, a plan to improve school buildin g security and an active shooter protocol amon g others; and WHEREAS school safety measures and other preparation activities are becomin g more and more common in American schools; and WHEREAS the U.S. Department of Education, National Center for Education Statistics, published their congressional mandated annual report, The Condition of Education 2018, summarizin g the latest data on education in the United States, this report found that 92% of public schools reported havin g a plan in place for procedures to be performed in the event of an active shooter; and WHEREAS a survey by the Government Accountability Office found that nearly two-thirds of U.S. schools hold some form of "active-shooter" drills to teach kids and teachers how to react in the event that an armed intruder enters the school ; and WHEREAS now, more than ever, Oakland County constituents are demandin g leadership from elected leaders at all levels of government on the critical issue of preventin g g un violence and ensuring the safety of our children ; and WHEREAS the Oakland County Board of Commissioners supports local school administrators in their ongoing, school safety assessments ensurin g each school buildin g has an effective emergency plan for violent situations. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereb y declares their support of Senate Bill 983 re q uirin g school districts, intermediate school districts and public school academies to develop an emergency operations plan for each school buildin g operated by the school district, intermediate school district or public school academ y. BE IT FURTHER RESOLVED the Oakland Count y Board of Commissioners appeals to the Michi gan legislature to adopt important public safet y legislation, without further dela y, to ensure the safety of Oakland County students. BE IT FURTHER RESOLVED that the Oakland Count y Clerk/Reg ister of Deeds is requested to forward copies of this adopted resolution to the Governor of the State of Michi gan, the Lt. Governor of the State of Michigan, the Oakland County members of the Michi gan cong ressional deleg ation, the members of the Oakland County delegation to the Michi gan Legislature, the members of the Michi gan House Appropriations Committee, the members of the Michi gan Senate Education Committee, the members of the Oakland Intermediate School District Board of Education, the superintendent to the Oakland Intermediate School District and all local school district superintendents within Oakland Count y.
