The Finance Committee, having reviewed the above-referenced
resolution on May 5, 1994, reports that it concurs with the
recommendation of the Board of Commissioners Ad Hoc Committee and
also recommends an amendment to the General Government Committee
resolution as follows:

WHEREAS the Board of Commissioners has reviewed and evaluated -
its current organization and has determ±ned its staffing ne e ds, and
finds that a reorganization of the legislative branch of covenment
can be attained that will fill the responsibilities and function=
of those positions vacated through the early retirement program,
and will simultaneously reduce personnel costs, and
WHEREAS this reorganization and cos: reduction is in addition
to the cost reduction which the Board of Commissioners accomolish ed
through the 1994-95 Biennial Budget process, with thc deletion of

Chairperson, Ladies and Gentlemen:
The Personnel Committee, having reviewed the above-referenced
General Government Committee on April 20, 1994, reports with the
recommendation that the resolution be adopted with the following
amendments to the NOW THEREFORE BE IT RESOLVED paragraph:

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Board of Commissioners has reviewed and evaluated
its current organization and has determined its staffing needs, and
finds that a reorganization of the legislative branch of government
can be attained that will fill the responsibilities and functions
of those positions vacated through the early retirement program,
and will simultaneously reduce personnel costs, and
WHEREAS this reorganization and cost reduction is in addition
to the cost reduction which the Board of Commissioners accomplished
through the 1994-95 Biennial Budget process, with the deletion of
one position as part of their Budget Task.
NOW THEREFORE BE IT RESOLVED that the following positions,

A. DESCRIPTION
GENERAL SUMMARY
Under limited direction, is responsible for ensuring that Board of Commissioner members are provided with
requested information regarding proposals involving funding, organizational and/or program changes within
the various County departments. Researches and identifies areas of concern, makes analysis and
recommendations and prepares written summaries or reports for Board of Commissioner members.
Organizes, plans and directs the daily operations of staff. Maintains and develops contact with various
personnel and organizations in order to remain current on new government programs and innovative
planning and research. Exercises authority over the Board of Commissioners—Administration staff in the
absence of the Chief—BOC Administration.
SUPERVISION EXERCISED
Exercises supervisory authority over Program Evaluation and Operations Anal staff. Instructs, assiEns,
scliedules and checks work, appraises performance and recommends employees for increases or promotion.
Recommends on hiring, disciplining and discharge of employees.
TYPICAL DUTIES AND RESPONSIBILITIES
Defines the parameters of research projects and assists in the formation of detailed work programs for
staff.
Evaluates and guides staff progress to ensure that research, analysis and/or written reports meet established
standards and address project goals and objectives.
Formulates new programs and projects designed to meet the evolving program evaluation and informational
needs of the Board of Commissioners.
Advises the Commissioner—Chairperson on the progress of current projects and the findings of completed
projects to ensure that the chairperson is continually aware of project information.
Examines existing County programs when directed by the Board of Commissioners to evaluate and
determine cost effectiveness, and prepares reports for review by the Commissioner—Chairperson.
As directed by the Commissioner—Chairperson participates in management improvement studies involving
the analysis of departmental systems, organization, methods, structures, functions, work procedures, basis
of operations, financial sources and duplication of programs.

As directed by the Commissioner—Chairperson ensures that requests from Commissioners are responded
to, involving the review of specific segments of proposals being considered or the obtaining and/or
analyzing of data which may be useful to Commissioners in determining their position on given issues.

informed of new government programs and innovative planning and research.

A. Reauired Minimum Qualifications
1. Possess a Bachelor's degree from an accredited college or university with a major in
Public Administration, Political Science, Business Administration, or a closely related
field; and
2. Have had at least five (5) years of full—time work experience in the formulating,
coordinating and directing of research and analysis in any or all of the followinv areas:
organizational operations; program planning, development, or evaluation; and financial
management.
NOTE: A Master's degree in one of the fields listed above may be substituted for one
(1) year of the work experience described above.
3. Pass the complete examination, including the employment medical, established for this
class.
4. Successfully complete the six month probationary period.
B. Additional Desirable Qualifications
1. Considerable knowledge of the rules, regulations and laws which impact county

Under limited direction, is responsible for directing and coordinating the administration of the legislative
Branch of government and the maintenance of administrative services for the smooth, efficient functioning
of the Board of Commissioners. Serves as an advisor to the Commissioner—Chairperson, assists all
members in the performance of their duties, directs Board of Commissioners professional, technical and
clerical employees. - Performs a wide variety of liaison duties between Oakland County Board of
Commissioners and state and federal legislators. Assists in the formulation of the County's legislative
program. Exercises authority over the Program Evaluation staff in the absence of the Chief—Program
Evaluation and Operations Analysis.

TYPICAL DUTIES AND RESPONSIBILITIES
Directs the planning, budgeting, staffing and supervisory functions required to produce efficient
administration of the activities of the legislative branch of county government. Directs the planning and
organization of Board of Commissioners Administration operations by establishing work methods and
procedures to ensure compliance with adopted Board rules and applicable state statutes. Works closely
with Corporation Counsel and outside counsel employed by the Board to ensure that committee and board
actions are legal_
Acts as an aide and advisor to the Commissioner—Chairperson, serving as liaison to county departments
and other elected and appointed officials and. various agencies, both within Oakland County government
and its political subdivisions, and other public and private agencies and institutions.
Directs the drafting of and authors resolutions, proclamations, reports, press releases, speeches and
correspondence as requested by the Commissioner—Chairperson, committees of the Board, the Board or its
members.

Directs the preparation of the agenda for the Board of Commissior-Ts and committee meetings and
supervises the Board's administrative personnel in the compilation of agenda material, including legal and
technical documents, from all county departments to ensure timely and accurate agenda information.
Directs the maintenance of the official record of minutes for each committee of the Board of
Commissioners, the posting of official notices, the recording of proceedings of committee meetings, the
transcription of those proceedings and their printing and distribution in keeping with the Open Meetings
Act.
Directs the planning and organizing of conference registrations, travel and housing arran.c:ements for local
and out—of—town meetings for Commissioners. Assists and represents the Commissioners by gathering -
information, scheduling meetings, and locating and providing necessary materials.
Prepares annual Board of Commissioners Administration budget, presents budget to committees of the
Board, oversees the adopted budget and approves departmental expenditures.
Administers, coordinates, plans and reviews all internal departmental procedures and records, including
personnel and payroll documents, expense vouchers, purchases orders, work orders and invoices.
Researches, evaluates and prepares background information related to pending or proposed legislation
affecting local government, aiding in the development and implementation of the County legislative
program.
Prepares and presents reports on current leative matters to County Board of Comm ssioners, the
General Government Committee and other committees, and various County administrators to assist them
in their decision—making processes or in preparing proposals for new or revised legislation.
Maintains verbal and written communications with state and federal legislators and Oakland County
administrators to create and maintain good public relations, to provide explanation and support of the
County's position on legislative matters, and to obtain information necessary to prepare recommendations
and reports.
Assists Commissioners. legislators or administrators in drafting proposed legislation and board resolutions
by researching existing legislation and obtaining background data from administrators and legislators or
their staff members.

A. DESCRIPTION
GENERAL SUMMARY
Under general direction, functions as a staff and resource person for the Board of Commissioners' assigned
standing committees and responds to individual Board Members' request for information as approved by
standing committees and coordinated and prioritized by the Board Chairperson (and/or Oversight
Committee, if necessary). Conducts research on proposals presented to the Board of Commissioners and
provides analysis, recommendations, alternatives and reports as requested by various committees, the Board
Chairperson and Vice—Chairperson. Functions as a liaison with County departments, outside agencies and
firms and other government officials as requested by various committees, the Board Chairperson and Vice—
Chairperson.
SUPERVISION EXERCISED
None.
TYPICAL DUTIES AND RESPONSIBILITIES
As directed by standing committees and assigned by the Board Chairperson, conducts management
improvement studies involving the analysis of departmental systems, organization methods, structures,
functions, work procedures, basis of operations, financial sources and duplication of programs. Presents
reports and recommendations to various standing committees and subcommittees as requested.
Functions as a staff and resource person at assigned Board of Commissioners' standing committees
assigned by the Board Chairperson. Performs research requested by committees and individual members,
if approved by the committee. Reviews materials presented by administration and other elected official
departments. Identifies potential problems, verifies information and develops alternatives for
Commissioners' review when appropriate.
Attends budget hearings and assists in the review of requested appropriations through the presentation and
exposition of data concerning the fiscal condition of operating departments and the interpretation of such
data.
Participates as a representative of the Board of Commissioners on various subcommittees and ad hoc
Committees. Provides updates on activates and progress of the committees to the standing committees and
Board Chairperson.

Provides assistance in the review of outside auditors' reports as they pertain to assigned areas of
responsibility. Assists in identifying areas in need of audits, coordinates audit activities with the Audit
Subcommittee and provides assistance to the auditors.
Conducts research for various studies assigned by the Board Chairperson, Vice—Chairperson and standing.
committees. Gathers information from public records, reports, financial statements, etc. Organizes and
summarizes information and prepares and presents reports as required.
On matters relating to areas of responsibility of assigned standing committees, provides assistance to
outside attorneys retained by the Board of Commissioners to represent the Board on specific issues and
lawsuits. Coordinates with involved departments in the collection of data needed by outside counsel.
Functions as a liaison with other governmental officials on specific areas of concern to the County. Meets
with officials to gather or provide information and assists individual Board of Commissioner members in
responding to requests and questions of other government officials.
Represents the Board of Commissioners, when assigned by standing committee chairpersons and/or the
Chairperson at hearings regarding legislative actions at the federal, state and local level affecting County
government.

Administration, Business Administration, Accounting, Economics, Political Science, or a related

2. Have had three (3) years of full—time work experience in financial analysis, business
administration, accounting, economic analysis, system analysis, personnel administration, or related
area.
NOTE: A Musters degree in one of the fields listed above may be substituted for one (I) year
of the work experience described above.

BE IT FURTHER RESOLVED that should the position of Chief - Board of
Commissioners Administration become vacant, the position will be
reviewed by the Personnel Committee as to Merit System status.
A sufficient majority having voted therefor, the amendment carried.
Moved by McCulloch supported by Pernick the resolution be amended in the
Fiscal Note, item #4, by changing the Professional Services amount in 1995 to
$77,122 and shifting the difference of $49,034 to the Salary Adjustment account
(#4-10100-909-01-00-9901).
A sufficient majority having voted therefor, the amendment carried.
