HomeMy WebLinkAboutResolutions - 1997.05.08 - 25127APRIL 24, 1997 MISCELLANEOUS RESOLUTION #97082 BY: PLANNING AND BUILDING, CHUCK PALMER, CHAIRPERSON IN RE: FACILITIES MANAGEMENT - FACILITIES ENGINEERING - AWARD OF CONTRACT - SOUTH OAKLAND HEALTH CENTER ROOF REPLACEMENT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS, on December 3, 1996, the Planning & Building Committee approved the County Executive's Facilities Engineering to advertise and receive bids to replace the roof on the South Oakland Health Center; and WHEREAS, in accordance with bidding procedures, bids for this project were received and opened on Thursday, March 13, 1997; and WHEREAS, the County Executive's Department of Facilities Management has reviewed all bids submitted and recommends that the lowest responsible bidder, CEI Roofing, Howell, Michigan be awarded a contract in the amount of $96,747; and WHEREAS, funding in the amount of $107,000 for the project was included in the 1997 Capital Improvement Program NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1) The contract proposal of CEI Roofing of Howell, Michigan, in the amount of $96,747 be accepted and the contract awarded. 2) Funds be provided in the amount of $10,254 to cover the remaining project costs including Contingency. 3) The Chairperson of the Board of Commissioners is hereby authorized and directed to execute a contract with CEI Roofing, of Howell, Michigan, on behalf of the County of Oakland. 4) The County Executive's Department of Facilities Management, Facilities Engineering Division, shall notify the selected vendor of this award, in writing, no later than 10 days after adoption of this resolution. The award will not be effective until the selected vendor has been notified. Chairperson, on behalf of the Planning and Building Committee, I move the adoption of the foregoing resolution. PLANNING AND BUILDING COMMITTEE OAKLAND COUNTY EXECUTIVE DEPARTMENT OF FACILITIES MANAGEMENT FACILITIES ENGINEERING DIVISION Recommendation to Award Contract For 1997 Roof Replacement Program at South Oakland Health Bldg. Project 97-2 April 8, 1997 Background In accordance with authorization from the Planning & Building Committee on December 3, 1996, drawings and specifications for the roof replacement program were prepared. The 1997 Capital Improvement Program Building Section, listed as priority 8, identified the Public Works Building and South Oakland Health Center for roof replacement. The Public Works Building roof is 27 years old and was partially reroofed in the eighties. The South Oakland Health Center roof is 32 years old which is well beyond its life expectancy. The project was bid by the Purchasing Division who received bids on March 13, 1997, at 3:00 p.m. The five bids are summarized on the attached bid tabulation sheet. Bidding The low responsible bidder is CEI Roofing of Howell, Michigan, with a bid of $155,615 which is 45 percent higher than the project budget of $107,000. Facilities Engineering discussed the bid with CEI examining the reasons for the high bid numbers and various options and methods to achieve a revised contract amount that is within the budget. The principle reason for the high bid is that heavy construction industry work loads are causing reduced bidding competition. Many roofing contractors have filled their crews schedules for the construction season. For example, two who were expected to bid said they could not fit this project into their plans for that reason. Our conclusion and recommendation is to reroof only the South Oakland Health Building under this project. The Public Works Building roof can be patched and will be scheduled for reroofing in the future. The project will provide a 20-year warranted roof through the manufacturer. This contractor is pre-qualified as a master contractor for Firestone roofs (only master contractors may apply and get the 20-year warranty). The roof is in poor condition and requires replacement. In addition, excessive heating and cooling costs result from wet roof insulation and wet decks. This project will remove the existing built up tar and gravel roofing system and replace it with new insulation and a single-ply membrane roofing system. • Page 2 Project Budget South Oakland Health Roof CEI Bid Delete Lightning Protection Bid $105,495.00 -13,035.00 CEI Base Bid $ 92,460.00 Add Lightning Protection (Orion Services) Add Alternate #1 (additional tapered insulation) Total CEI Contract Contingency (10.2%) 3,086.95 1,200.00 $ 96,746.95 10,253.05 Total Project $107,000.00 Facilities Engineering proposes to utilize Orion Services, a lightning protection subcontractor who submitted a bid on this project through another contractor. This proposal, acceptable to both CEI and Orion, will save the County $9,948.05 ($13,035 - 3,086.95). The project will also include Alternate #1 which will add additional tapered insulation to improve the slope of the roof drainage to the roof sumps. Recommendation Facilities Management recommends a contract in the amount of $96,746.95 be awarded to CEI Roofing and that total project funding including contingencies in the amount of $107,000 be appropriated which is available through the Capital Improvement Program Building Section, Priority 8, Roof Replacement Program. Attached is a proposed miscellaneous resolution recommending approval of the project for the Committee's consideration. FISCAL NOTE (M.R. #97082) BY: FINANCE AND PERSONNEL COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: FACILITIES MANAGEMENT - FACILITIES ENGINEERING - AWARD OF CONTRACT - SOUTH OAKLAND HEALTH CENTER ROOF REPLACEMENT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-F of this Board, the Finance and Personnel Committee has reviewed the above referenced resolution and finds: 1. The resolution authorizes the Department of Facilities Management to proceed with the roof replacement for the South Oakland Health Center and to award the contract to the lowest responsible bidder, CEI Roofing of Howell, Michigan. 2. Estimated cost of the project is $107,000 and has been designated in the Capital Improvement Program. 3. Approves the transfer of $107,000 from the Capital Improvement Program Fund #40100 to the Project Work Order Fund #40400 to establish the South Oakland Health Center Roof Replacement Project.
