IN RE: BOARD OF COMMISSIONERS - Reorganization
TO the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Board of Commissioners has reviewed and evaluated
its current organization and finds that a reorganization of the
legislative branch of government is appropriate; and
WHEREAS this reorganization is proposed to better meet the
increasing workload and to better fulfill the responsibilities and
functions of the Board of Commissioners; and
WHEREAS the reorganization involves the retitling and increase
of salary range of an existing vacant Chief of Program Evaluation
& Operations analysis position to oversee both the program
evaluation and the administration areas of the Board of
Commissioners; and
WHEREAS the reorganization also involves the creation of an
analyst position to assist the Chief of Board of Commissioners
Administration.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the reorganization of the Board of
Commissioners Administration Division as shown in the attached
organization chart.
BE IT FURTHER RESOLVED that the vacant Chief-Program
Evaluation and Operations Analysis classification and position be
retitled to Administrative Director - Program and Operations
Analysis.
BE IT FURTHER RESOLVED to change the annual salary range for
this classification to a new range as follows:

BE IT FURTHER RESOLVED that a new classification titled Board
of Commissioners Administrative Analyst be created as a Salary
Grade 13, Regular Overtime.

the Board of Commissioners Administration in unit 01.

Class Title: ADMINISTRATIVE DIRECTOR - PROGRAM AND OPERATIONS ANALYSIS
Division: Board of Commissioners Administration
Reports To: Chairperson - Board of Commissioners
A. DESCRIPTION
Under general direction, organizes, plans and directs the daily operations of Board Administration Division,
including Program Evaluation and Operations Analysis and Administration. Is responsible for ensuring that
Board of Commissioner members are provided with requested information regarding proposals involving
funding, organizational and/or program changes within the various County departments. Identifies operational
areas of concern, oversees and conducts research, makes analysis and recommendations, prepares written
reports for Board of Commissioner members, makes presentations to the Board, and functions as a
spokesperson for the Board, as directed by the Chairperson. Maintains and develops contact with various
personnel and organizations in order to remain current on new government programs and innovative planning
and research. Acts as liaison between the County Board, its Chairperson, committees and individual members,
County Executive staff, and other units of government.
SUPERVISION EXERCISED
Exercises authority over the Board of Commissioners Administration Division, including Program Evaluation
and Operations Analysis staff and Administration staff. Instructs, assigns, schedules and checks work,
appraises performance and recommends employees for increases or promotion. Responsible for hiring,
disciplining and discharge of employees.
TYPICAL DUTIES AND RESPONSIBILITIES
Organizes, plans and directs the daily operations of the Board of Commissioners Administration Division,
including Program Evaluation and Operations Analysis and Administration.
Formulates new programs and projects designed to meet the evolving program evaluation and informational
needs of the Board of Commissioners.
Defines the parameters of research projects and assists in the formation of detailed work programs for staff.
Advises the Board Chairperson on the progress of current projects and the findings of completed projects to
ensure that the Chairperson is continually aware of project information.
Evaluates and guides staff progress to ensure that research, analysis and/or written reports meet established
standards and address project goals and objectives.

Oversees the examination of existing County programs to evaluate and determine cost effectiveness, and
prepares reports for review by the Board Chairperson.
As directed by the Board Chairperson, oversees and conducts management improvement studies involving
the analysis of departmental systems, organization, methods, structures, functions, work procedures, basis of
operations, financial sources and duplication of programs.
Ensures that requests from Commissioners are responded to, involving the review of specific segments of
proposals being considered or the obtaining and/or analyzing of data which may be useful to Commissioners
in determining their position on given issues.
Acts as a liaison between the County Board, County Executive staff and other elected official departments,
ensuring the communication of information and program objectives.
Develops and maintains contacts with government officials and other individuals in order to remain informed
of new government programs and innovative planning and research.

Under the Merit System Resolution, Section II, initially adopted November 8, 1966, employees in this
class have been excluded from the Merit System by the Board of Commissioners for the purpose of the
manner of selection, appointment, removal from office or limitation of political activity.
Employees in this class are required to pass an employment medical examination prior to the effective date
of the appointment.
NOTE: The Desirable Qualifications for this classification will be stated on a separate page. These
Desirable Qualifications are not to be considered as definitive but are subject to revision
by the Board of Commissioners.

A. Desirable Qualifications:
1. Possess a Bachelor's degree from an accredited college or university with a major in
Public Administration, Political Science, Business Administration, or a related field; and
2. Have had at least seven (7) years of full-time work experience in the formulating,
coordinating and directing of research and analysis in any or all of the following areas:
organizational operations; program planning, development, or evaluation; or financial
management.
NOTE: A Master's degree in one of the fields listed above may be substituted for one (1) year of
the work experience described above.
3. Pass the complete examination, including the employment medical, established for this
class.
4. Successfully complete the six month probationary period.
B. Additional Desirable Qualifications
1. Considerable knowledge of the rules, regulations and laws which impact county
government.
2. Considerable ability to evaluate existing programs and recommend cost effective
measures.

A. DESCRIPTION
GENERAL SUMMARY
Under general supervision, provides assistance to the Chief - Board of Commissioners Administration in
the day to day activities of the Administration unit. Assists the Chief - Board of Commissioners
Administration in the drafting of resolutions, proclamations, reports, speeches and correspondence.
Performs research as requested by the Chief, and prepares and presents reports. Assists the Chief in
coordinating media and information activities with the County Media and Communications Office,
including writing of press releases, arranging cable and commercial T.V. communications, writing
newsletters, and publicizing the Board of Commissioners' calendar, events and agendas. Schedules
meetings, and locates and provides necessary materials and information for County commissioners, as
prioritized by the Chief - Board of Commissioners Administration. As required by the Chief -Board of
Commissioners Administration, performs tasks to assist the Program Evaluation & Operations Analysis
Unit.

A. DESCRIPTION
GENERAL SUMMARY
Under limited direction, is responsible for supervising the Administration unit of the Board of Commissioners.
Ensures the maintenance of administrative services for the smooth, efficient functioning of the Board of
Commissioners. Serves as an advisor to the Commissioner-Chairperson, Administrative Director of Program
and Operations Analysis and commissioners on Board rules, policies and parliamentary procedures. Works
closely with Corporation Counsel and outside counsel regarding legality of Board actions. Performs a wide
variety of liaison duties between Oakland County Board of Commissioners and state and federal legislators
as directed by the Administrative Director of Program and Operations Analysis. Assists the Administrator,
Board Chairperson and members in the formulation of the County's legislative program. Exercises authority
over the Program Evaluation staff in the absence of the Administrative Director of Program and Operations
Analysis.

administration of the activities of the legislative branch of county government. Directs the planning and
organization of Board of Commissioners Administration unit operations by establishing work methods and
procedures to ensure compliance with adopted Board rules and applicable state statutes.
Works closely with Corporation Counsel and outside counsel employed by the Board to ensure that committee
and board actions are legal.
Acts as an aide and advisor to the Commissioner-Chairperson and Administrative Director of Program and
Operations Analysis, serving as liaison to county departments and other elected and appointed officials and
various agencies as directed, both within Oakland County government and its political subdivisions, and other
public and private agencies and institutions.

Coordinates the drafting of and authors resolutions, proclamations, reports, speeches and correspondence as
requested by the Administrative Director, Commissioner-Chairperson, committees of the Board, the Board
or its members. Coordinates press releases and public relations activities with the Media and Communications
Office of the County Executive.
Directs the preparation of the agenda for the Board of Commissioners and committee meetings and supervises
the Board's Administration unit personnel in the compilation of agenda material, including legal and technical
documents, from all county departments to ensure timely and accurate agenda information.
Directs the maintenance of the official record of minutes for each committee of the Board of Commissioners,
the posting of official notices, the recording of proceedings of committee meetings, the transcription of those
proceedings and the printing and distribution in keeping with the Open Meetings Act.
Directs the planning and organizing of conference registrations, travel and housing arrangements for local and
out-of-town meetings for Commissioners. Assists the Commissioners by gathering information, scheduling
meetings, and locating and providing necessary materials.
Assists the Administrative Director of Program and Operations Analysis in the preparation and presentation
of the annual Board of Commissioners Administration budget. Monitors the adopted budget and approves
expenditures as directed by the Administrative Director of Program and Operations Analysis.
Assists the Administrative Director in the coordination and review of internal procedures and records,
including personnel and payroll documents, expense vouchers, purchases orders, work orders and invoices.
Researches, evaluates and prepares background information related to pending or proposed legislation
affecting local government, as directed by the Administrative Director and Chairperson of the Board of
Commissioners.
Prepares and presents reports on current legislative matters to County Board of Commissioners, the General
Government Committee and other committees, and various County administrators to assist them in their
decision-making processes or in preparing proposals for new or revised legislation.
Maintains verbal and written communications with state and federal legislators and Oakland County
administrators, as directed by the Administrative Director, to provide explanation and support of the County's
position on legislative matters, and to obtain information necessary to prepare recommendations and reports.
Assists Commissioners, legislators or administrators in drafting proposed legislation and board resolutions
by researching existing legislation and obtaining background data from administrators and legislators or their
staff members.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-F of this Board, the Finance and Personnel Committee
has reviewed the above referenced resolution and finds:
1. The Board of Commissioners recognizes that a reorganization will
allow it to better meet its increasing workload and better fulfill
its responsibilities and functions.
2. The reorganization calls for the retitling of the vacant Chief of
Program and Evaluation & Operations Analysis to Administrative
Director - Program and Operations Analysis.
3. The reorganization creates a new classification, at a salary grade

BE IT FURTHER RESOLVED that Miscellaneous Resolution #83090,
Reorganization of the Board of Commissioners' Staff, Establishment
of Position of Director of Program Evaluation and Operations
Analysis is hereby rescinded; and
BE IT FURTHER RESOLVED that all individuals employed by the
Board of Commissioners are prohibited from partisan political
activity during working hours, and from using any public property
for political activity; and
BE IT FURTHER RESOLVED that the selection of the individual to
fill the Administrative Director position shall be conducted by the
General Government Committee and confirmed by a majority of the
Board of Commissioners.
The Chairperson ruled the motion out of order.
Commissioner McPherson challenged the ruling of the Chair.
Corporation Counsel stated the motion to amend was in order.
Discussion followed.

The Chairperson stated a "Yes" vote would support the amendment; a "No"
