HomeMy WebLinkAboutResolutions - 1997.09.25 - 25207REPORT (MiSc. #97178) September 25, 1997 BY: FINANCE AND PERSONNEL COMMITTEE - SUE ANN DOUGLAS, CHAIR IN RE: MR #97178 - ESTABLISHMENT OF A VOLUNTARY SMOKING CESSATION CLINIC FOR COUNTY EMPLOYEES TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance and Personnel Committee, having reviewed the attached recommendation on September 18, 1997, and finding no fiscal implications, reports with the recommendation that the resolution be adopted and that the Health Division report back in 90 days as to employee participation. Chairperson, on behalf of the Finance and Personnel Committee, I move the acceptance of the foregoing Report. FIN CE AND PERSONNEL COMMITTEE 0-1/t. SMOKING CESSATION RESOURCES OAKLAND COUNTY HEALTH DIVISION/HEALTH EDUCATION UNIT (248) 858-1394 Trying to Kick the Habit? The Oakland County Health Divisions Health Education Unit will be sponsoring several Smoking Cessation Kick-Off meetings to provide support and information to County employees and family members who need assistance to quit smoking. These Kick-Off meetings will be held at the following locations on the specified dates and times: Health Division Classroom 27725 Greenfield Rd., Southfield Tuesday, September 30, 1997 (12 p.m. 12:30 p.m.) Board of Commissioners Auditorium 1200 N. Telegraph Rd., Pontiac Wednesday, October 1, 1997 (7:30 a.m. - 8:00 a.m.) (12 p.m. - 12:30 p.m.) (5 p.m. - 5:30 p.m.) West County Service Center 1010 East West Maple Rd., Walled lake Thursday, October 2, 1997 (12 p.m. - 12:30 p.m.) Sign-up sheets for information regarding Smoking Cessation Classes and other prevention resources will be made available to employees and family members over the age of 18. Available information includes, but is not limited, to the following: • Information Available for Alternative Prevention - Information regarding the Nicotine Patch, Nicotine Gum, Zyban and other smoking cessation medication is available on request. For more information call (248) 858-1394. • Smoking Cessation Program - The Health Division will conduct Smoking Cessation Classes for any group of 10 or more at convenient times and locations on request. This program can range from I to 4 sessions of 1 to I 'A hours in length and each is Free of Charge, • First Aid for Smokers - This is a kit to help smokers quit smoking on their own terms and at their own pace. The kit contains information on smoking as an addiction, a habit and as a stress reliever. Tools for quitting and marking progress are also included. • Smoking Cessation and Prevention Resource Directory - This directory lists a variety of community resources such as support groups, adolescent programs, and self-help programs, and provides program descriptions, costs, locations and phone numbers. Employees unable to attend the Kick-Off meetings should contact the Health Education Unit at (248) 858-1394 for further information. Division Managers who would like to request on-site programs and/or classes to meet departmental needs should contact Karen Cipriani in the Health Education Unit at (248) 858-0213. OAKLAND COUNTY SMOKING POLICY PROHIBITION OF SMOKING IN COUNTY FACILITIES STATEMENT OF POLICY In an effort to protect, promote and enhance indoor air quality and to contribute to the health and well being of all County employees and taxpayers, smoking is prohibited in all County governmental facilities effective Monday, August 11, 1997. [For reference see County Executive Order No. 1997-01; the Michigan Clean Indoor Air Act, 333.12601, et seq. of the Michigan Compiled laws.] Smoking will be strictly prohibited within all work areas and public spaces, including, but not limited to, private enclosed offices, open-space offices, meeting rooms, conference rooms, eating areas, including cafeterias and break rooms, lounges, rest rooms, hallways, stairways and enclosed entrances. This directive shall apply to all employees, clients, and visitors or persons otherwise required to be in a County facility or vehicle. This prohibition shall extend a reasonable distance from all entrances to County government facilities. Signs displaying this prohibition will be posted at all entrances and throughout each County facility. There will no longer be designated smoking areas within County facilities. County facilities serving as living units of individuals (such as patients in county mental health facilities, residents of group homes and other dwellings leased by the Department of Community Mental Health) shall be exempt from this prohibition. However, department directors are required to develop plans which provide smoke-free living units for non-smoking patients and other inhabitants of county government facilities to the degree feasible and consistent with the security and operational need of the department or agency. Smoking is prohibited by county employees in designated exempt areas. This prohibition shall not apply to a room, hall, or building used for a private function if the seating arrangements are under the control of the sponsor of the function and not under the control of the County. ASSISTANCE TO SMOKERS The Health Division of the Department of Human Services has a variety of smoking cessation resources available to employees on request. These include smoking cessation resource directory, self-help "quit" kits, phone support for "quitters", information on nicotine replacement therapy, and information on aspects of second-hand smoke. For more information call Health Education at (248) 858-1394. ENFORCEMENT OF POLICY The Health Division is empowered to enforce the provisions of the Michigan Clean Indoor Air Act. A person who violates the Act shall be directed to comply and shall be subjected to a fine of not more $100.00 for the first violation, and not more than $500.00 for the second and subsequent violations. M.C.L. 333.12611 and 333.12613. Complaints may be made directly to the Health Division. County officials, directors, managers and supervisors will be responsible for monitoring and enforcing the County Executive order. However, the success of this County prohibition against smoking will depend upon the thoughtfulness, consideration and cooperation of smokers and non-smokers. All employees, clients, contractors and visitors share in the responsibility for adhering to and enforcing the County policy. EMPLOYEE COMPLAINTS & INVESTIGATIONS Employees observing a violation of this County Executive Order by another County employee should bring it to the attention of that employee's immediate supervisor. Supervisors receiving a complaint will investigate and take action to resolve the issue as soon as possible. NON-COMPLIANCE Employees found to have violated this County Executive Order will be subject to disciplinary actions in the same manner and magnitude as violations of other County rules, regulations or policies; specifically, as provided under the County's Merit Rules. • August 14, 1997 Jeff Kingzett, District #7; Johnson, District #1; John SMOKING CESSATION CLINIC FOR I " JE: yINGZETri gi)6,1‹ RUTH JOHN MISCELLANEOUS RESOLUTION #97178 BY: Sue Ann Douglas, District, #8; Shelley Taub, District #12: Ruth McCulloch, District #22 IN RE: ESTABLISHMENT OF A VOLUNTARY COUNTY EMPLOYEES To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS effective August 11, 1997, the county executive proclaimed that all county buildings maintain a smoke-free environment; and WHEREAS the Oakland County Board of Commissioners recognizes the negative effects of smoking to both smokers and non-smokers; and WHEREAS the Oakland County Board of Commissioners recognizes the addictive quality of nicotine and the difficulty that some county employees may have adjusting to the new building rules; and WHEREAS the Oakland County Board of Commissioners encourages employees to consider not only the benefits of a smoke-free work environment but of a smoke-free life. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners directs the Finance and Personnel Committee to work with the Personnel Department to explore the establishment of an ongoing "smoking cessation" clinic for county employees who wish to participate either through the Oakland County Health Department or an outside contractor. BE IT FURTHER RESOLVED that the Finance and Personnel Committee report back to the Board of Commissioners within 30 days of passage of this resolution with a recommendation for the program and the cost of the recommended program.
