RE: Michigan Association of Counties 1994 Excellence in
Government Award
TO: The Oakland County Board of Commissioners
Chairman, Ladies and Gentlemen:
WHEREAS, the Michigan Association of Counties annually
presents awards in a statewide competition for outstanding
performance by County Elected Officials, and
WHEREAS, to most Oakland County employees and elected
officials, the only County Clerk/Register they have ever known is
Clerk/Register Lynn D. Allen who has served the citizens of
Oakland County since 1968, and
WHEREAS, it is not just length of service which makes Lynn
special, nor is it just his in-depth knowledge of the intricacies
of County government, nor just his leadership abilities, nor just
his tenacious dedication to the duties of his office; it is a
combination of these and so much more.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners does hereby nominate Lynn D. Allen, Oakland
County Clerk/Register for the Michigan Association of Counties
1994 Excellence in County Government Award in recognition of his
quarter century of service to the County of Oakland.
Chairman, I move the adoption of the foregoing resolution.

COUNTY CLERK/REGISTER OF DEEDS
OAKLAND COUNTY
LYNN WAS BORN IN PONTIAC ON JULY 13TH, 1925, AND EXCEPT FOR
THE TIME SPENT IN THE MILITARY SERVICE DURING WORLD WAR II, HAS
BEEN A LIFELONG RESIDENT.
HE ATTENDED THE PUBLIC SCHOOLS IN PONTIAC WHERE HE WAS ACTIVE
IN SCHOOL ACTIVITIES AND SPORTS. LYNN'S FAVORITE SPORTS WERE
FOOTBALL AND FLYING. HE PLAYED ON THE PONTIAC HIGH SCHOOL
SAGINAW VALLEY CHAMPIONSHIP FOOTBALL TEAM IN 1943.
AFTER GRADUATION HE ENTERED THE UNITED STATES ARMY AIR CORPS
DURING WWII AND FLEW COMBAT WITH THE 8TH ARMY AIR FORCE,
RECEIVING THE AIR MEDAL WITH THREE OAK LEAF CLUSTERS PLUS
THREE BATTLE STARS AND PRESIDENTIAL UNIT CITATION.
AFTER HIS TOUR OF DUTY, HE ENTERED COLLEGE AT THE UNIVERSITY OF
DETROIT, THEN WENT ON TO CENTRAL MICHIGAN UNIVERSITY AND
GRADUATED FROM NORTHERN ILLINOIS COLLEGE OF OPTOMETRY IN
SEPTEMBER-1950 WITH HIS BS DEGREE AND DOCTOR'S DEGREE IN
OPTOMETRY.
LYNN ALLEN HAS SERVED OAKLAND COUNTY AS COUNTY CLERK/REGISTER
OF DEEDS SINCE NOVEMBER -J.968.
IN 1969 HE WAS APPOINTED BY THE GOVERNOR TO THE MICHIGAN
AERONAUTICS COMMISSION AND SERVED AS ITS VICE CHAIRMAN FROM
1970-1971 AND CHAIRMAN FROM 1971-1972. HE WAS REAPPOINTED IN
1972 FOR FOUR MORE YEARS BY GOVERNOR WILLIAM MILLIKEN.
HE WAS A MEMBER OF THE BOARD OF TRUSTEES, PONTIAC GENERAL
HOSPITAL FROM 1958-1972 AND SERVED IN THE OFFICE OF SECRETARY,
TREASURER AND VICE CHAIRMAN OF THAT BOARD AND NOW SERVES AS
ONE OF THE PGH (PONTIAC GENERAL HOSPITAL-NOW KNOWN AS THE
NORTH OAKLAND MEDICAL CENTER) GENERALS.
LYNN HAS SERVED HIS COMMUNITY WELL; HE HAS BEEN ACTIVE IN THE
JAYCEES (PAST OFFICER AND BOARD MEMBER), WEST PONTIAC KIWANIS
(PAST PRESIDENT), UNITED FUND LEADER, CAMPFIRE BOARD, FIRST
PRESBYTERIAN CHURCH (SERVING AS DEACON, MEN'S CLUB PRESIDENT
AND IS PRESENTLY SERVING AS AN ELDER), AND A MEMBER OF ELK'S
#810, AMERICAN LEGION, DAV AND THE OAKLAND COUNTY SPORTSMAN'S
CLUB.
HE WAS ACTIVE IN THE CHAMBER OF COMMERCE AVIATION COMMISSION
WHEN OAKLAND-PONTIAC AIRPORT WAS EXPANDED.

HE IS PRESENTLY A PRIVATE PILOT AND OWNER OF ROCKWELL
COMMANDER 157 JJ
LYNN HAS BEEN HONORED BY THE PONTIAC JAYCEES AS MAN OF THE
YEAR, BY THE AMERICAN LEGION WITH THEIR AMERICANISM AWARD, BY
MICHIGAN STATE UNIVERSITY'S CONTINUING EDUCATION DIVISION AND
THE MICHIGAN CLERKS' ASSOCIATION AS CLERK OF THE YEAR AND BY
THE MICHIGAN HOUSE AND SENATE WITH CONCURRENT RESOLUTION
( SENATE BILL 472 AND HOUSE BILL 340 AND 564) .
HE IS PAST PRESIDENT OF THE MICHIGAN CLERKS ASSOCIATION AND
LIAISON BETWEEN THE CLERKS ASSOCIATION AND THE MICHIGAN JUDGES'
ASSOCIATION.
HE HELPED DESIGN AND IMPLEMENT THE FIRST ON-LINE COMPUTER
COURT SYSTEM IN THE WORLD._ HE HAS WRITTEN AND HAD PUBLISHED
ARTICLES REGARDING THE mum COURT SYSTEM. HE SERVED ON THE
COMPUTER USERS ADVISORY COMMITTEE (CUAC) AS ITS CHAIRMAN. HE'S
THE PARLIAMENTARIAN FOR IACREOT (INTERNATIONAL ASSOCIATION OF
CLERKS, RECORDERS, ELECTION OFFICIALS AND TREASURERS) AND ALSO
SERVES A CHAIRPERSON OF THEIR COURT AND CHARTER COMMITTEE.
HE'S ALSO THE CHAIRMAN OF THE COURT REFORM COMMITTEE FOR THE
MICHIGAN ASSOCIATION OF COUNTY CLERKS.
LYNN ALLEN HELPED DESIGN AND IMPLEMENT THE ON-LINE LAND
RECORDING SYSTEM FOR OAKLAND COUNTY AS WELL AS THE ON-LINE
SYSTEM FOR THE CAMPAIGN FINANCE REPORTING.
HE HAS COMPLETED THE MICHIGAN SUPREME COURT MANAGEMENT
SERIES, SERVES ON THE CITIZENS' COMMISSION TO IMPROVE MICHIGAN
COURTS, SERVES ON THE SUPREME COURT COMMITTEE TO EVALUATE THE
USE OF VIDEO RECORDINGS IN THE COURTROOM (VIDEOTAPE RECORD
ADVISORY COMMITTEE) AND OTHER COURT-RELATED COMMITTEES,
BELONGS TO THE AMERICAN JUDICATURE SOCIETY, IS A MEMBER AND
PAST PRESIDENT OF THE MICHIGAN COUNTY CLERKS' ASSOCIATION,
MEMBER OF THE REGISTER OF DEEDS ASSOCIATION, MEMBER OF THE
UNITED COUNTY OFFICERS ASSOCIATION, MEMBER OF THE MICHIGAN
ASSOCIATION OF COURT MANAGERS AND A MEMBER OF THE NATIONAL
ASSOCIATION FOR COURT MANAGEMENT. LYNN ALLEN WAS ONE OF THE
FIRST CLERK/REGISTERS CERTIFIED BY THE INTERNATIONAL CONTINUING
EDUCATION CERTIFICATION COMMITTEE OF LACREOT. HE HAS ALSO
SERVED ON THE NACo TRANSPORTATION COMMITTEE AS AN ADVISOR FOR
THE AVIATION COMMISSION HAVING SERVED ON THE MICHIGAN
AERONAUTICS COMMISSION.
LYNN ALLEN'S LATEST PROJECT WAS TO HAVE OAKLAND COUNTY
PARTICIPATE IN A UNIFIED COUNTY-WIDE VOTING SYSTEM; HIS DREAM IS
WELL ON ITS WAY TO BECOMING A REALITY.

Moved by Jensen supported by Gosling the resolution be adopted.
Moved by Aaron supported by McPherson the resolution be amended to include
the nomination of Medical Examiner Ljubisa Dragovic as outstanding County staff
employee.
A sufficient majority having voted therefor, the amendment carried.
Moved by Aaron supported by Oaks the resolution be amended to include the
nomination of Lawrence Pernick as outstanding County Commissioner.
