MISCELLANEOUS RESOLUTION 195098

IN RE: BOARD OF COMMISSIONERS - AMENMIENT TO GRANTS PROCEDURE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, by Mise . Res. #89105, and later modified by Mi5c . Res. 493020, the
Board of Commissioners established a procedure for theapp1irtnawl cr-epte
of grants and for reimbursement agreements, and
WHEREAS, the restructuring of the Cdmmittees of the Board for 1995,
necessitates further modification of the Grants Procedure as
it relates to grant application and acceptances with personnel consequences.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby amends its grant procedure in accordance with Attachment A, entitled:
"Grant Application and Acceptance and Reimbursement Agreement Procedures."
BE IT FURTHLK RESOLVED that in adopting this amendment, the Board wishes
to emphasize that all County Departments are to coordinate their grant and
reimbursement applications through the Budget Division.
BE IT FURTI-IER. RESOLVM that the County Executive is requested to notify all
County Departments of the modifications to the Grants Procedure.
Chairperson, on behalf of the Finance and Personnel Committee, I move the
adoption of the foregoing resolution.

GRANT APPLICATION AND ACCEPTANCE
AND REIMBURSEMENT AGREEMENT PROCEDURES
I.
Budget Division will bring all grant and mirhurRprnent applications and acceptances to li:ne
Board of Commissioners in accordance with the following:

REIMBURSEMENT - APPLICATION
A. Budget Division forwards report to Rcard rhAirpprqrsn
B. Board Chairperson signs app-ication.
ONGOING GRANTS LESS THAN 151. VARIANCE FROM ADOPTED BUDGET
A. Budget Division forwards report to Board Chairperson.
B. Board Chairperson signs application.
NEW GRANTS OR ONGOING GRANTS WITH 15% OR MORE VARIANCE YROM ADOPTED BUDGET
A. Liaison Committee (report from Liaison Committee prepared by Budget Division).
B. Refer to Finance and Personnel Conrdttee if applicable and County match involved.
C Board Chairperson signs application.
D. When the grantor agency does not allow a County Department enough time to prepare a
grant application in accordance with A., 2., and C. Above, the Chairman of the Board of
Commissioners, upon receipt of a Pnriger nion Report, which shall include complete
explanation for the necessity to abridge the grant procedure, may sign the Grant
application contingent upon the subsequent approval of the liaison committee.
I. The Budget Division Report shall accompany the application to the liaison
committee.
2. The Budget Report shall include date of notification of grant availability, time
needed to prepare grant applications, and any other information which necessitated
the expedition of the grant application outside of the adopted grant procedure.

V. Budget Division shall maintain an ongoing schedule of all grants and
reimbursements and shall report same quarterly to the Finance Committee.
