DESCRIPTION GENERAL SUMMARY Under limited direction, is responsible for ensuring that Board of Commissioner members are provided with requested information regarding proposals involving funding, organizational and/or program changes within the various County departments. Researches and identifies areas of concern, makes analysis and recommendations and prepares written summaries or reports for Board of Commissioner members. Organizes, plans and directs the daily operations of staff. Maintains and develops contact with various personnel and organizations in order to remain current on new government programs and innovative planning and research. Exercises authority over the Board of Commissioners—Administration staff in the absence of the Chief—BOC Administration. SUPERVISION EXERCISED Exercises supervisory authority over Program Evaluation and Operations Anal staff. Instructs, assiEns, scliedules and checks work, appraises performance and recommends employees for increases or promotion. Recommends on hiring, disciplining and discharge of employees. TYPICAL DUTIES AND RESPONSIBILITIES Defines the parameters of research projects and assists in the formation of detailed work programs for staff. Evaluates and guides staff progress to ensure that research, analysis and/or written reports meet established standards and address project goals and objectives. Formulates new programs and projects designed to meet the evolving program evaluation and informational needs of the Board of Commissioners. Advises the Commissioner—Chairperson on the progress of current projects and the findings of completed projects to ensure that the chairperson is continually aware of project information. Examines existing County programs when directed by the Board of Commissioners to evaluate and determine cost effectiveness, and prepares reports for review by the Commissioner—Chairperson. As directed by the Commissioner—Chairperson participates in management improvement studies involving the analysis of departmental systems, organization, methods, structures, functions, work procedures, basis of operations, financial sources and duplication of programs.
