MISCELLANEOUS RESOLUTION #94I29 BY: PUBLIC SERVICES COMMITTEE, LAWRENCE A. °BRECHT', CHAIRPERSON IN RE: SHERIFF DEPARTMENT - CRIMP PROGRAM SAVINGS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS pursuant to Miscellaneous Resolution #93106, the Oakland County Board of Commissioners approved the Cost Reduction Incentive Management Program (CRIMP); and WHEREAS the Sheriff Department requested that the Department of Central Services/Support Services Division determine the actual savings to the County's governmental fund budget by changing the markings on Sheriff patrol vehicles from painted black markings on the side and roof, to the striping of vehicles; and WHEREAS the average turnover for Sheriff Department is 48 vehicles per year; and WHEREAS the use of striping on Sheriff patrol vehicles will result in actual savings of $65.50 per car and increase the resale value by $500 per vehicle resulting in annual savings of $22,500 (see attached schedule); and WHEREAS the annual savings from the striping of Sheriff's patrol vehicles is eligible for CRIMP. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners recognizes the efforts of the Sheriff Department and the Department of Central Services/Support Services Division related to implement- ing the CRIMP program. Daddow Director of Management & Budget FROM: David Quigley, Chief - Support Services IN RE: CRIMP SAVINGS FROM STRIPING SHERIFF'S PATROL VEHICLES DATE: March 21, 1994 At the request of Captain McCabe, the Garage staff investigated changing the markings on Sheriff's patrol vehicles. It is estimated that changing to striping will save the County more than $22,500 per year. These savings may be eligible for the CRIMP program. Please allow us to explain the program. Previously, the County purchased white patrol vehicles and painted the black markings on the side and roof. Recently, the Michigan Sheriff's Association put together a marking kit which includes striping, a Sheriff's star with Michigan emblem, and the necessary letters for a patrol car. The time and materials under the old program cost the garage $343.50 ter vehicle. The new cost is projected to cost $278.00. This results in an immediate savings of $65.50 per vehicle. Further the markings will be removed before the vehicles are sold in the auction, which should improve their resale value. It is estimated the vehicle price increase will average $500. This was determined by comparing the County average price for a patrol car to a wholesale price as published by the North American Dealers Association guide book. We understand that the resale price increase is an estimate and that the CRIMP program requires "actual" savings. We are willing to work with your staff to measure the savings. McCULLOCH, CHAIRPERSON IN RE: SHERIFF DEPARTMENT - CRIMP PROGRAM SAVINGS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #94129 and finds: 1. The Sheriff Department has proposed changing the markings on Sheriff Patrol vehicles to a striping process. 2. The Department of Central Services/Support Services Division staff estimates that this change will save $65.50 per patrol vehicle. In addition, review of industry experience indicates that resale value may increase by $500 per vehicle through this change. 3. Anticipated annual savings equals $22,500, based on the average turnover of patrol vehicles. 4. On-going savings will be reflected in reduced leased vehicle rates charged by the Support Services Division to the Sheriff Department. 5. For 1994, the amount of money saved from the striping of patrol vehicles, as well as increased resale value of auctioned vehicles, will be placed in the CRIMP fund (4- 26900-431-01-00-8101). The amount is to be verified with the 1994 year-end closing. 6. The 1994-95 Budget is amended as shown below.
