IN RE: CIRCUIT COURT/PRETRIAL SERVICES: PILOT COURT SITE AGREEMENT
PRETRIAL ON-LINE SOFTWARE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the State Court Administrative Office has explored strategies to
improve caseflow management and reduce pretrial delay in trial courts statewide; and
WHEREAS with funding from the Office of Drug Control Policy for FY 93-94, the
State Court Administrative Office has developed a contract with CADI Corporation
(Computer Applications Development and Integration Corporation) to provide software,
"Pretrial On-Line Version II" to selected pilot pretrial offices in the state; and
WHEREAS the State Court Administrative Office has asked the Pretrial Services
Division of the Oakland County Circuit Court to serve as one of the pilot sites; and
WHEREAS specifics for the site agreement are outlined on the attached
document entitled "Pilot Court Site Agreement Pretrial On-Line Software."
WHEREAS the site license agreement has been reviewed by the Office of
Corporation Counsel.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners acknowledges and accepts the site agreement between the State Court
Administrative Office and the Circuit Court for consideration as a pilot site for "Pretrial
On-Line Version II."
BE IT FURTHER RESOLVED that acceptance of this site agreement does not
obligate the County to any future commitment.
Chairperson, on behalf of the Public Services Committee, I move the adoption
of the foregoing resolution.

The State Court Administrative Office has explored strategies to improve caseflow
management and reduce pretrial delay in trial courts statewide. With funding from the Office
of Drug Control Policy for FY 93-94, the State Court Administrative Office has developed a
contract with CADI Corporation (Computer Applications Development and Integration
Corporation) to provide their software "Pretrial On-Line-Version II" to selected pilot courts
working on developing comprehensive Pretrial Services programs in Michigan.
The State Court Administrative Office will be able to provide to the selected pilot court
sites:
1. The software for 'Pretrial On-Line-Version II" for six court sites statewide with five
users per court,
2. A total of 48 hours of programming modifications for all six pilot courts.
3. A total of 72 hours of telephone support for all six pilot courts.
4. Ongoing support services to the key operator at each pilot site for a period of one
year following implementation.
5. A total of one week of training for all six pilot pretrial programs to train pilot court
staff trainers (two-three from each site) and additional trainers to be specified
by SCAO.
6. The Windows version of "Pretrial On-Line-Version II" (development in progress) will
be provided to pilot sites when the program is available at no additional charge
if completion occurs during the period of the contract, or if completion
occurs subsequent to the contract it will be included as part of the annual
subscriber service at no additional charge beyond the subscriber service fee.
Subscriber services are optional.
7. If ongoing annual subscriber services are requested, the fee for such services will be
due one year after implementation is completed and will be the responsibility of
the pilot courts. The cost of the subscriber services is $1,300 per year for each
of the six pilot courts for the original five users per court provided by SCAO.
If additional enhancements are requested and paid for by the pilot courts, the cost
of the enhanced subscriber service is fifteen percent (15%) of the total system
cost.
8. Any additional modifications, users and.services requested by any of the six pilot
pretrial services programs will be the financial responsibility of the pretrial
services program requesting additional services and will be contracted separately
between the respective pretrial services program and CADI Corporation provided
that: a. the SCAO is first provided the opportunity during the term of this
agreement to review the services to be provided and opt to contract for the
services on behalf of the individual program or others; and b. the services
requested or programs installed meet legal procedural requirements.
9. Courts wishing to contract with the CADI Corporation for additional users, will pay
a cost of $1,200 per user for up to and including ten users, and $800 per user for
over ten additional users up to 20 additional users, and $500 per user for over 20
additional users per site.
10. The six pilot pretrial services programs selected by the SCAO for the project will agree
to provide information to the SCAO regarding data collected, data base
development issues, pretrial services monitoring information regarding offenders
on supervised release and follow-up information as requested for purposes of
project implementation and evaluation by October 15, 1994 and thereafter as
required. This data will be needed for evaluation purposes and will be included
in the Final Program Report on the SCAO project. The Final Project Report will
be provided to the Office of Drug Control Policy and State Court Administrators
of other states.
11. The six pilot pretrial services programs will be required to comply with the standard
contractual site license agreement required by CADI Corporation which is
attached as an Appendix to this Pilot Court Site Agreement and incorporated into
this agreement as part of this agreement.
In order to be considered as a pilot site for "Pretrial On-Line-Version II", the Chief Judge,
Director of Pretrial Services and the Funding Unit for each jurisdiction must agree to comply
with the conditions of both the Pilot Court Site Agreement and the CADI Site License
Agreement attached.
