MISCELLANEOUS RESOLUTION #96022

IN RE: PERSONNEL DEPARTMENT - LABOR AGREEMENT WAGE AND BENEFIT REOPENER AND
CONTRACT EXTENSION FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY
EMPLOYEES UNION (OCSU)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and the Oakland County Employees Union, have
been negotiating a contract covering approximately 550 employees; and
WHEREAS an agreement has been reached regarding 1996 and 1997 wages and
benefits; and
WHEREAS provisions contained in the current contract have been extended
through December 31, 1997, and said agreement has been reduced to writing; and
WHEREAS the agreement will result in increased governmental funded salaries
and fringe benefits of $187,488 in 1996 and $194,050 in 1997 as detailed on the
attached schedule; and
WHEREAS the agreement will result in increased upecial revenue funded
salaries and fringe benefits of $602,698 in 1996 and $623,792 in 1997, as
detailed on the attached schedule; and
WHEREAS the 1996 increase, and appropriate revenue offsets, for all funds
is included in the 1996 budget; and
WHEREAS the 1997 increase for governmental funds is budgeted in a non-
departmental account, amendments are required; and
WHEREAS the 1997 increase for special revenue funds is budgeted in the
respective funds, no budget amendments are required; and
WHEREAS the increased cost for personal mileage for governmental funds is
$124 in 1996 and $158 in 1957 which will be absorbed by the affected divisions;
and
WHEREAS the increased cost for personal mileage to special revenue funds
is S8,471 in 1996 and $10,438 in 1997 which will be absorbed by the respective
funds; and
WHEREAS the agreement has been reviewed by your Finance and Personnel
Committee which recommends approval of the agreement.
NOW THEREFORE BE IT RESOLVED that the proposed agreement between the County
of Oakland and the Oakland County Employees Union, is approved, and that the
Board Chairperson, on behalf of the County of Oakland, is authorized to execute
said agreement which is attached.
BE IT FURTHER RESOLVED that the 1997 Budget is amended for salaries and
fringe benefits per the attached schedule.
Chairperson, on behalf of the Finance and Personnel Committee, I move
adoption of the foregoing resolution.

Agreement with the County of Oakland and the Oakland County Employees
Union. This memorandum of agreement was passed at the February 15, 1996
Board meeting.

MEMORANDDM OF AGREEMENT
This agreement is entered into this t„.) fL day of
1996, between the County of Oakland and the Oakland County
Employees Union.
The parties agree to extend the provisions of the 1994 -1996
collective bargaining agreement through December 31, 1997.
Wage and benefit modifications during 1996 and 1997 are
summarized as follows (see attached wage schedules, letter of
agreement and health care summary):
Waaes 1996
"Me Too" with general wage increase for non-represented
employees effective at the same time and in the same manner.
"On Call" - Community Mental Health represented employees
shall receive "on call" pay in accordance with the provisions
outlined in the letter of agreement.
Benefits 1996
Mileage - The General Travel Regulation's mileage reimbursement
rate will be $.30, effective with the execution of this
agreement.
Waaea 1997
Employees represented by this bargaining unit shall receive
a 3.5% (three and one half percent) wage increase to their bi-
weekly rate. In the event the Board of Commissioners approves a
1997 general wage increase greater than 3.5% (three and one half
percent) for non-represented employees, these employees shall be
entitled to the greater increase effective at the same time and
in the same manner as provided the non-represented group in lieu
of the aforementioned 3.51 (three and one half percent)increase.
Benefits 1997
Health Care changes consistent with the provisions outlin-ea
in the Health Care Summary for Current and New Hire employees;
shall be implemented effective January 1, 1997.
Retirement Health Care Benefits for employees hired on ot•
after 1/1/97 shall be consistent with the provisions of —
Miscellaneous Resolution #94292, which states in part:

"BE IT FURTHER RESOLVED that on completion of fifteen years
of actual County service, employees...shall be credited with 604-
of a County paid retiree health care plan, credited at the rate
of 4% each year for the first fifteen years of employment, and
shall accumulate 4% additional retirement health care credit per
annum with a maximum benefit of 100% of the County paid portion
of retirement health care on completion of twenty-five (25) years
of eligible County service, excluding employee co-pays and
deductibles..,"

LETTER OF AGREEMENT
This agreement entered into this /t) day of
1996, between the County of Oakland and the Oakland County
Employees Union as follows:
The parties agree that represented employees of the Oakland
County CMH Board Department who are designated as "On-Call" during
certain non-working hours shall be compensated by receiving 1 and
1/2 hours pay at the overtime rate for each day they have the "On-
Call" designation, Employees "On-Call" on holidays shall be
compensated by receiving 2 hours pay at the overtime rate for each
holiday designated.
"On-Call" is defined as being available to respond when
notified during non-working hours. The employee will carry a
beeper and is expected to be within a range where he/she can be
reached and respond when necessary.
Should the employee be needed to respond to a call the
employee would be compensated for the time worked in accordance
with Merit System rules.
