Palmer, Chairperson IN RE: Probate Court Renovations To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS, the 1997 Capital Improvement Program includes as the first priority in the Building Section a project to increase the size of two probate court rooms and to relieve overcrowded conditions for the public and staff; and WHEREAS, there is 2,100 square feet of unfinished area in the West Wing Extension which would provide interim relief for these overcrowded conditions; and WHEREAS, the design and scope of work for the Probate Court improvements is estimated to be $770,000, inclusive of a 10% contingency, as outlined on the attached Probate Court Capital Improvement Program, Phases 1-VI. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby approve the Probate Court Renovation, as delineated in the attached Renovation for the Probate Court, dated March 11, 1997. Chairperson, on behalf of the Planning & Building Committee, I move the adoption of the foregoing resolution. Remodel existing Youth Assistance area and Clinic area for court administrative staff to move. Remodel existing court administrative staff area for Judge Young's new courtroom, and move Judge Young and staff from 1st floor to 2nd floor. Remodel Judge Young's existing courtroom area and move Judge Silver and staff into this new area. Remodel Judge Silver's existing courtroom and staff area, and the existing waiting room area. Enlarge the new waiting room area, create new detention rooms, and create new Mental Health operational area. Move mental health staff and detention operation into new remodeled area. Remodel existing mental health area and various portions of the estates area. Move counter back and expand estates area by moving folks back into existing mental health area. Additionally we will be creating jury boxes in Judge Moore's and Judge Grant's courtrooms. This could be done anytime throughout the process. JLC 2/7/97 OAKLAND COUNTY EXECUTIVE DEPARTMENT OF FACILITIES MANAGEMENT Request Authorization to Proceed With Renovations for the Probate Court March 11, 1997 OVERVIEW: Listed in the 1997 Capital Improvement Program (C.I.P.) as the first priority in the Building Section is a project to increase the size of two (2) Probate Courtrooms and to relieve overcrowded conditions for the public and staff. The Courthouse East Wing was constructed in 1968 and during the past 29 years little has been done, because of space constraints, to improve the operating conditions of the Court's ever increasing workload. The availability of 2,100 square feet of unfinished area in the West Wing Extension provides an opportunity to improve the Court's operation in several ways. This project will not resolve all the space deficiencies lor the Court and should only be viewed as an interim step in providing significant relief to the overcrowded conditions. MAJOR IMPROVEMENTS: The Probate Court is in support of the following major imprvements: • Relocate the twelve (12) person Youth Assistance Supervisors and support staff from the East Wing to the West Wing Extension. • Provide 88% increase in the size of the second floor Lobby Waiting Room (455 square feet to 855 square feet) and increase public seating from 25 to 78 people. • Provide seven (7) person jury boxes in all four (4) Probate Courtrooms to accommodate Family Court requirements. • Construct one (1) new Probate Courtroom, Judge's Chambers and secretary office and increase the size of one (1) Probate Courtroom to accommodate public seating for 45 people. These improvements increase the public seating capacity from 22 and 39 people respectively. • Construct three (3) new prisoner holding areas with restroom facilities in one (1) room. Prisoners currently use public rest rooms which is not desirable. • Provides for a 43% increase in space in overcrowded Estates Division. This improvement provides work space for staff working in storage vault additional waiting area for the public. The project is estimated in the Capital Improvement Program at $925,000. Refinement of design and the scope of work has resulted in a lower estimated cost of $770,000, including a 10% contingency. RECOMMENDATION: Facilities Management recommends work be performed by in-house staff and outside contractors obtained through the Purchasing Division. Attached, for your consideration,is a report to the Finance and Personnel Committee recommending funding approval for the project. Resolution authorizes the renovation of unfinished space in the West Wing Extension of the Courthouse to alleviate the overcrowded conditions in the Probate Courtrooms, 2. Total cost of the project is estimated at $770,000. The first phase is estimated at $108,000. A 10% contingency amount ($10,800) is to be included. 3. Cost for the first phase, in the amount of $118,800, will be paid by the West Wing Construction Fund. 4. The balance of $651,200, needed to complete the project, is to be transferred from the Capital Improvement Fund (40100) to the Project Work Order Fund (40400), to establish the Probate Court Renovation Project.
