HomeMy WebLinkAboutResolutions - 1996.05.23 - 24844FISCAL REPORT (Misc. #96120) BY: FINANCE AND PERSONNEL COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON RE: DEPARTMENT OF INFORMATION TECHNOLOGY - REVISED OFFICE AUTOMATION PROCESS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance and Personnel Committee, having reviewed the above referenced resolution, recommends its adoption as amended with the following clauses: "WHEREAS implementation of the revised Office Automation Process requires amending Section 21(f) of the 1996 General Appropriations Act. BE IT FURTHER RESOLVED that Section 21(f) of the 1996 General Appropriations Act be amended as follows: Transfers may be made from the non- departmental accounts for the Department of Information Technology or from an other oourcc of fundo, for computer hardware and/or software, as well as professional services,' _ _ -- in accordance with the Board of Commissioners adopted "REVISED OFFICE AUTOMATION PROCESS. MAY 23, 1996 MISCELLANEOUS RESOLUTION # 96120 BY: STRATEGIC PLANNING COMMITTEE, DENNIS POWERS, CHAIRPERSON IN RE: DEPARTMENT OF INFORMATION TECHNOLOGY - REVISED OFFICE AUTOMATION PROCESS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Misc. Resolution #94009 established a methodology for approval and implementation of Office Automation Projects; and WHEREAS the purpose of this process is to provide a vehicle for interested County agencies to request office automation goods and services and a structure by which requests can be documented, evaluated and implemented; and WHEREAS the current process does not make a distinction between large and small projects, subjecting each request to administrative and policy reviews resulting in excessive resource consumption and implementation delays; and WHEREAS the Department of Information Technology proposes a revised office automation procedure that would continue to subject all requests to administrative review, including assessment of need, proposal preparation, fiscal analysis, customer review, and prioritization, but streamline policy review by categorizing projects and processing them in the following fashion: = Pre-justified Projects, as defined in the attached written procedure, would be considered as authorized. Funding will be provided through the Biennial Budget Process, grant funding or ADA administrative approval process. - Non-Pre-justified Projects with a total cost less than $25,000 would be submitted as an Installation Service Request and authorized by the Director of Information Technology. The aggregate dollar amounts appropriated within this category will be subject to annual approval by the Board of Commissioners as a part of the non-departmental appropriation for Office Automation (Account #10100-909-01-00-9920), and reported regularly as part of the Finance and Personnel Committee's Contingency Report. - Non-Pre-justified Projects with a total cost $25,000 and more will require both an Installation Service Request and Automation Enhancement Request, subject to approval by the Director of Information Technology and the Fiscal Services Division, as well as the Personnel Department when appropriate. Funding from the Board of Commissioners will be sought prior to the initiation of these projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the establishment of a revised Office Automation Process, as outlined above and described in detail in the attached Automation Services Process document. BE IT FURTHER RESOLVED that the approval of this process supersedes any other process previously in effect. STRATEGIC PLANNING COMMITTEE Oakland County Department of Information Technology Automation Services Process May 7, 1996 PURPOSE: To ensure that all technology implemented in Oakland County is in accordance with the County's strategic direction, cost effective, and to maintain standardization across departments. SCOPE: This process will cover: All hardware, including but not limited to, computers and peripheral devices such as disk drives, terminals, printers, plotters, and modems All standard software as listed in the Office Automation Standards Guidelines Excluded from this process are supplies such as printer ribbons, diskettes, backup tapes, toner cartridges, and Departmentally Acquired Non-standard software. APPROVAL: Pre-justification Requests which meet 1 of the following criteria will be considered pre- justified and approved: Personal computers for employees in pre-justified classifications (see attached) Grant funded Funding approved as part of the Biennial Budget Process American Disability Act Requests Non Pre-justified and Total Project Cost < $25,000 A Statement of Need will accompany the Installation Service Request from the requesting department and will be subject to the approval of the Director of Information Technology. The aggregate dollar amounts appropriated within this category will be subject to annual approval by the Board of Commissioners. Non Pre-justified and Total-Project Cost > $25.000 An Automation Enhancement Request (see attached) will be required along with the Installation Service Request and will be subject to the approval of the Fiscal Services Division (for budget approval) and the Director of Information Technology. Projects with significant personnel savings will be referred by the Fiscal Services Division to the Personnel Department as necessary. In these instances it is expected that the cost savings for implementation of new technology could result in significant changes in departmental business practices. These business practice changes could reduce personnel, increase service levels and/or address mandated changes to technology. Funding from the Board will be sought prior to the initiation of these projects. 1 Oakland County Department of Information Technology Automation Services Process May 7, 1996 INVENTORY: Most "Pre-justified" and "Non Pre-justified and Total Project Cost <• $25,000" requests will be installed utilizing an established inventory amount of standard commodities. Approved requests would be installed within approximately 2 weeks from approval of request. Funding for the re- establishment of inventory will be presented to the Board for review on a periodic basis. DolT Non Pre-justified and Total Project Cost < $25.000: Submit a Statement of Need along with the Installation Service Request (ISR). Non Pre-justified and Total Project Cost > $25.000: Submit an Automation Enhancement Request along with the Installation Service Request (ISR). DolT would be involved to assess potential changes to business practices. The above items should be submitted to the IT Representative responsible for the operating Department/Division and with the approval of the operating Division's Manager or designee. 2 Technical review. Tech Systems and Networking 3 Pre-justification determination. Pre-justified requests are Personnel, immediately scheduled. Tech Systems and Networking Evaluation, recommendation, and approval of requests that IT Director are not pre-justified and total project cost < $25,000. _ Evaluation, recommendation, and approval of requests that IT Director, are not pre-justified and total project cost > $25,000.
