MISCELLANEOUS RESOLUTION #94083

IN RE: DEPARTMENT OF INSTITUTIONAL AND HUMAN SERVICES/MEDICAL
EXAMINER - PURCHASE OF MASS SPECTROMETER
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Medical Examiner is required to
investigate and determine the cause of death within the boundaries
of Oakland County; and
WHEREAS included in the required investigation is a thorough
post mortem examination which analyzes body chemicals and other
fluids in order to accurately determine the cause of death; and
WHEREAS a mass spectrometer is an essential piece of equipment
in chemical analysis; and
WHEREAS the Medical Examiner's office currently does not have
a mass spectrometer, therefore, fluids requiring testing are sent
to out-of-state laboratories, turn-around time for test results is
approximately three (3) to six (6) weeks; and
WHEREAS the Medical Examiner would realize a number of
benefits from obtaining its own mass spectrometer, including the
ability to analyze fluids in a matter of days rather than weeks,
thereby speeding the investigation process, reduction in
professional services expense by eliminating the need to transfer
most fluids to an outside laboratory for analysis, and a
possibility of generating outside revenue by offering the services
of the mass spectrometer to local medical examiners; and
WHEREAS a variety of vendors can provide a new mass
spectrometer at an estimated cost of $185,000; and
WHEREAS this piece of equipment can be purchased by the
County's equipment fund and leased back to the Medical Examiner to
provide for future replacement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the request for bids to purchase a mass
spectrometer for the Medical 9ffice.
BE IT FURTHER RESOLVED that the linguergi:sta-Le purchased by the
Equipment Fund and leased back to the Medical Examiner so as to
provide for future replacement.

SUBJECT: Request for the Purchase of an El/C: Quadrapole Mass Spectrometer
INTENDED USE:
This instrument will be used for the identification and quantitation of drugs and
metabolites which are present in blood in the nanoaram (parts ber billion) and
sub-nanogram range. Two such druas, Cocaine and Marijuana, are currently being
analyzed by a Forensic Toxicolocy Laboratory in Pennsylvania. The "turn around
,,- time" for these tests is typically 2-4 weeks at a projected (first 6 months 1992
x 2) annual cost of 530,000.
ADVANTAGES OF PURCHASE:
1. Tests would be performed "in house", thus maintaining greater control over
the "chain of custody".
2. "Turn around time" could be reduced to one week.
3. In addition to reducina outside expenditures and improving the turn-around
time, we would be able to effectively screen most of our cases for these two
drugs. Because of its widespread recreational use and the potential for
precipitating fatal cardiovascular events, screening all cases for cocaine
is fast becominc the standard of practice in Forensic Toxicology.
COSTS, SAVINGS AND REVENUE ENHANCEMENT:
1. At an estimated cost of $160,000-$175,000 and an annual savincs of $30,000,
the instrument will pay for itself in 5.3-5.8 years.
2. With an instrument life expectancy of 8-10 years, a savings of 566,000-S141,000
could be achieved. Analysis of other drugs by this •system will result in
additional savinas.
3. Revenue enhancement is also possible by marketing the services of our Forensic
Toxicology Laboratory to non-Oakland County clients. A list of these services
is attached.

Includes a qualitative
identification of the following
drua classes by FPIA: Amphetamines,
Barbiturates, Benzodiazepines,
Cannabinoids, Cocaine, Methadone,
Opiates, Phencyclidine, Propoxyphene.
Individual members of each drug
class may be identified by gas
chromatography.
A panel of tests described in A, B, C and 0 could be marketed for $100.00

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #94083 and finds:
1. The Public Services Committee has agreed with the Medical
Examiner request to purchase a mass spectrometer to
conduct testing in the performance of required duties.
2. Estimated initial equipment cost is approximately
$185,000, of which $170,000 is capital cost and $15,000
is staff training; bids will be let to qualified vendors
to supply the equipment.
3. The County Equipment Fund will purchase the equipment and
lease it back to the Medical Examiner, to cover both
maintenance and depreciation cost.
4. The Equipment Fund has resources to cover the capital
cost of the equipment, no additional appropriation is
required.
5. Annual operating cost (equipment fund lease charge)
equals $20,000, cost for the balance of 1994 equals
$10,000.
6. Funds are available in the Medical Examiner's
Professional Services budget to cover the annual
operating cost for the balance of 1994 and 1995,
anticipated revenue from Medical Examiner sponsored
seminars will fund the required training.
7. The following amendments to the 1994/1995 Biennial Budget
are recommended:
