Palmer, County Commissioner, District #16 In re: ALLOW LOCAL UNITS TO CONDUCT DOWNSPOUT ASSESSMENT SURVEY To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners adopted MR #98036, Re: Health Division - Downspout Assessment Program, in an effort to provide assistance to the fourteen 12 Town communities in identifying for local building officials those residences and businesses that are not in compliance with downspout regulations; and WHEREAS an amount not to exceed $160,000.00 was appropriated to fund this program in the Oakland County Health Department; and WHEREAS many of the affected communities have expressed the feeling that their staffs are familiar with their own municipal operations and neighborhoods and, therefore, would be able to conduct this survey more effectively and efficiently; and WHEREAS in the spirit of cooperation with the fourteen affected municipalities: NOW THEREFORE BE IT RESOLVED that the fourteen members of the 12 Town Drainage District that choose to conduct a downspout assessment survey be allowed to do so as long as they will certify to the Oakland County Drain Commissioner the results of their own communities' survey. BE IT FURTHER RESOLVED that each community be reimbursed for their efforts from the $160,000.00 allocated for this purpose based upon the percentage portion of the drainage district for which they are responsible. BE IT FURTHER RESOLVED that payment to each of the fourteen communities shall occur upon presentation of a certified copy of their survey results to the Oakland County Drain Commissioner.
