CONSOLIDATED GRANT ACCEPTANCE FOR CDBG, HOME AND ESG
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, The Oakland County Board of Commissioners authorized submittal
of the Oakland County 1995-2000 Consolidated Plan to the U.S. Department of
Housing and Urban Development (HUD) by Miscellaneous Resolution #95054; and
WHEREAS, The 1996-97 Annual Action Plan contains a consolidated federal
grant application for activities designed to accomplish the goals and
objectives of the Consolidated Plan for the Community Development Block Grant
(CDBG) Program, HOME Investment Partnerships (HOME) Program and Emergency
Shelter Grant (ESG) Program; and
WHEREAS, HUD by letter dated May 6, 1996 and telephone confirmation of
June 6, 1996 transmitted to Oakland County a consolidated allocation of
$6,248,000 including $4,940,000 for CDBG, $1,200,000 for HOME and $108,000 for
ESG covering the program year beginning May 3, 1996 through May 2, 1997; and
WHEREAS, the Oakland County Community Development Division in 1995
generated CDBG county program income of $854,863.84 and community program
income of $3,250 for allocation in program year 1996-97; and
WHEREAS, total program revenue for the 1996-97 CDBG Program will be
$5,798,113.84; and
WHEREAS, total program revenues for the 1996-97 HOME Program will be
$1,469,040 including $1,200,000 grant allocation and $269,040 grant match that
is included in the 1996 Oakland County Adopted Budget; and
WHEREAS, total program revenues for the 1996-97 ESG Program will be
$108,000; and
WHEREAS, HUD by letter dated November 27, 1995 transmitted to Oakland
County reallocated CDBG funds from federal fiscal year 1995 totaling $23,859
to be allocated during the 1996-97 program year funding process; and
WHEREAS, fund schedules and program descriptions for the 1996-97 CDBG,
HOME, and ESG programs appear in attachments, A, B, C and D; and
WHEREAS, the CDBG and ESG grants are 100% federally funded and no County
funds are required; and
WHEREAS, the CDBG, HOME and ESG grant contracts have been reviewed and
approved through the County Executive's Contract Review Process; and
WHEREAS, 1996 budget amendments for the CDBG, HOME and EGG grants
acceptance will be requested by resolution later in the year after compilation
of further information and fiscal year closing.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the 1996-97 consolidated grant totaling $6,248,000,
$854,863.84 in county program income, $3,250 in community program income and
county match of $269,040 for a total of $7,375,153.84.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
also accepts 1994 reallocated Community Development Block Grant funds of
$23,859.
BE IT FURTHER RESOLVED that the future level of service, including
personnel, will be contingent upon the level of Federal funding available for
these programs.
BE IT FURTHER RESOLVED that acceptance of these grants does not obligate
the County to any future commitment.

BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
authorize the Oakland County Executive to execute the grant agreements and to
approve amendments and extensions up to fifteen (15) percent variance from the
award, consistent with the agreement as originally approved.

This Grant Agreement between the Department of Housing and Urban Development (HUD) and the above named Grantee is made
pursuant to the authority of Title I of the Howling and Community Development Act of 1974, es amended, (42 U.S.C. 8301 at sec).
The Grantee's submissions for Title I assistance, the HUD regulations at 24 CFA Part 570 as now in affect and as may be amended
from time to time), and this Funding Approval, Including any special conditions, constitute part of the Agreement. Subisct to the
Provisions of this Orent Agreement, HUD will make the funding assistance specified here available to the Grantee upon execution of
the Agreement by the parties. The funding assistance specified in the Funding Approval may be used to pay costa incurred on or
after the date specified In 4 above provided the activities to which such costs are related ere carried out in compliance with IN
applicable requirements. Pre-agreernent costs may not be paid with funding assistance specified here unless they are authorised in
HUD regulations or approved by waiver and listed in the specill conditions to the Funding Approval. The Orontes agrees to MIMS all of the responsibilities for environmental review, decision making, and actions, is sped fled and required In regulations Issued by

I am pleased to inform you that with the recent agreement
on the Federal budget, we are now able to make available to
your County $6,247,000 for affordable housing, homelessness, and
community and economic development activities.
These Fiscal Year 1996 funds, which you can receive through
our new Consolidated Planning process, include resources under
the following programs:
• Community Development Block Grants: $4,940,000
• The HOME Program: $1„000 1/ .20t34170
• Emergency Shelter Grants: $108,000
As you may recall, I notified you in February about your
interim allocation pending final resolution of the budget. I am
pleased that we are now able to inform you of the total amounts,
which include the interim amounts listed in my February letter. •
Please remember, you can submit your Consolidated Planning
application electronically, avoiding thousands of pages of paper-
work. Also, you can access illustrative summaries of a wide
range of Consolidated Plans through the Internet. They can
provide creative ideas and innovative activities implemented in
communities all across the nation. Our Internet home page can

1996-1997 COMMUNITY DEVELOPMENT BLOCK GRANT (CMG) PROGRAM
Federal CDBG funds received from the U.S. Department of Housing and Urban Development for
1996-1997 will be invested in fifty-one participating municipalities to improve housing, public
services and deteriorating community conditions principally for low and moderate income residents.
Program revenues include the 1996-1997 CDBG grant and program income generated primarily
from the payback of home improvement loans to Oakland County during the 1995 calendar year.
CDBG funds are distributed by formula to each community for hundreds of community revitalization
and public service projects. Additionally, funds are allocated to the county to administer the
County's Home Improvement Program, housing counseling services and the CDBG Program.

MEMORANDUM FOR: Detroit Metropolitan Area Entitlement Localities
SUBJECT: Additional Community Development Block Grant (COBG)
Funding
A small amount of additional Community Development Block
Grant (CNC) funding has become available due to the resolution
of an audit finding through the deduction of Fiscal Year 1995
Community Development Block Grant Funds. Under the CDBG program
legislation, these funds are made available to entitlement
localities in the Metropolitan Area of the funds origin.
Attached is a tenative allocation amount which would be available
to your locality. However, in order to actually receive these
funds, the legislation specifically requires that each locality
certify that these funds are, in fact, needed by the locality in
that the locality "would be adversely affected by the loss of
Community Development Block Grant funds to be reallocated to the
Detroit Metropolitan Area."
We have enclosed a certification form. This certification
needs to be signed by your Chief Executive Officer. There is no
requirement for any legislative body action. The certifications
must be submitted to our office-attention Janet Russell no later
than close of business Monday, December 11, 1115.
The actual funding will be made available at the time of
your Fiscal Year 1996 Entitlement Allocation. We are still

1996 PROGRAM DESCRIPTION
HOME INVESTMENT PARTNERSHIPS PROGRAM
INTRODUCTION
In accordance with the federal HOME Investment Partnerships Act, Title II of the Cranston-
Gonzalez National Affordable Housing Act of 1990 (P.L. 101-625), the County of Oakland
will administer a HOME program designed to expand the supply of decent, safe, sanitary
and affordable housing for low-income persons through strengthened public-private
partnerships.
ESTIMATED USE OF HOME FUNDS & MATCHING CONTRIBUTIONS
The Consolidated Plan reflects that Oakland County's housing stock is overwhelmingly
composed of single-family owner-occupied homes, and that the best way to meet the
HOME Program's goal of "expanding the supply of decent, safe, sanitary, and affordable
housing" for low-income persons (s.92.1) is through rehabilitation of single-family homes
owned and occupied by low-income persons. The county's Consolidated Plan puts great
emphasis on housing rehabilitation as a proven method for improving the quality of housing
stock in which low-income persons reside. The following paragraphs detail the county's
plan for the use of 1996 HOME funds.
A. Reservation of HOME Funds for County Operated Programs
Moderate Rehabilitation: Oakland County plans to undertake moderate rehabilitation of
single-family owner-occupied housing for low-income families. Specifically, the program
will rehabilitate the principal residence of an owner whose family qualifies as very low
income (i.e. income not exceeding50 percent of the area median income) at the time
HOME funds are committed to the housing (s.92.254(b)). Participants will reside in one
of the 51 communities participating in the Oakland County Community Development Block
Grant (CDBG) Program. The value of the property, after rehabilitation, will not exceed the
area's mortgage limit for single-family housing under HUD's single-family insuring authority
under the National Affordable Housing Act (s.92.254(b)). For Oakland County, the value
of housing. after HOME-funded repairs, may not exceed 5116,850 (56FR36985). These
figures may vary as HUD publishes new limits in the Federal Register.
Housing that is assisted with HOME funds will minimally meet HUD's Section 8 Housing
Quality Standards (HOS). Examples of rehabilitation work that can be financed through
this program may include, but are not limited to the following: plumbing, wells, septic
systems, structural repairs. electrical work, heating, replacement of roofs, masonry work,
energy items. and barrier-free access
The total property-related indebtedness after improvement, shall not exceed the state
equalized value, doubled, or a market analysis of the value of the home. Total
indebtedness is determined as a sum of the existing property debt and that which is
incurred by the deferred home improvement loan.
Income eligibility will be determined for each household based on gross household income
and family size in accordance with HUD Section 8 Lower Income Limits. Eligible
homeowners will receive a zero percent deferred loan. Loans will be limited to $11,000
plus a 10 percent contingency for a total possible loan amount of $12,100 (maximum loan
amounts are subject to periodic updates.)
As mandated by Congress, all housing rehabilitation projects funded with FY 1996 HOME
funds will be subject to matching funds requirements. Oakland County will ensure that
rehabilitation projects are funded at a ratio of one dollar matching funds per every four
dollars of HOME monies expended, in accordance with federal guidelines (s.92.218).
County Program Administration: Ten percent of the County's basic 1996 HOME
allocation will be reserved for administrative and planning costs in accordance with
s.92.207.
B. Reservation of HOME Funds For Community Housing Development
Organizations (CHD0s)
As required by HOME program regulations at s92.300, 15 percent of HOME funds received
will be distributed to CHDOs. Oakland County will make reasonable efforts to identify
CHOOs that are capable, or can reasonably be expected to become capable, of carrying
out elements of the county's Consolidated Plan (s92.300(b)). Outreach efforts will include
advertising HOME funding availability in newspapers of general circulation, personal
contacts and conducting a HOME workshop with CHDOs interested in receiving funds. In
keeping with the goals of the County's Consolidated Plan, CHOOs may be granted funds
to implement two HOME assisted activities, Home Buyer Assistance and/or Rental Housing
Assistance through acquisition, substantial rehabilitation and /or new construction.
Home Buyer Assistance: CHDOs may use HOME funds to acquire and/or rehabilitate
existing single family homes for sale to qualified low income home buyers or acquire
vacant property and emplace modular homes for sale to qualified low income homebuyers.
The maximum amount of HOME funds a CHDO may invest in a home is established by
HUD based on the number of bedrooms per unit.

The appraised value of the property after rehabilitation may not exceed the single family
mortgage limits established by HUD ($116,850 for a single family unit). The sale price of
the home may not exceed the appraised value limit.
Housing that is for purchase and qualifies as affordable housing is subject to resale
recapture provisions for minimum periods of 5 years where the per unit amount of HOME
funds provided is less than $15,000; 10 years where the per unit amount of HOME funds
provided is $15,000 to $40,000; and 15 years where the per unit amount of HOME funds
provided is greater than $40,000. Under the county's recapture provisions, the HOME
investment that is subject to recapture is the HOME assistance that enables the
homebuyer to buy the dwelling unit. This assistance will be a direct downpayment
assistance subsidy of a $1000.00 loan issued by Oakland County that reduces the
purchase price from fair market value to an affordable price and is secured by a lien. The
recaptured funds must be used to carry out HOME-eligible activities.
At the time of purchase, housing that is newly constructed or rehabilitated using HOME
funds must meet certain property standards including Housing Quality Standards, local
code standards, rehabilitation standards and cost effective energy conservation and
effectiveness standards.
Rental Housing: Eligible CHDOs may acquire vacant 1-4 unit housing and use HOME
funds to rehabilitate the property or may acquire property and newly construct housing
units to provide rental housing. The CHDO must maintain the property as rental housing
for the full period of affordability based on the average amount of HOME funds invested
per unit and nature of activity.

The HOME investment will be secured by a decreasing term lien that coincides with the
rent affordability period requirements.
Rental housing that is assisted with HOME funds must meet HUD housing quality
standards. Housing that is newly constructed or substantially rehabilitated must meet all
applicable local codes, rehabilitation standards, ordinances, and zoning ordinances. Newly
constructed housing must meet the Model Energy Code and substantially rehabilitated
housing must meet the cost-effective energy conservation and effectiveness standards.
Occupancy and rent limitations require that 100% of HOME funds used for single family
rental housing assist tenants having annual incomes of 50% or less of median income
(very low income). Initial and future rents will be strictly controlled to ensure affordability
to very low income tenants. Rents must be maintained equal to the HOME rents
established by HUD for the local area. HOME assisted rental units will be rent controlled
for the duration of the aforementioned minimum affordability period based on per unit
HOME investment. Very low income tenants will be referred to the Michigan State Housing
Development Authority's Section 8 waiting list for rental assistance to encourage
affordability.
CHDOs will be required to collect, verity/certify and maintain certain information for the
duration of the "affordability period" including:
-Annual recertification of tenant's income.
-Annual reviews of rent and utility allowance. High and low income rents and
utility allowances must be recalculated annually.
-On-site inspections for compliance with Section 8 Housing Quality Standards
once every two years.
As mandated by Congress, all housing rehabilitation and/or new construction projects
funded with FY 1996 HOME funds will be subject to matching funds requirements.
Oakland County will ensure that rehabilitation projects are funded at a ratio of one dollar
matching funds per every four dollars of HOME monies expended, in accordance with
federal guidelines (s.92.218).
A contract must be executed by a CHDO prior to disbursement of any funds under the
HOME program. This grant agreement will identify the grant amount, grant terms and the
programmatic responsibilities of the CHDO.
A monitoring plan for the HOME program will be followed by the county and CHDO. The
plan includes providing on-going technical assistance to CHDOs. conducting annual program audits and required single audits, monitoring audits for identified deficiencies,
assessing spending performance through monthly reviews of financial documents,
conducting on-site property inspections to authorize project progress payments and
reviewing payment requests and project files for compliance with program requirements
and necessary documentation, Letters of deficiencies will be provided to CHDOs and
corrective actions taken.
C. CHDO Administration
CHDOs may receive HOME funds to administer eligible CHDO activities. A minimum
amount equal to ten percent of the CHDO's FY 1996 allocation is reserved for CHDO
administration. This amount is to be determined by Oakland County.
WOMEN AND MINORITY BUSINESS ENTERPRISE (W/MBE) OUTREACH
Oakland County's strategy to achieve W/MBE participation in the HOME Program focuses
on enhancing and overseeing the existing W/MBE outreach program designed for the
single family owner-occupied housing rehabilitation program administered by Oakland
County. The county will maintain a list of licensed and insured contractors/residential
builders for both the CDBG and HOME financed home improvement programs.
Contractors on the contractors list are currently invited to bid on home improvement jobs
on an alternating basis. The county will make every effort to ensure that at least one
W/MBE will be invited to bid every home improvement job under the HOME and CDBG
funded home improvement programs.
To expand the program's W/MBE opportunities, the county will contact the Michigan
Department of Commerce and area contractor associations for updated W/MBE resource
directories. Letters of introduction and invitation to the contractors list will be mailed to the
women and minority businesses. Also, the county will track and attend W/MBE seminars
throughout southeast Michigan in order to promote the Home Improvement Program to
potential contractors.
Oakland County will facilitate small W/MBE in securing bank loans for working capital
through assignments of accounts receivable by issuing two-party checks.
AFFIRMATIVE MARKETING
In accordance with s92.351 of the HOME regulations and other applicable federal
directives. Oakland County will carry out an affirmative marketing policy for all home
assisted rental housing of five or more units. The county will assess the affirmative
marketing policy annually to determine the success of affirmative marketing actions and
any necessary corrective actions.
Oakland County will develop an advertising campaign within the participating communities
to provide property owners, potential owners, investors or interested members of the public
with information regarding federal fair housing laws and the county's Affirmative Marketing
Plan. All promotional materials will include the "Equal Opportunity Programs/Activities"
statement.
All participants/investors in the Oakland County HOME program must certify that they will
affirmatively market HOME assisted rental housing containing five or more housing units
in accordance with the county's Affirmative Marketing Plan in order to reach those persons
least likely to apply for HOME assisted rental housing. Owners must send a statement of
the unit's availability to the Oakland County Community Development Division and the
Michigan State Housing Development Authority (MSHDA), Office of Existing Housing
Programs, prior to renting each vacant unit.
The county will maintain records to document affirmative marketing efforts and results.
Upon applying for HOME assistance, investors must complete a "tenant information form'
that identifies racial, income and gender characteristics of the tenant. Upon completion of
the units, the same information will be obtained for each tenant. Also, the aforementioned
information will be obtained annually in accordance with affordability and tenant income
requirements under HOME rental assistance. Staff will meet with any owner not complying
with the Affirmative Marketing Plan to inform the owner of the nature of his violation and
methods of correction. If corrective action does not occur, sanctions may be imposed, up
to and including mandatory repayment of HOME funds used to rehabilitate the units, in
compliance with s92.503.

EMERGENCY SHELTER GRANT PROGRAM
PROGRAM DESCRIPTION
A. Statement of Need
Assessment of the five shelters who participated in the 1995 Oakland County Emergency
Shelter Grant (ESG) program reveals that 1,497 men, women arid children used these
facilities in 1994. Of those, 1,098 men. women and children served were from Oakland
County alone; 346 were from the 51 communities participating in the County's COBG
program: and the remaining 57 were out-county residents. This information indicates that
homelessness continues to be a problem in Oakland County as it is in the rest of the nation.
B. Inventory of Facilities and Assistance Servino the Homeless
The five shelters that received 1995 ESG program funds to serve the general public in
Oakland County are 1. Help Against Violent Encounters Now (HAVEN), 2. New Bethel
Outreach Ministry. 3. Pontiac Area Transitional Housing (PATH), 4. the Sanctuary, and 5.
South Oakland Shelter (SOS). Of these, only one organization, the South Oakland Shelter,
is located in Oakland County's COBG jurisdiction. Three shelters, (HAVEN. New Bethel
Outreach Ministry. and PATH), are located within the city of Pontiac. The remaining shelter,
the Sanctuary. is located in the city of Royal Oak. All of the shelters except one, (SOS), are
permanently sited facilities.
The South Oakland Shelter is a consortium of approximately 50 sites designed to provide
a weekly "rotating" emergency shelter program. The sites of the SOS network primarily
consist of churches and synagogues and they each have the capacity to house and provide
services to about 30 homeless individuals at any one time. SOS provides a variety of
services for the homeless including overnight lodging, morning and evening meals, box
lunches for those seeking employment, professional counseling, personal care packages,
laundry service and transportation as well as information on and referrals for clothing.

HAVEN is a private, non-profit agency that serves Oakland County residents as an
emergency shelter for women and children left homeless due to physical, sexual and/or
emotional abuse HAVEN's shelter in Pontiac can accommodate 15-25 families with a
maximum capacity of 65 residents This facility provides food, shelter, clothing and
supportive counseling services. HAVEN also serves clients at sites in 6 cities, 10 townships.

New Bethel at:each Ministry is a 24-bed shelter for homeless families With children, victims of domes:ic violence, and the elderly
PATH. an affiiiate of Lighthouse of Oakland County (a Pontiac-based social service
agency), is a transitional housing project for homeless women and their children, PATH
operates 18 private apartments and 4 adjacent residential structures within a two-block
radius Among the support that this facility provides its clients are counseling, training;
mentoring. and day care services.
The Sanctuary's "A Step Forward" is a transitional living program for homeless or at-risk
youth ages 15-21 The program promotes self-sufficiency through a variety of residential
and non-residential services. They provide a 24-hour crisis line: information and referrals:
training: meals. individual, family. group and aftercare counseling: peer counseling:
mentonng: substance abuse education and assessments: family preservation: as well as
several support groups for youth, parents, and families.
These shelters are outstanding examples of a community responding to the immediate
needs of homeless persons, Emergency Shelter Grant funds to shelters participating in
Oakland County's ESG Program will enable them to devote more services to the homeless
population which. in turn, will foster the development of economic autonomy. self-
sufficiency, and functional family units within our communities
C. The Emergency Shelter Grant Program (ESG1
The County considers the Emergency Shelter Grant Program to be an integral component
of its plan to assist the homeless. The homeless in Oakland County do not fit into our
traditional social services system. They have neither permanent addresses, jobs, nor any
basic means to take care of themselves and they are often without family or friends. The
homeless often have substance abuse problems. physical. emotional and/or mental health
problems, and limited vocational skills.
HAVEN, New 'Bethel Outreach Ministry. and SOS have taken the first step in attempting to
address a very complex issue by simply offering a safe place to sleep, a warm meal and
a listening ear to the homeless. PATH and the Sanctuary offer more intensive services to
try to get clients housed, living independently and feeling better about themselves.
Based on this need and the goal of the program which is to expand and improve the quality
of existing emergency shelter services for the County's homeless. Oakland County intends
to allocate ESG monies to local non-profit organizations to fund certain operating expenses
such as maintenance, insurance, utilities, and furnishings as well as essential social service
expenses and administrative costs as provided by ESG regulations.

shelter's past use of funds and their current needs with respect to the availability of federal
