HomeMy WebLinkAboutResolutions - 1994.04.28 - 23974• MCIrch 24, 1994 MISCELLANEOUS RESOLUTION #94080 . • BY: PLANNING AND BUILDIN6 COMMITTEE, CHARLES PALMER CHAIRPERSON IN RE: DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOP- MENT/DEVELOPMENT AND PLANNING DIVISION - WOODWARD AVENUE CORRIDOR STUDY TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the cities of Berkley, Birmingham, Ferndale, Hunting- ton Woods, Pleasant Ridge, and Royal Oak have expressed a desire to cooperatively work together to prepare a Woodward Avenue Corridor Plan; and WHEREAS Oakland County, through the Development and Planning Division has agreed to provide project management and some staff support; and WHEREAS operational expenses associated with the preparation of the Woodward Avenue Corridor Study are estimated to be $77,000; and WHEREAS the operational expenses will be fully financed by the participating cities, grants, and private sector contributions, with no funding by Oakland County required; and WHEREAS there is a need to manage and account for the operating expenses by Oakland County. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the establishment of Fund# 70504 for the Woodward Avenue Corridor Study. TELEGRAPH ROAD, PONTIAC MI 48341 (313)858-0720 MEMORANDUM Frum: To: Date: Subject: Deborah Kay Schutt Oakland County Board of Commissioners' Finance, and Planning and Building Committee February 23, 1994 Woodward Corridor Study and Need for New Account Policy Implications County Financial Policies require Board of Commissioner Approval to set up a new account. Background In the summer of 193 the Department of Community and Economic Development was approached by Commissioner John McCulloch and representatives from the city of Royal Oak requesting assistance in developing a plan for Woodward Avenue. Recognizing that success of a plan for Royal Oak hinges on improvements on the opposite side of the street and in areas of the corridor to the north and south, representatives from the communities of Ferndale, Berkley, Birmingham, Huntington Woods and Pleasant Ridge were invited to a meeting to ascertain their interest in developing a comprehensive plan for the Corridor from 8 Mile to Big Beaver. The communities unanimously agreed to work together to develop a plan and committed financial support. The County Community and Economic Development Department would manage the plan development and provide some staff support. Attached you will find a copy of the program overview that describes the project. The operational expenses for the project will be funded by the communities and through private contributions. The entire operational budget is estimated to be $76,000. To date the cities have contributed $13,000 and First of America has contributed an additional $3,000. Since the moneys for this project are generated and expended outside the county's normal financial system, there is a need to set up a new account. The Treasurer's Office has agreed to administer the account. A budget has been prepared and adopted by the Woodward Avenue Steering Committee. I will be responsible for approval of expenditures, as Project Manager, within the approved budget with co-signature from Jeff Kaczmarek, Manager of Development and Planning. Various communities within Oakland County have expressed a desire to cooperatively work together to prepare a Woodward Avenue Corridor Plan. 2. Operational expenses associated with the preparation of the Woodward Avenue Corridor Study will be fully financed by the participating cities, grants, and private sector contributions, with no funding required by Oakland County. 3. The establishment of Fund #70504 will account for the expenses for the Woodward Avenue Corridor Study and a budget, as shown below, will be established.
