IN RE: M.R. 495068, JOB EVALUATION REVIEW PANEL
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
The Finance and Personnel Committee, having review M.R. #95065, on March
30, 1995, reports with the recommendation that Section III, D., 5 of the Salary
Administration Program shall be amended as follows: uThe Job Evaluation Review
Panel shall consist of five members and shall include two members and one
alternate appointed by the Board of Commissioners, one member and alternate
appointed by the County Executive. one member and one alternate, appointed by the
Chief Circuit Judge, and one member and one alternate appointed by the elected
officials with covered employees'
Chairperson, on behalf of the Finance and Personnel Committee, I move
acceptance of the foregoing Report.

Finance and Personnel Committee for consideration
on Thursday, March 30, 1995. Supported by Wolf.
Motion carried on a voice vote.
M.R. #95083, Act 196 Public Transportation
Authority - Articles of Incorporation
Messrs. Grubba, Wirgau, and Duggan made some introductory remarks and
responded to questions.
Taub moved that the committee report to the fu nLI Board
with the recommendation that M.R. #95083 be adopted.
Supported by Dingeldey.
Dingeldey moved that the Articles of Incorporation be
amended as follows:
Article VII, page 3, delete Section la.;
Article VII, page 3, Section lb., first sentence, change
"Three" members to --Five--; same section, last sentence,
delete the period at the end of the sentence (,) and add
the words --at least one appointee shall he a member of
the minority party.--
Article VII, page 4, Section 4a., second sentence, .fdd
a period (.) following the word "Oakland" and
words "and the written approval of the County Executive,"
Article VII, page 4, add new Section 6, as follows:
"Section 6. Non-Voting Member. The Oakland
County Treasurer shall be a non-voting
member of the Board and shall act as the
treasurer of the Authority."
Article VIII, page 5, Section 1, line 3, insert the word
--and-- following the word "Chairperson" and delete the
words "and Treasurer".
Article VIII, page 5, Section 4, line 3, delete the period
(.) at the end of the sentence, and add the words --as
required by law--.
Article IX, page 6, line 5, following the words "as provided
by the Act.", add the following new sentence --At the Clerk's
discretion, the articles may be published in any one of the
following newspapers: The Detroit News, The Detroit Free Press,
The Oakland Press, The Daily Tribune, and The Eccentric
Newspapers.-- and then continue with the remainder of the

MISCELLANEOUS RESOLUTION #95068

IN RE: JOB EVALUATION REVIEW PANEL
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, with the adoption of Resolution #85356, the Board of Commissioners
established the Salary Administration Program, and a job evaluation plan, and
WHEREAS, contained in Implementation Procedure D, in the Salary
Administration Program is a review and appeal procedure which includes the
formation of a Job Evaluation Review Panel, and
WHEREAS, the Report of the Salary Administration Study Committee, which
included the make-up of the Job Evaluation Review Panel, was attached to and made
a part of M.R. 485356; and
WHEREAS, the review of the activities of the Job Evaluation Review Panel,
the makeup of the Panel, and the appointment manner and the terms of office,
indicates the need for amendment to bring this Panel into line with other County
boards, commissions and authorities.
NOW THEREFORE BE IT RESOLVED that Section III, D., 5 of the Salary
Administration Program shall be amended as follows: "The Job Evaluation Review
Panel shall consist of five members and shall include two members appointed by
the Board of Commissioners, one member appointed by the County Executive, one
member appointed by the Chief Circuit Judge, and one member appointed by the
elected officials with covered employees The Gemara:a Government rommittee with

BE IT FURTHER RESOLVED that Section III., D. 5 of the Salary Administration
Plan shall be further amended to read: Eection The appointments ohall require
concurrence of the Personnel Committee Terms of office shall be for one year from
July 1 to June 30. . The terms of office shall he for one year and rommenre or
January I. The Job Evaluation Review Panel shall select its own Chairperson and
determine its own procedures for review and may elect to conduct reviews based
on written material exclusively or may limit the presentation of the department
head and the Classification and Job Evaluation unit. The Job Evaluation Review
Panel shall notify the department head and Classification and Job Evaluation unit
in writing of its determination."
BE IT FURTHER RESOLVED that any resolutions or parts of resolutions in
conflict herewith are hereby rescinded.
Chairperson, on behalf of the Committee, I move the adoption of the
foregoing resolution.

IMPLEMENTATION PROCEDURE D
SALARY GRADE PLACEMENT REVIEWS AND APPEALS
5. Department heads wishing to appeal the re-evaluation shall notify the Classification and Salaries super-
visor in writing identifying the factors and evaluations which are considered inappropriate and stating
the reasons. The Classification and Salaries Unit supervisor shall schedule an appeal before a Job
Evaluation Review Panel.
The Job Evaluation Review Panel shall consist of five members and shall include:
Two members appointed by the Board of Commissioners; one member appointed by the County Executive; one
member appointed by the Chief Circuit Judge; and one member appointed by the other elected officials
ith covered employees. The appointments shall require concurrence by the Personnel Committee. Terms
f office shall be for one year from July 1 to June 30. The Job Evaluation Review Panel shall select
its own Chairperson and determine its own procedures for review and may elect to conduct reviews based
on written materials exclusively or may limit the presentations of the department head and the Classifi-
cation and Salaries unit. The Job Evaluation Review Panel shall notify the department head and Classifi-
cation and Salaries unit in writing of its determination.
6. The Personnel Department shall present a quarterly report to the Personnel Committee summarizing:
1) the re-evaluations requested by department heads that were completed and which recommend a change
in grade level; 2) re-evaluations initiated and completed by the Personnel Department which recommend
a change in grade level and are not disputed by the department head involved; and 3) appeals heard by
the Job Evaluation Review Panel where the recommendation results in a change in grade level. Any such
recommended changes must be approved by the Personnel Committee and the Board of Commissioners prior
to becoming effective.
7. Employees desiring to have the evaluation of their classification reviewed because of job evaluation
points or salary grade assignment shall make their request in writing to their Department head or Divi-
sion manager. The Department head or Division manager shall forward the request to the Personnel Depart-
ment along with a recommendation regarding the request. The Personnel Department shall investigate
the request and respond with a determination in writing to the employee. If the determination results
in a salary grade change the Personnel Department shall submit the change for approval to the Personnel
Committee on the quarterly report.
If the employee wishes to appeal the Personnel Department's determination, the employee shall submit
a written request to the Personnel Committee to have the appeal forwarded to the Job Evaluation Review
Panel, citing reasons for the request. The Personnel Committee, based on the written materials submitted
by the employee and Personnel Department shall determine to either forward the materials to the Job
Evaluation Review Panel or to receive and file the materials without further action.

The Chairperson referred the resolution to the General Government
Committee. There were no objections.
