DIVISION - CREATION OF FIVE (5) POSITIONS FOR THE 1994
IMMUNIZATION ACTION PLAN
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
The Personnel Committee, having reviewed the above referenced
resolution on May 18, 1994, reports with the recommendation that
the resolution be adopted.
Chairperson, on behalf of the Personnel Committee, I move
adoption of the foregoing report.

Chairperson.-=-4 'es and Gentlemen:
the Michigan Department of Public Health (MDPH) has
notified Ca::land County that the 1993/1994 Comprehensive Planning
and ,Budget ===ract (CPBC) will include increased authorizations
for the develt=ent of a local Immunization Action Plan; and
WEERE_2,E :he increased funding, available retroactive to
:anuary 1, through September 30, 1994, will cover 100 9s of
the program t=st, no additional County match is required; and
WHEREJ,E this increase in funding is specifically designed to
implement the immunization Action Plan. To implement this plan,
the Health ::i7ision is requesting to create a new unit titled
Immunization .7,ttion Plan, to create five (5) special revenue
funded po'-'--, and to transfer two (2) existing special
revenue Publi: Health Nurse II (PTNE) positions, also funded by
the State, fr=m the Clinic unit to this TAP unit.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Ccmmissicners creatc.s a new unit within the Health Division
titled Immuni=ation Action Plan.
BE ITT:-ER RESOLVED that the following fiVe (5) special
-venue pcscns be created within the Health Division
immunization Action Plan unit to implement the Immunization
Action Plan:

BE IT 1=1:-R=HER RESOLVED that two (2) special revenue Public
Health Nurse :: positions, also funded by the State, (16234-06514
and 1S234-:77515 . be transferred from the Clinic unit to the
Immun'zatitn :=„ttion Plan unit of the Health Division.
BE 7 2 TTRI-HER RESOLVED that continuation of these positions
is ccntincen uzcn sufficient funds and that in the event that
Eate funding ends, these positions will be eliminated.

DIVISION - CREATION OF FIVE (5) POSITIONS FOR THE 1994 IMMUNIZATION
ACTION PLAN
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #94158 and finds:
1. The Oakland County Health Division has applied to the
Michigan Department of Public Health (MDPH) for 1993/1994
Comprehensive Planning and Budgeting Contract (CPBC)
funding.
2. Included in that application was new funding for the
Immunization Action Plan (IAP) program.
3. The LAP portion of CPBC includes funding for seven (7)
positions, two (2) of which will be transferred from a
completed grant, the remaining five (5) to be new
positions.
4. Annual cost of the new positions, as detailed on the
attached schedule, equals $164,113; cost for the balance
of calendar year 1994 equals $100,993.
5. Although the CPBC contract has not been signed by the
MDPH, the Health Division has received written
confirmation of LAP funding, providing authorization to
implement the program.
6. Budget amendments will be recommended at the time to CPBC
program acceptance.
