PALMER, CHAIRPERSON IN RE: CENTRAL SERVICES - RADIO COMMUNICATIONS - AMENDMENT TO THE POLICY FOR THE USE OF THE 800 MHz RADIO SYSTEM BY OUTSIDE AGENCIES TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS through Miscellaneous Resolutions 94030 and 94359, the Oakland County Board of Commissioners established the policy for use of the 800 MHz radio system by outside agencies; and WHEREAS the policy authorizes Radio Communications to rent 800 MHz two-way communication radios to public safety agencies provided: 1) system capacity exists; 2) the Sheriff's Department handles the dispatch services for the agency, or the public safety agency desires mutual aid communications with the County and that the use of radios under this provision be limited to mutual aid communications; and 3) the public agency may be removed with 120 days notice should the County need the system capacity in the future; and WHEREAS the radio system was expanded from 10 to 14 channels in 1995 to accommodate emergency medical communications, county growth and other public safety agencies; and WHEREAS, the Radio Oversight Committee, established by MR#91247, recommends amending the policy to allow outside public safety agencies to rent 800 MHz two-way radios free of dispatching or mutual aid communications restrictions. NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners amends and restates the policy on the use of the 800 MHz radio system authorizing Radio Communications to rent 800 MHz two-way communication radios to public safety agencies provided that: 1) system capacity exists; and 2) the public safety agency may be removed with 120 days notice should the County need the system capacity in the future.
