IN RE: SHERIFF DEPARTMENT - COPS AHEAD GRANT ACCEPTANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS pursuant to Miscellaneous Resolution 495098, the Sheriff's
Department has made application to the U.S. Department of Justice to capture
grant funds to he used for the hiring of three (3) career law enforcement
officers for a three year period to staff a newly proposed county-wide alcohol
education program as described in Attachment A; and
WHEREAS the U.S. Department of Justice has notified the Oakland County
Sheriff of grant funding award for this alcohol education program in the amount
of $225,000, the same as the application, authorized by the Community Orientated
Policing Services - Accelerated Hiring, Education and Deployment (COPS-AHEAD)
program under the Violent Crime Control and Law Enforcement Act of 1994, Public
Law 103-322; and
WHEREAS it is the intent of the U.S. Department of Justice that the
positions funded under this grant program be retained by the county after the
three year grant period; and
WHEREAS, in order to provide the services described in the grant
application, three (3) special revenue funded Deputy II positions must be Created
in the Sheriff's Department, Technical Services Division, Special Teams Unit
(#439-15); and
WHEREAS also to provide the described services, one (1) patrol vehicle must
be added to the county fleet, with the appropriate radios and MDT terminals; and
WHEREAS the total program cost for the three year period equals $527,094,
including an expected county match of $302,904, as detailed on Attachment B; and
WHEREAS program costs for the rest of 1995 is $89,517, and the county match
is $58,267, with this county match further divided into $28,095, which is a one-
time capital cost (non-grant), and $30,173, which is operating cost (grant
funded); and
WHEREAS the 1995 operating expenditures will be absorbed by the Sheriff's
Department current grant match budget and capital cost absorb by the respective
internal service fund; and
WHEREAS the grant match for 1996 and 1997 is included in the Sheriff's
Department 1996/1997 Biennial Budget request.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
accept funding from the U.S. Department of Justice in the amount of $225 0 000 to
hiring of three (3) career law enforcement officers for a county-wide alcohol
education program.
BE IT FURTHER RESOLVED that the three (3) special revenue funded Deputy II
positions be created in the Sheriff's Department, Technical Services Division,
Special Teams Unit (4439-15).
BE IT FURTHER RESOLVED that the county vehicle fleet be increased by one
(1) patrol vehicle, with appropriate radio and MDT terminals.
BE IT FURTHER RESOLVED that the 1995 Oakland County Budget be amended as
follows:

BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
is authorized to execute the grant agreement and to approve amendments and
extensions up to fifteen percent (15%) variance from the award, consistent with
the grant agreement as originally approved.
BE IT FURTHER RESOLVED that the Oakland County Sheriff's Department
Protective Services Division report quarterly to the Public Services Committee
on efforts to coordinate these activities with local police agencies.
Chairperson, on behalf of the Finance and Personnel Committee, I move the
adoption of the foregoing resolution.

The Sheriff Department requests the creation of three(3) Special Revenue funded
Deputy II positions for the newly proposed Alcohol Education program. These
positions will work exclusively in a county-wide alcohol education program.
The U.S. Department of Justice has notified the Oakland County Sheriff Department
that $225,000 in new grant funding is available to the Sheriff under the
Community Oriented Policing Services - Accelerated Hiring, Education and
Deployment program (COPS AHEAD)authorized by the Violent Crime Control and Law
Enforcement Act of 1994, Public Law 103-322. The purpose of the grant funding
is for hiring career law enforcement officers for a three year period to increase
police presence and enhance public safety.
The three Deputy II's will be assigned to the proposed new Alcohol Education Unit
and will work out of a central office associated with the current Alcohol
Enforcement operation. The Deputies will each be assigned a specific number of
school districts within Oakland County to contact and coordinate various class
asssembly sessions. These sessions are aimed at open discussions/demonstrations
of alcohol related matters associated with drinking and driving. The Deputies
will also be responsible for coordinating activities with the various anti-drunk
driving organizations (Mothers Against Drunk Driving, Students Against Drunk
Driving, Lawyers Against Drunk Drivers, Recording artist Against Drunk Driving,
etc.) as they apply to young drivers. Lastly, the Deputies will provide in-depth
information on legislation targeted specifically at under age drivers. Because
of the potential demand for these types of services, the Sheriff Department
believes that the Alcohol Education Unit will become a central clearing house for
help and guidance to high school and college age drivers.
The Federal Share of this funding is 53% of the program cost, and the County
match is 47% of the program costs.

1. Total Program expenses includes: Salaries and fringes for three (3) Deputy II positions, capital and
and operating expenses for one (1) patrol car including radio and an MDT terminal.
2. The grant application, which has been improved, included salaries and fringe benefits for the three (3)
officers at a minimal increase. The Personnel Cost in Addition to the Grant reflects the wage increases
associated with the Deputy Association collective bargaining settlement.
3. The County is required to match the salaries and benefits of the three (3) officers, which is valved at
$242,226 for the period of the grant. The cost in addition to the grant have been included to operate
a complete program. Obviously, these cost are also the responsibility of the County. For 1995 the
County match $28,095 for one-time capital cost will be absorbed by the respective internal service
funds. The remaining $30,172 will be absorbed by the Sheriff's grant match budget. The 1996 and 1997
match is included in the Sheriffs 1996/1997 Budget request.
4. The grant period is listed as May 1, 1995 through April 30, 1998, or three years. However, due to the
late notice the earliest the grant can begin is August 1995. The analysis above extends the grant
period to cover the full three years.

Moved by Obrecht supported by Huntoon to amend the resolution to add a BE
IT FURTHER RESOLVED paragraph to read:
BE IT FURTHER RESOLVED that any programs instituted, under this grant, by
the Oakland County Sheriff's Department be coordinated with the efforts of our
local law enforcement agencies.
A sufficient majority having voted therefor, the amendment carried.
