MISCELLANEOUS RESOLUTION #98042

IN RE: PERSONNEL DEPARTMENT - 1998 WAGE AND BENEFIT REOPENER FOR EMPLOYEES
REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (PUBLIC HEALTH NURSES)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and the Michigan Nurses Association have
been negotiating a 1998 Wage and Benefit reopener pursuant to Appendix A and
Appendix B of the 1996-1998 Collective Bargaining Agreement; and
WHEREAS an agreement has been reached regarding the 1998 Wage and Benefit
provisions covering approximately 124 Public Health Nurses and said agreement has
been reduced to writing; and
WHEREAS the agreement has been reviewed by your Personnel Committee, which
recommends approval of the agreement.
NOW THEREFORE BE IT RESOLVED that the proposed agreement between the County
of Oakland and the Michigan Nurses Association, covering the period of
January 1, 1998 through December 31, 1998, is approved and that the Board
Chairperson, on behalf of the County of Oakland, is authorized to execute said
agreement as attached.
Chairperson, on behalf of the Personnel Committee, I move the adoption of
the foregoing resolution.

MEMORANDUM OF AGREEMENT

This agreement is entered into this 3 —day of , 1998, between the County of
Oakland and the Michigan Nurses Association, pursuant to Appendix A and Appendix B of the 1996-1998
collective bargaining agreement which provides for negotiations to determine a 1998 wage rate and benefits for
employees represented by this bargaining unit.
The parties agree that the 1996-1998 collective bargaining agreement shall be modified for 1998 as
shown below and shall become effective December 20, 1997.
1998 Bi-weekly Salary Rates
The following bi-weekly salary schedule shall prevail effective December 20, 1997:
I. Employees hired prior to June 12, 1986.

MEMORANDUM OF AGREEMENT
This Agreement entered into this 13 day of , 1998, by and between the County of
Oakland and the Michigan Nurses Association as follows:
1. Although it is the professional nurses responsibility to obtain sufficient continuing education
contact hours to maintain licensure, the Health Division currently sponsors four (4) half day in-service
training sessions each year which simultaneously provide continuing education contact hours to staff
members who attend. The Health Division further agrees to sponsor two (2) additional half day in-service
trainings each year which will also have continuing education contact hours attached. Although nursing staff
will be encouraged to provide input, the topics of these in-service trainings will be determined at the
discretion of management and be individualized to meet specific unit needs. These trainings will be designed
and organized by Health Division Administration. Attendance will be optional, but encouraged, and in-
services will be held during regular work hours at no cost to employees represented by this bargaining unit.
2. As a result of this agreement, the Michigan Nurses Association will drop any/all grievances
associated with Travel and Conference Regulations and Conference Reimbursement with prejudice to
refiling (i.e., grievance filed on May 6, 1997 by Hubble and joint grievances filed on April 18, 1997 and
April 25, 1997 by Hubble, Wright, and Steed).

REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (PUBLIC HEALTH NURSES)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-F of this Board, the Finance Committee has reviewed
the above referenced resolution and finds:
1) The County of Oakland and the Michigan Nurses Association have
negotiated a 1998 Wage and Benefit reopener pursuant to Appendix A
and Appendix B of the 1996-1998 Collective Bargaining Agreement.
2) The agreement includes a 3.5% wage increase for 1998 effective
December 20, 1997 for all classifications represented by the
bargaining unit.
3) The increase to the County for FY 1998 is $52,219 for salaries and
fringe benefits and is included in the FY 1998 Health Division
Budget; no budget amendment is necessary.
4) The wage increase will be included in the FY 1999 budget for the
months of October, November and December of 1998, as the wage
increase covers the period of January 1, 1998 through December 31,
1998.
