IN RE: SHERIFF DEPARTMENT - EXPANSION OF FUGITIVE APPREHENSION TEAM
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Prosecuting Attorney's Criminal Investigation section
consists of the following positions: 1 Chief - Prosecutor's Criminal
Investigations, 5 Prosecutor's Investigators, 1 Secretary I, and 1 part-time
non-eligible Court Service Officer II; and
WHEREAS there is a duplication of services in the Prosecutor's Criminal
Investigations section and Technical Services Division's Special Teams Unit
within the Sheriff's Department as it relates to the undertaking of criminal
investigation activities; and
WHEREAS it has been determined to be in the best interests of the County
to transfer the functions performed by the Prosecutor's Criminal
Investigations section to the Special Teams unit of the Sheriff's department
and make appropriate position reclassifications; and
WHEREAS The County, Sheriff's Department and the Union have negotiated
concerning the wages, benefits, and all other matters concerning this request;
and
WHEREAS the 1,000 hour per year part-time non-eligible Court Service
Officer II position would remain in the Prosecuting Attorney's Department
under the Administration Division to continue its juvenile subpoena service
function.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the transfer of five Prosecutor's Investigator
positions (4's 4110101444,4110101120,4110102557,4110103008,4110101947), one
Chief - Prosecutor's Criminal Investigations position (#4110103460), and one
Secretary I position (#4110105759), including the corresponding undercover
vehicles and radio equipment, car phones, office equipment, computers,
furniture, and other specifically related equipment in the Criminal
Investigations section of the Prosecutor's Office to the Sheriff's
Department/Technical Services Division/Special Teams Unit.
BE IT FURTHER RESOLVED to reclassify one Chief-Prosecutor's Criminal
Investigations position and incumbent to Sergeant.
BE IT FURTHER RESOLVED to reclassify five Prosecutor Investigator
positions and incumbents to Deputy II.
BE IT FURTHER RESOLVED that the 1,000 hour PTNE Court Service Officer IT
position currently assigned to the Prosecuting Attorney's Criminal
Investigations section would transfer to the Prosecuting
Attorney/Administration Division (pos. #41101-07807).

SUPPLEMENT TO COLLECTIVE BARGAINING AGREEMENT
This Supplement to the Collective Bargaining Agreement is hereby entered into this
olZrr____, day of A4vem ,664. , 1996, by and between the Oakland County Deputy Sheriffs
Association ("Union"), the County of Oakland ("County") and the Oakland County Sheriffs
Department ("Sheriffs Department").
4. This Agreement is based on the following facts: —

Sheriffs Department also has employees who perform criminal investigatory
work for the Sheriffs Department. ›-
The County has determined that, at the present time, the functions currently
performed by five (5) of the Prosecutor's Investigators are best managed,
directed and supervised if those functions are performed as part of the
Sheriff's Department.
C. The Union represents certain employees in the Sheriff's Department
including employees who perform criminal investigatory work.
D. The County, the Sheriff's Department and the Union have negotiated
concerning the wages, benefits, working conditions and all other matters
relevant to the placement of the five (5) Prosecutor's Investigators in the
Sheriffs Department and in the Union's bargaining unit.
II. NOW THEREFORE, the parties agree as follows:
A. Effective lZ , 1996, five (5) employees currently classified as
Oakland County Prosecutor's Investigators shall be placed in the
classification of Deputy II in the Sheriff's Department and shall become part
of the Union's bargaining unit.
B. Effective / , 1996, each employee transferred to the Sheriffs
Department shall be placed on the existing 1996 Deputy II salary schedule at
the lowest step which will provide the employee with an increase in pay.
Merit increase dates for employees affected by this Agreement will be

C. Each affected employee under this Agreement shall have a seniority date of

D. Affected employees shall be required to serve a probationary period in the

E. All other provisions of the Collective Bargaining Agreement between the
Sheriff's Department, the County and the Union shall apply to employees
affected by this Supplement.
F. This Agreement constitutes the full agreement between the County, the
Sheriffs Department and the Union with respect to the transfer of positions
and employees from the Prosecutor's Office to the Oakland County Sheriff's
Department effective N 0 V. 2 / , 1996. The Union, on behalf of itself
and all members of the bargaining unit, have no other agreement with and
have no claims against the County or the Sheriff's Department in connection
with the transfers of the Prosecutor's Investigators to the Sheriff's
Department or the subject matter of this Supplement.

SUPPLEMENT TO COLLECTIVE BARGAINING AGREEMENT

("Union"), the County of Oakland ("County") and the Oakland County Sheriffs Department
("Sheriffs Department").
I. This Agreement is based on the following facts:

step of the existing Sergeant salary schedule.

IN RE: SHERIFF'S DEPARTMENT - EXPANSION OF FUGITIVE APPREHENSION TEAM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-F of this Board, the Finance and Personnel
Committee has reviewed the above referenced resolution and finds:
1. The Prosecuting Attorney's Criminal Investigation section and the
Sheriff's Department Technical Services Division's Special Teams
Unit serve the same purpose relating to criminal investigation
activities.
2. The Sheriff Department recommends that the best interests of the
County would be served by the transfer of those functions
performed by the Prosecutor's Investigations section to the
Sheriff's Department Technical Services Division's Special Teams
Unit.
3. The following budgeted positions would be transferred to the
Sheriff's Department and be appropriately reclassified, if
necessary: five (5) Prosecutor Investigator positions, one Chief
- Prosecutor's Criminal Investigations position, and one Secretary
I position.
4. Budgets for vehicles, radio equipment and telephone equipment
related to those positions would also be transferred to the
Sheriff's Department.
5. Transfer for the balance of 1996 equals $40,879; FY 97 equals
$378,556; FY 97/98 equals $493,938. These amounts are detailed on
the attached schedule.
6. Budget amendments for FY 97 and FY 97/98 will be included in the
Amendments to the Executive Recommendation.
7. The 1996 budget for the Sheriff's Department, Technical Services
Division Special Teams Unit and the Prosecuting Attorney's
Criminal Investigation section should be amended as follows:
