PALMER, 'CHAIRPERSON IN RE: FACILITIES MANAGEMENT - ACCEPTANCE OF CONTRACT SERVICES FOR VALET PARKING AT THE COURTHOUSE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS, on November 30, 1993 this committee received a report detailing a proposed plan for expansion of the South Courthouse Parking Lot, including a plan to implement valet parking at the North Entrance of the Courthouse; and WHEREAS, specifications were developed and the Purchasing Division received five (5) proposals from viable valet service companies; and WHEREAS, it was found that Four Star Parking Systems, Inc. submitted a proposal which represents minimal costs to the public and employees; and WHEREAS, this contract will not cost the County any monies in direct cost nor will it generate any revenues, an amendment to the 1994/95 adopted budget is not necessary; and WHEREAS, incidental costs associated with providing the service will not exceed $1,000 and can be absorbed within the Facilities Maintenance & Operations budget. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the Department of Facilities Management and the Department of Management and Budget to establish a contract with Four Star Parking Systems, Inc. of Farmington Hills, Michigan, for a period of one year, commencing upon completion of the site work related to the West Wing Extension project. Palmer, Chairperson 3-7-94 COURTHOUSE VALET PARKING REPORT On November 30, 1993, a plan was presented by the Department of Facilities and Management and approved by the Planning and Building Committee to expand the South Courthouse Parking Lot to relieve existing and anticipated parking congestion in the immediate vicinity of the Courthouse. One part of the plan included providing valet parking services at the north first floor public entrance. Cars would be parked in and retrieved from the under-utilized parking lot north of the North Office Building. Users would be charged a nominal fee of $2.00 a day, and properly identified vehicles for the handicapped would be parked free of charge. Oakland County will not receive any commissions from the vendor. Costs to the County in providing temporary power to a contractor-provided valet booth is less than $1,000 and can be absorbed in the 1994 F.M.O. budget. We estimate valet parking services should reduce parking demand in the immediate area of the Courthouse by an average of 50-100 vehicles. Specifications were developed and the Purchasing Division received five (5) proposals, a summary is attached. After evaluating the proposals we recommend awarding a contract to Four Star Parking Systems, Inc. This company submitted the lowest proposal at reasonable rates and will provide the following services and features: • Free valet parking for the handicapped. • $2.00 a day valet parking for the public and employees with unlimited daily use. • $20.00 for a coupon book of 20 valet parking coupons for the public or employees. This also includes unlimited daily use. • Beeper and telephone car retrieval system for prompt service. • All valet personnel are to be properly insured, trained and uniformed. We expect to have the valet parking services in effect in June after completion of the site work related to the West Wing Extension project. We will keep the Committee advised of the schedule and the effectiveness of the program. Attached for additional information is a summary of the five (5) proposals to provide valet parking services and a map showing the valet drop-off and parking areas. Also attached is a suggested resolution for the Committee's review.
