HomeMy WebLinkAboutResolutions - 1998.04.23 - 25256MISCELLANEOUS RESOLUTION #98081 April 23, 1998 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: FACILITIES MANAGEMENT - FACILITIES ENGINEERING - AWARD OF CONTRACT - CHILDREN'S VILLAGE "J" BUILDING ROOF REPLACEMENT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS, on November 10, 1997, the Planning & Building Committee approved the County Executive's Facilities Engineering to advertise and receive bids to replace the roof on the Children's Village "J" Building; and WHEREAS, in accordance with bidding procedures, bids for this project were received and opened on Thursday, March 24, 1998; and WHEREAS, the County Executive's Department of Facilities Management has reviewed all bids submitted and recommends that the lowest responsible bidder, Ann Arbor Roofing, Ann Arbor, Michigan be awarded a contract in the amount of $117,365; and WHEREAS, funding in the amount of $200,000 for the project was included in the 1998 Capital Improvement Program. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1) The contract proposal of Ann Arbor Roofing of Ann Arbor, Michigan, in the amount of $117,365 be accepted and the contract awarded in concurrence with Planning and Building Committee recommendations. 2) Funds be provided in the amount of $30,635 to cover the remaining project costs including Contingency. 3) The Chairperson of the Board of Commissioners is hereby authorized and directed to execute a contract with Ann Arbor Roofing, of Ann Arbor, Michigan, on behalf of the County of Oakland. 4) The County Executive's Department of Facilities Management, Facilities Engineering, shall notify the selected vendor of this award, in writing, no later than 10 days after adoption of this resolution. The award will not be effective until the selected vendor has been notified. 5) Funds in the amount of $148,000 are available in the Capital Improvement Program Building Section and are to be transferred from the Capital Improvement Fund (401) to the Project Work Order Fund (404) to establish the Children's Village "J" Building Roof Replacement Project. Chairperson, on behalf of the Finance Committee, I move the adoption of the foregoing resolution. FINANCE COMMITTEE FINANCE: Motion carried unanimously on a roll call vote. r REPORT (Misc. #98081) April 23, 1998 BY: Planning and Building Committee, Charles Palmer, Chairperson RE: Award of Contract for the 1998 Roof Replacement Program - Children's Village "J" Building, Project 97-9 TO: THE OAKLAND COUNTY FINANCE COMMITTEE Chairperson, Ladies and Gentlemen: The Planning and Building Committee, having reviewed on April 7, 1998, the bids received for the above referenced project, reports with the recommendation that the County enter into a contract with Ann Arbor Roofing Co., Inc. in the amount of $117,365. The Committee further recommends funding the total project cost of $148,000, including contingency, be approved. OAKLAND COUNTY EXECUTIVE DEPARTMENT OF FACILITIES MANAGEMENT FACILITIES ENGINEERING DIVISION Recommendation to Award Contract For 1998 Roof Replacement Program at Children's Viftage "J" Bldg. Project 97-9 April 7, 1998 Background In accordance with authorization from the Planning & Building Committee on November 10, 1997, drawings and specifications for the roof replacement program were prepared. The 1998 Capital Improvement Program Building Section, priority 9, identifies the detention area, Children's Village "J" Bldg., 25 year old roof for replacement. The project was bid by the Purchasing Division who received bids on March 24, 1998. The 10 bids are summarized on the attached bid tabulation sheet. Project Scope The low responsible bidder is Ann Arbor Roofing of Ann Arbor, Michigan, with a base bid of $107,495. Alternate No. 2 which will provide additional tapered insulation is quoted at $9,870 and recommended by Facilities Engineering. The total contract with Ann Arbor Roofing will amount to $117,365. The project will provide a 20-year warranted roof through the manufacturer. This contractor is pre- qualified as a master contractor for Firestone roofs (only master contractors may apply and get the 20-year warranty). The roof is in poor condition and requires replacement. In addition, excessive heating and cooling costs result from wet roof insulation and wet decks. This project will remove the existing built up tar and gravel roofing system and replace it with new insulation and a single-ply membrane roofing system. Project Budget Total funding available for this project under the Capital Improvement Program is $200,000. However, the actual project budget is $148,000 as described below. Further, we recommend that total project funding, including contingency, in the amount of $148,000 be appropriated, which is available through the Capital Improvement Program, Building Section, Priority 9, Roof Replacement Program. Attached is a proposed report to Finance Committee and a Miscellaneous Resolution recommending approval of the project for the Committee's consideration.
