Grant Acceptance
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
The Finance and Personnel Committee having reviewed the above resolution
on December 5, 1996, reports with the recommendation that the resolution be
amended in the fourth WHEREAS paragraph to change 64% to 175%.
Chairperson, on behalf of the Finance and Personnel Committee, I move
acceptance of the foregoing report.
MISCELLANEOUS RESOLUTION #96269

RE: DEPARTMENT OF HUMAN SERVICES/HEALTH DIVISION - LEAD ABATEMENT GRANT
ACCEPTANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Health Division has applied for a one-time
federal grant from the Department of Housing and Urban Development via the
Michigan Department of Community Health (MDCH), for remediation of lead-
burdened homes within the County of Oakland; and
WHEREAS the original application was in the amount of $66,300 for the
period of May I, 1996 through April 30, 1997; and
WHEREAS the Michigan Department of Community Health (MDCH) has awarded
the Oakland County Health Division funding in the amount of $182,609 for the
period of November 1, 1996 through April 30, 1999 for the Housing and Urban
Development Abatement Program; and
WHEREAS the award represents approximately a 64% variance from the
original application, which requires review by the liaison committee per grant
procedures; and
WHEREAS this program also requires the creation of one (1) Public Health
Sanitarian in the Environmental Health Unit, to work with families, landlords,
community-based organizations and local units of government to identify target
neighborhoods and homes, which could meet the criteria as established by the
federal government; and
WHEREAS no County match is required and acceptance of this grant does
not obligate the County to any future commitment; and
WHEREAS the grant agreement will be reviewed through the County's
Executive's Contract Review Process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the Lead Abatement grant award for the Housing and Urban
Development Abatement Program in the amount of $182,609 for the period of
November 1, 1996 through April 30, 1999.
BE IT FURTHER RESOLVED that one (1) Public Health Sanitarian be created
in the Environmental Health Unit for the Housing and Urban Development
Abatement Program.
BE IT FURTHER RESOLVED that personnel and/or services associated with
this grant be contingent upon continued State funding at a level sufficient to
maintain the program and personnel.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to
execute the grant agreement and approves changes and extensions not to exceed
fifteen percent (15%), which is consistent with the agreement as originally
approved.
Chairperson, on behalf of the Public Services Committee, I move the

Pursuant to Rule XII-G of this Board, the Finance and Personnel Committee has reviewed Miscellaneous
Resolution 196269 and fmds:
1. The Oakland County Health Division applied for a one-time grant, sponsored by the Housing and
Urban Development Abatement Program, in the amount of $66,300 for remediation of lead-
burdened homes within the County of Oakland.
2. The original application was for a grant period of May 1, 1996 through April 30, 1997.
3. The Michigan Department of Community Health (MDCH) has awarded the Oakland County
Health Division funding in the amount of $182,609 for period of November 1, 1996 through April
30, 1999 for the Housing and Urban Development Abatement Program.
4. The award is a 175% variance from the original application.
5. The Health Division has also requested that one (1) Public Health Sanitarian be created in the
Environmental Health Unit for the Housing and Urban Development Abatement Program.
6. No County match is required and acceptance of this grant does not obligate the County to any
future commitment.
