IN RE: Courthouse Renovations of Board of Commissioners' Area and Ground Floor
Public Entrance Lobby
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
The Planning and Building Committee, having reviewed the need to consolidate the Board
of Commissioners' administrative staff, provide nominal additional space for the Board of
Commissioners' and the need to improve public access from the ground floor public entrance to the
West Wing of the Courthouse, recommends approval of the project as outlined in the Facilities
Management Report, dated December 2, 1997, with the deletion of a specifically designated office
for the Vice Chairperson of the Board.
The Committee further recommends funding the total project cost of $116,500, including
contingency, be approved.
Additionally, the Planning and Building Committee supports the Finance and Personnel
Committee resolution.

OVERVIEW:
Through the years numerous conceptual plans have been reviewed by the Planning
and Building Committee and rejected because of high cost or failure to satisfactorily meet
the objective of consolidating the Board's administrative staff and providing additional
space for the Board to conduct business.
As a result of the recent consolidation of the space in the Treasurer's Office, several
conceptual plans were prepared and presented to the Committee regarding possible reuse
of the space. Conceptual Plan 5.1, see attachment "A", was the consensus of the
Committee as being the most satisfactory and the best utilization of space. This plan
would provide approximately 350 additional square feet of area for the Board for a total of
1,550 square feet. It is significant to note the total area is only 60% of the 2,580 square
feet recommended for the Board in the 1990 Courthouse Master Plan Study. In addition,
the proposed renovations would also significantly improve the flow of the public through
security into the West Wing from the Ground Floor Public Entrance. This would be
accomplished by relocating the West Wing public entrance from the southwest to the
northwest corner of the public entrance lobby.
ESTIMATED COST AND FUNDING:
The total estimated cost of the project including contingency is $116,500 and the
detail is included in attachment "B."
Total funding of $400,000 for this project, and other Courthouse renovation projects
yet to be brought to Planning and Building, is included in the 1998 Capital Improvement
Program. The Courthouse project is listed as the 4th priority in the Building Section.
RECOMMENDATIONS:
The proposed renovation be approved and funding in the amount of $116,500
including contingency be provided.
The proposed renovation be performed by in-house staff and outside contractors
obtained through the Purchasing Division.
Also, attached for the Committee's consideration, is a report to the Finance and
Personnel Committee recommending approval of the project. Also attached is a copy of
the proposed Finance and Personnel Committee resolution for this project.

General Description
The scope of this project is conceptual at this stage and requires more planning to determine total scope and expected to
include:
* Renovation of the Board of Commissioners area in the West Wing for more efficient utilization of existing space.
* Relocation of Corporation Counsel and Risk Management to third floor of the West Wing Extension.
* Consolidation of some Prosecutor offices from the third to the fourth floor of the West Wing Extension.
* Expansion of Circuit Court Administrative functions in the area currently occupied by Corporation Counsel.
Project Objectives and Justification
* Consolidation of Corporation Counsel and its Risk Management Unit will result in improved administration of the department.
* Consolidation of some Prosecutor functions from third to fourth floor will improve operating efficiency of the department
and utilization of existing space (some unfinished) in the West Wing Extension.

Chairperson, Ladies and Gentlemen:
WHEREAS, the 1990 Courthouse Master Plan Study recommended that the Board
of Commissioner's space be increased and renovated; and
WHEREAS, the recent consolidation of the space in the Treasurer's Office
has resulted in additional vacant space; and
WHEREAS, several conceptual plans were prepared and presented to the
Planning and Building Committee regarding possible reuse of the space and;
WHEREAS, the Planning and Building Committee recommended Conceptual Plan
5.1 as being the most satisfactory and the best utilization of space; and
WHEREAS, the renovation will provide approximately 350 additional square
feet of area for the Board for a total of 1,550 square feet which is only 60% of
the 2,580 square feet recommended for the Board in the 1990 Courthouse Master
Plan; and
WHEREAS, the proposed renovations would also significantly improve the flow
of the public through security into the West Wing from the Ground Floor Public
Entrance; and
WHEREAS, the total project costs for the Board of Commissioner's and Ground
Floor Public Entrance renovations are estimated to be $116,500 which includes
contingency amounts; and
WHEREAS, funding in the amount of $400,000 is available in the 1998 Capital
Improvement Program for this and other Courthouse renovation projects yet to be
brought to the Committee.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the
renovation of available space to increase the Board of Commissioner's space per
the 1990 Courthouse Master Plan.
BE IT FURTHER RESOLVED that funds in the amount of $116,500, available in
the Building Improvement Fund (401), be transferred to the Project Work Order
Fund (404).
Chairperson, on behalf of the Finance and Personnel Committee, I move the
adoption of the foregoing resolution.
