To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, in adopting the FY1998-1999 Biennial Budget and General Appropriations Act, the
Oakland County Board of Commissioners established the Digital Information Service Center (DISC) in the
Systems Development & Support Division of the Department of Information Technology; and
WHEREAS one of the primary responsibilities of the newly established DISC is implementation of
the Oakland County Enterprise Parcel Data Operation and Management Plan, an essential prerequisite
and integral part of a successful Geographic Information System (GIS); and
WHEREAS the short-term goal of the Plan is to automate the 430,000 existing parcel records and
then convert the automated parcel records into the Arc/Info Parcel Coverage format; the long-term goal is
to maintain and manage the parcel geometry and quality control, as well as disseminate the digital parcel
information to user departments, cities, villages and townships, and to the general public through the
Enhanced Access System; and
WHEREAS accomplishment of the foregoing goals and objectives requires reorganization of DISC
to consolidate and integrate adequate human and capital resources to ensure successful Plan
implementation; and
WHEREAS Information Technology, Equalization and the Register of Deeds ROD) offices are
most affected by the institutional changes. Staffing levels currently in the ROD's office and Equalization
are capable of supporting their defined enterprise parcel management roles. The recommended
personnel changes for Information Technology and related organizations are summarized as follows:
1) Create new class titled GIS Enterprise Data Technician (Grade 10, Reg OT),
2) Transfer two positions (#00204, Sr. Tax Description Technician, Grade 10 and #00273.
Engineering Technician, Grade 9) from Equalization to DISC and reclassify to GIS
Enterprise Data Technician,
3) Transfer Customer Services Technician II position (#01596, Grade 11) from IT/Data
Center Operations Division to DISC and reclassify to Network Systems Analyst (Grade
13),
4) Reclassify Application Analyst/Programmer III position (#04694, Grade 16) in DISC to
Supervisor I - Systems Development (Grade 17),
5) Provide temporary additional compensation for approximately 20 positions in
Development & Planning Division, Equalization Division, Health Division, Register of
Deeds, and Drain Commissioner's Offices which have been designated as GIS
Department System Area Specialists; and
WHEREAS the transfer of function and personnel from the Equalization Division of the
Department of Community and Economic Development to the IT/DISC Unit requires a Public Hearing prior
to Board of Commissioner's approval; and
WHEREAS the temporary additional compensation is intended to encourage, reward and retain
employees who successfully participate in and complete Arc/Info training and apply this training on their
job as a GIS - Department Systems Area Expert. Eligibility for the additional compensation (5% in
FY1998, 3% in Fy1999, and 0% thereafter) will be accorded based on application of a strict set of criteria
(attachment A).
NOW THEREFORE BE IT RESOLVED that, having held the required Public Hearing for transfer
of function and personnel, the Oakland County Board of Commissioners approves the Oakland County
Enterprise Parcel Data Operation and Management Plan (Attachment B) and authorizes the following
institutional and personnel changes, effective with the first pay-period of 1998 (12-20-97):
1) Create new class titled GIS Enterprise Data Technician (Grade 10, Reg OT),
2) Transfer two positions (#00204, Sr. Tax Description Technician, Grade 10 and #00273,
Engineering Technician, Grade 9) from Equalization to DISC and reclassify to GIS
Enterprise Data Technician,
3) Transfer Customer Services Technician 11 position (#01596, Grade 11) from 1T/Data
Center Operations Division to DISC and reclassify to Network Systems Analyst (Grade
13),

Attachment A
GIS - Department System Area Specialist
(additional compensation)
Preface: This new area of compensation is being proposed to encourage, reward and retain
employees who gain skills in leading edge technologies (i.e., "hot technologies").
Hot Technologies is a phrase coined to describe skills which are in high demand in
the labor market. Incumbents with these skills are in a position to command
additional compensation and organizations are likely to find themselves in bidding
wars to recruit and/or retain them. This effect is usually temporary until the supply is
adequate to fill the demand. At that point salaries level off and incumbents can no
longer demand premiums based on that particular skill. Accordingly, this proposal
for additional compensation is designed to diminish over time as these skills become
more common in the labor market.
Costs for this proposed program will be absorbed by the individual
Departments involved.
Goal: Encourage, reward and retain employees who successfully participate in and
complete ARC INFO training and apply this training on their job as a GIS -
Department System Area Specialist.
*Eligibility: To be eligible for this additional compensation the following criteria must be met;
1) The employee must be identified by their Department as the GIS-
Department System Area Specialist to receive training;
2) The employee must successfully complete ARC INFO training; and
3) The employee must consistently apply ARC INFO acquired skills in the
performance of their job duties, as determined by their Department and
concurred by Information Technology and the Personnel Department. The
Department is responsible to monitor whether an employee continues to meet
this eligibility criteria. If, for example, an employee is reassigned and is no
longer consistently performing duties as the GIS-Department System Area
Specialist, the Department must notify IT and Personnel and the additional
compensation will be discontinued for this employee. .
*Employee's in union represented classifications are not eligible for this additional compensation.
Contact the Labor Relations Unit if interested in pursuing this additional compensation for a union
represented classification.
Amount: Those employees determined eligible will receive an additional 5% of base
compensation for fiscal year 1998; 3% for fiscal year 1999; 0% thereafter.
Non-exempt employees will have the additional compensation applied to
their base hourly rate. Exempt employees will receive a lump sum payment
on a bi-weekly basis.
Effective Date: The additional compensation plan will be effective for employees at the
beginning of the pay period closest to when they meet all of the eligibility
criteria (defined above).

Oakland County Enterprise Parcel Data
Operation and Management Plan
1.0 Introduction
The Oaldand County Parcel Data Operation and Management Plan is the result of almost
a year of GIS implementation planning. It is intended to facilitate the development of
efficient enterprise parcel management procedures and recognize the following business
process re-engineering quotas:
1. Increased efficiency.
2. The provision of additional services with fewer resources.
3. Elimination of duplication of effort.
4. Propagate effective decision-making.
5. Increased access and dissemination of digital parcel information.
This document is intended to outline the short-term and long-term parcel operation and
management procedures that will be developed in Oakland County, Short-term
operations include automating the existing parcel records and converting the automated
records into the Arc/Info Parcel Coverage format. Long-term operation and maintenance
procedures include management of the parcel geometry, quality control and distribution.
Parcels of property are not the only data sets included in the enterprise data model. There
are other data sets that will be implemented and managed centrally by the GIS Utility.
Digital orthophotos, hydrography, and road centerline/address ranges will be managed by
the GIS Utility and each of these data sets will have detailed operation and management
plans. Subsequent to the development of enterprise data management plans, the GIS
Utility will work with each participating department to develop departmental data
management plans.
The Parcel Data Operation and Management Plan focuses on the development of an
ArcInfo parcel coverage and is separated into four distinct sections that will address the
following processes: institutional organization and timing, parcel automation and
conversion, parcel management, and parcel acceptance. Several documents are included
in the Appendix for reference.
2.0 Institutional Organization and Timing
To prepare for the technical implementation of enterprise parcel management,
institutional and organizational changes have been proposed. The organizational
adjustments proposed are formulated in three major documents: the Oakland County GIS
fiateel Data Operation and Management Plan - October 21, 1997
Strategic Plan, the GIS Needs Assessment and the Digital Information Service Center
Organizational Report. More detailed implementation strategies have been developed in
subsequent implementation discussions.
2.1 Institutional Organization
Initially, Information Technology, Equalization and the Register of Deeds (ROD) office
will be most affected by the proposed institutional changes. In support of the institutional
changes, several assumptions and action items have been formulated.
1. Parcels will be mapped at the first point of contact and in support of
required business functions within the Register of Deeds (ROD) and
Equalization Division.
2. The first point of contact in Oakland County for all platted subdivisions is
the ROD's (Plat Engineer) office.
3. The first point of contact in Oakland County for all condominiums is the
ROD's (Sidwell Validation) office.
4. The first point of contact in Oakland County for other land divisions is the
Land Description Section within Equalization.
5. There are functions currently being performed in the Land Description
Section that are specific to tax administration.
6. Parcel data implementation, mapping standards and procedures will be
coordinated by the GIS Utility.
7. Equalization will certify tax maps in compliance with the State statute.
8. Current workflows inside of the Equalization's Land Description Section
and the ROD's office will be more clearly defined and automated where
possible to promote efficiency.
To promote enterprise parcel management, existing skill sets and current staffing
workloads within the three affected departments have been analyzed. Where appropriate
and as a result of this review, new job descriptions were written and workloads
redistributed.
Staffing levels currently in the ROD's office and Equalization are capable of supporting
their defined enterprise parcel management role. Minor workflow adjustments might be
required as implementation continues. Inside of the GIS Utility, two Enterprise Data
Technicians positions will be created to manage and coordinate the previously mentioned
enterprise data sets. As defined in the appropriate job descriptions, they will take on the
following duties and responsibilities:
1. Coordinate the management, access and use of Oakland County GIS
enterprise data sets (parcels, orthophotos, road centerline/address range,
and other).

2. Will use coordinate geometry or appropriate computation method, existing
source documentation and ESRI software tools to develop, populate and
manage the enterprise parcel fabric.
3. Performs quality control and quality assurance (QA/QC) on parcel data
updates made in the Equalization Division and the Register of Deeds
Office. Is responsible for data set updates (check in functions) and
acquiring enterprise metadata.
4. Will use ESRI software tools to resample, position, customize and/or
populate digital orthophotos and related products.
5. Will use ESRI software tools to develop and populate the road
centerline/address range ArcInfo coverage.
6. Will document data creation, management and quality assurance (QA/QC)
procedures.
7. On a regular basis and as needed, will meet with participating departments
to develop data automation and management routines.
8. Tests, debugs and evaluates ESRI software and developed applications for
use by the (MS Utility and participating departments.
9. As needed, will draft specifications and requests for proposals required for
system or data enhancements.
10. As needed, will assist and support data automation projects inside of
County departments.
11. In compliance with the Enhanced Access Policy, will coordinate the
distribution and access of enterprise data sets.
As proposed in a resolution going before the Oakland County Board of Commissioners in
November of 1997, two existing Land Description Section staff members will be
transferred to the (MS Utility to perform the above mentioned responsibilities. Although
transferred into that description, they will be made available to the Land Description
Section if needed to complete the parcel automation quality control process.
Training for those individuals involved in the implementation of enterprise parcel
management has begun or will begin in December of 1997. In September of 1997, two
individuals from the R0D's office and three members of the Equalization Division went
through ArcInfo training. Currently, representatives from Equalization are working on
the Genamap to Arcinfo conversion and once completed, will move on to other needs
within the Division. To further support implementation, two members of the ROD's
office and the Land Description Section will be included in the December ArcInfo
training. The Enterprise Data Technicians will also be included in the December ArcInfo
training class. Those individuals using the parcel management application (NovaLIS)
will receive additional training in early 1998.

2.2 Institutional Timing
Implementation of enterprise parcel management in a timely manner is of the utmost
importance to the GIS Utility. There are several components that must be coordinated to
implement the enterprise parcel management process. If a single component of the
process is delayed, the process as a whole could be delayed.
The enterprise parcel management timeline is intended to be a reference tool and will
further define implementation goals.

3.0 Parcel Automation and Conversion
For clarity and further identification, parcel data creation has been broken down into two
distinct processes: parcel automation and parcel conversion. Parcel automation is the
process of turning existing hard copy records into digital databases and graphics. Parcel
conversion is the process of moving the automated parcel databases and graphics into the
County's Arc/Info format.

3.1 Parcel Automation
Parcel automation is currently under contract with Beam, Longest, and Neff, Inc (BLN).
Automation specifications are described in detail in the parcel conversion contract and
included in the Appendix. In general they are:
Control
1. All parcel computations will be tied to current remonumentation and
associated geodetic control on section corners.
2. All coordinate values will be expressed in the Michigan State Plane
Coordinate System South Zone, International Feet.
3. In cases where there is uncertain positioning of a parcel boundary,
County supplied digital orthophotography could be used to resolve
, boundary locations.
Boundaries
1. The dimensions of parcels will reflect record distances within the
accuracy of the parcel description.
2. The line types (solid, dashed) and symbology (weight and color) will
be as described in the specification.
3. All connecting line information will be included and marked as
specified.
Parcels
1. All parcels will have an associated parcel identification number (PIN)
that will be the County Sidwell Tax number.
2. All parcel polygons will close and will have complete topology.
3. All parcel database elements will be entered as specified from record
information (plats, condos and deeds).
Annotation
1. All linear dimensions will be annotated along the boundaries including
road and right of way widths
2. Street names and private right of way names will be annotated.
3. Parcels will be annotated with the Sidwell number.
4. Hydrography and railroads will be annotated with the name of the
water body or the operator of the line.
3.2 Parcel Conversion
There are two conversion processes. Initially, 100,000 parcels converted by Oakland
County in Genamap will be moved into Arc/Info. Upon receipt of automated parcels
from BLN, the parcels in a DGN format must also be moved into Arc/Info. This second
process will involve the remaining County parcels, nearly 330,000.

3.2.1 Existing Genamap Files
Oakland County currently has approximately 100,000 parcels in the Genamap file format.
The parcels currently in that format will be converted into the Oakland County
Arc/Info parcel coverage. Refer to the Appendix for a copy of the Arc/Info Parcel
Coverage description.
To convert the Genamap parcel information, the Equalization System Area Experts will
work with the GIS Utility and data conversion programs, developed by GeoAnalytics.
The Genamap conversion procedures are in the Appendix. In general, this process occurs
in the following steps:

The Equalization System Area Experts will complete the entire process for 100,000
parcels currently in the Genamap file format. As these files are completed, they will be
sent to the GIS Utility for addition to the enterprise parcel coverage. Because of a close
working relationship with the GIS Utility, adding these files to the enterprise parcel
coverage will be relatively seamless.
3.2.2 Outsource Parcel Automation (DGN File Formats)
BLN will provide the automated data in Intergraph DGN design file format. For Phase II
of the parcel automation project, and to the extent possible, DGN files will be structured
in a format compatible with the Arc/Info coverage design.
The GIS Utility will work with BLN to establish the DUN format requirements. BLN
has been given the Arc/Info Parcel and PLSS coverage designs. ESRI is developing a file
format structure that will promote compatibility. Upon receipt of this proposed DGN
format, BLN will be asked to submit sample data sets. The GIS Utility will run the
DGN2ARC conversion to evaluate how well the information migrates to Arc/Info. Based
on an evaluation by the GIS Utility and its technical support, the proposed DGN file
structure will be accepted or modified to meet Oakland County's requirements. When
completed the DGN file design will be included in the Appendix.
Automated parcel data supplied by BLN will be coordinated by the GIS Utility. The Land
Description Section will conduct quality control. This process is functioning currently.
After the parcels have passed quality control, they will be accepted and converted to the
Arc/Info coverage by the GIS Utility.

4. Parcel Management
Parcel management is the long-term process of maintaining the parcel data and providing
an archive of the historical parcel information. Parcel management will be completed at
the first point of contact and by the organization responsible for reviewing, processing, or
entering parcel information. In Oakland County, this will become an integral part of
workflows in the ROD's office, Equalization, and the GIS Utility.
Any organization responsible for parcel maintenance (adding parcel lines, updating parcel
attributes, or adding parcel attributes) will be working with the Oakland County parcel
management tool. Long-term, the tool will be NovaLIS. Immediate parcel management
will be done with ArcCogo.
4.1 Register of Deeds and County Plat Engineer
The ROD's office receives all new plats, building condos and site condos. Under the Plat
Engineer's direction, individuals inside of the ROD's office will enter these documents
into the Arc/Info parcel coverage and resolve any new boundary discrepancy. All
database elements that are available and are needed will be entered into the coverage.
The Register of Deeds currently runs a parcel closure check on all parcel conveyances.
This will become part of the parcel management process. The Register of Deeds staff
will view the current parcel fabric and run a description closure check on the new
conveyance. If the closure is acceptable, than the new parcel attributes will be added to
the coverage. If the closure or description is not acceptable, then the document will be
returned for correction.
After the additions have been made to the parcel coverage the revised coverage will be
sent to the GIS Utility for "check-in" or addition to the enterprise parcel database.
4.2 Equalization
The Land Description Section will be responsible for mapping unrecorded surveys and
other miscellaneous land descriptions. For any survey did not pass through the Register
of Deeds office, the Land Description Section will add new parcel boundaries, resolve
any new boundary discrepancy, and add all tax and ownership information as required.
In addition to that function, they will continue to perform tax administration functions on
parcels located within Oakland County. Newly added parcels and conveyance
information from the Register of Deeds office will be reviewed by Equalization. As
appropriate, the Land Description Section will add or correct tax parcel numbers (Sidwell
number) add tax attributes, and modify parcel areas to reflect tax parcel boundaries. This
could include removing tax-exempt right of way and parcels from the tax rolls. Within
the confines of State Statutes, efforts will be made to automate tax descriptions and
administration functions.

After the additions have been made to the parcel coverage the revised coverage will be
sent to the GIS Utility for "check-in" or addition to the enterprise parcel database.
4.3 GIS Utility
The GIS Utility will manage the check-in/check-out of the parcel coverages. Please refer
to the Appendix for a description of this process. The check-in/check-out processes may
change depending on the effectiveness of the NovaLIS Gate product. In the short-term
this will mean tracking the individual Cities, Villages and Townships (CVT's) parcel
coverages to monitor which department is working on the coverage, archiving the former
versions of the parcel file, and adding to the new parcel file. When a new file is added to
the enterprise parcel data set, the topology and attributes will be verified for consistency
with surrounding parcels and for consistency with surrounding CVT files.
The GIS Utility will make the parcel data available to CYT's, departments, Enhanced
Access and other data sharing policies established by the County. CVT's and other
departments will be using parcel data in applications and will help quality check the data
through data use. By applying the data to decision making, data inconsistencies and
incomplete public records should be found.

4.4 Automated Plat Submission
To increase the accuracy of the parcel representation and to reduce redundant data
collection, the County will institute an automated plat submission program. This
program will begin on a voluntary basis. The County Plat Engineer will work with
existing automated plats to determine the ease and completeness of information in
existing plat files. This will help determine whether layering, annotation, closure or
symbology standards will increase the efficiency of parcel entry. During the test phase
the County Plat Engineer and the GIS Utility will work on developing a digital plat
submission requirement that will be instituted by the County Plat Board.
4.5 Parcel Acceptance and Quality Control (QC)
Parcel Acceptauce and Quality Control is a vital component of the enterprise parcel
management plan. Incremental QC controls will be implemented in the ROD's office and
the Land Description Section to promote the integrity of data updates submitted to the
GIS Utility. Before being committed to the enterprise parcel data set, automated,
converted and updated parcel information will be QC'd by the GIS Utility. Existing QC
procedures included in the Appendix and used during the parcel automation project will
be leveraged and modified if appropriate.
5.0 Appendix
Six major components of the Oakland County Parcel Data Operation and Management
Plan are included in the Appendix. Several of the attached documents are technical in
nature and will evolve as implementation continues. Included in the Appendix are the
following:
1. Portions of the BLN Data Automation Contract.
2. The Arc/Info parcel coverage description.
3. The Genamap to Arc/Info Conversion methodology.
4. The parcel automation Quality Control procedures.
5. The DON file structure for future parcel automation.
6. The Check-In/Check-Out Process.
6.0 Summary
In conclusion, the Oakland County Parcel Data Operation and Management Plan is
intended to facilitate the development of efficient enterprise parcel management
procedures and recognize business process re-engineering quotas. To assist with
implementation, short-term and long-term parcel operation and management procedures
have been developed and outlined in this Plan.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-F of this Board, the Finance and Personnel Committee
has reviewed the above referenced resolution and finds:
1. The resolution requests that the Board of Commissioners approve the
Oakland County Enterprise Parcel Data Operation and Management Plan
outlined in Attachment B.
2. The goal of the plan is to automate parcel records, maintain and
manage parcel geometry, quality control and the dissemination of the
digital information.
3. The plan includes the reorganization of DISC to consolidate and
integrate human and capital resources; such consolidation includes
the reclassification of two positions from the Equalization Division
of Community and Economic Development (#00204, Sr. Tax Description
Technician, Grade 10 and #00273, Engineering Technician, Grade 9)to
GIS Enterprise Data Technicians (Grade 10) and their transfer to the
DISC unit in Information Technology.
4. A Public Hearing on the transfer of function and personnel from
Community and Economic Development to Information Technology is
required prior to Board of Commissioner's approval.
5. The resolution includes a number of personnel changes: creation of
a new classification titled GIS Enterprise Data Technician (Grade
10, Reg OT); transfer and reclassification of Customer Services
Technician II (#01596, Grade 11) position from IT/Data Center
Operations Division to DISC as a Network/Systems Analyst I (Grade
12); and reclassification of an Application Analyst/Programmer III
position (#04694, Grade 16) to Supervisor I - Systems Development.
6. The resolution also provides temporary compensation (5 5k in FY 1998,
3% in FY 1999, and OW thereafter) for approximately 20 employees
designated as GIS - Department Systems Area Specialists as outlined
in Attachment A. Cost of the additional compensation, estimated at
$5,500 annually for each department, will be absorbed by the
affected departments.
7. BE IT FURTHER RESOLVED that the FY 1998 budget is amended to reflect
the reorganization as detailed below (Effective with first pay
period for calendar year 1998, i.e., Dec. 20, 1997):
