EE June 13, 1996 MISCELLANEOUS RESOLUTION #96133 BY: GENERAL GOVERNMENT COMMITTEE, KAY SCHMID, CHAIRPERSON IN RE: BOARD OF COMMISSIONERS - Creation of Information and Research Analyst Classification and Position To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Board of Commissioners has reviewed and evaluated its current organization, and WHEREAS the Board of Commissioners recognizes that its effectiveness would be improved by the creation and addition of a position which would assist and report to the Board's Chief of Administration and would also be available to assist the Chief of Program Evaluation and Operations Analysis. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby create the classification of Information and Research Analyst as a Grade 14, No OT, and adds such position to the Board of Commissioners Administrative Division in accordance with the attached Organization Chart and job description. DESCRIPTION GENERAL SUMMARY Under direction, functions as a staff and resource person for the Board of Commissioners and responds to Board Members' request for information as approved, coordinated and prioritized by the Chief - Board of Commissioners Administration. Provides assistance to the Chief Board of Commissioners Administration in writing press releases for the media, arranging cable and commercial T.V. communications, and publicizing the Board of Commissioners' calendar, events and agendas. Assists in the production of newsletters and annual and periodic reports and mailings. Assists the Chief-Board of Commissioners Administration in the coordination of Commissioner activities and events. Conducts research on assigned projects and provides analysis, recommendations, alternatives and reports as requested by the Chief-Program Evaluation and Operations Analysis. SUPERVISION EXERCISED None. TYPICAL DUTIES AND RESPONSIBILITIES Assists the Chief - Board of Commissioners Administration in writing press releases for the media. Conducts research and prepares articles and reports concerning Board of Commissioners activities and programs. Performs research requested by committees and individual Board of Commissioners members, as approved and prioritized by the Chief Board of Commissioners' Administration. Prepares reports for submission to supervision and makes presentations of findings and reports as requested. Assists the Chief- Board of Commissioners Administration in the production of recognitional documents, special publications such as an annual report, and periodic mailings for the Board of Commissioners. Attends meetings of the Board of Commissioners and its standing committees, as required, to provide information and to gather information for required reports and communications. As directed by the Chief-Board of Commissioners' Administration, meets with members of the County Executive administration as a representative of the Board of Commissioners. Provides updates on activities and meetings to the Chief and to Board members as requested. Class Title: Research and Information Analyst - Board of Commissioners Page A2 Assists the Chief - Board of Commissioners Administration in arranging for appearances of Board of Commissioner members before citizen groups, the media, or other forums. As directed by the Chief Program Evaluation and Operations Analysis, conducts studies involving the analysis of departmental systems, organization methods, structures, functions, work procedures, basis of operations, financial sources and duplication of programs. Presents reports and recommendations to supervision and makes presentations to committees and Board members as requested. Assists as requested on audit activities as directed by the Chief - Program Evaluation and Operations Analysis. Meets with other governmental officials, as directed by supervision, to gather or provide information. Performs related duties as assigned. Employees of this class are required to pass an employment medical examination prior to the effective date of the appointment. B. QUALIFICATIONS EXPERIENCE, TRAINING. KNOWLEDGE& SKILLS & ABILITIES A. Desired Minimum Oualifications 1. Possess a Bachelor's degree from an accredited college or university with a major in Public Administration, Business Administration, or related field; OR Possess a Bachelor's degree from an accredited college or university with a major in journalism, media studies, advertising, communication/speech, or related field; AND 2. Have had four (5) years of full-time work experience in financial analysis, business administration, public administration, communications, journalism or related area. NOTE: A Master's degree in one of the fields listed above may be substituted for one (1) year of the work experience described above. B. Additional Desirable Oualifications 1. Excellent verbal and written communication skills. 2. Proficiency in computer applications, preferably WordPerfect, 6.1; Lotus, Access, Desktop Publishing, and InterNet. 3. Considerable ability to develop and maintain effective relationships with public officials, consultants, citizen groups, media and the general public. Considerable ability to prepare and analyze detailed technical reports related to a variety of county activities. 5. Ability to exercise mature judgment and initiative in analyzing problems and recommending solutions. The Board of Commissioners recognizes its effectiveness would be improved by the creation and addition of Information and Research Analyst. 2. The position will be added to the Administration Unit and provide assistance to the Chief of Board of Commissioners Administration and Chief of Program Evaluations and Operations. 3. Classification will be a grade 14, with no overtime. 4.
