MISCELLANEOUS RESOLUTION #98322

IN RE: FACILITIES MANAGEMENT - GRANT APPLICATION TO THE MICHIGAN
DEPARTMENT OF TRANSPORTATION FOR OAKLAND COUNTY
PEDESTRIAN AND BICYCLE FACILITY CONSTRUCTION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Michigan Department of Transportation (NIDOT) is releasing discretionary federal
Transportation Equity Act for the 21st Century pass-through funding under MDOT's Transportation
Enhancement Program; and
WHEREAS one purpose of the MDOT discretionary grant funding is to encourage construction of
nonmotorized facilities for pedestrians and bicycles within the State of Michigan; and
WHEREAS because the intent of the MDOT's Transportation Enhancement Program supports the
current Oakland County Department of Facilities Management's campus pathway project, and because the
MDOT discretionary grant funding can be used for construction of the County Service Center pathway
project as identified in the Capital Improvement Program, an application for MDOT's Transportation
Enhancement Program funding has been prepared; and
WHEREAS the grant application, submitted through the Road Commission of Oakland County, will
attempt to capture $400,000 in reimbursable capital funding toward the construction of a pedestrian pathway
system for the Oakland County Service Center campus; and
WHEREAS the 50% Oakland County match to the grant funding is identified within under
expenditure set-asides redirected from other capital projects; and
WHEREAS this pathway system is identified in the Oakland County Service Center Campus Master
Plan; and
WHEREAS no new personnel will be needed to complete the project in the grant application and
submittal of this grant application does not obligate Oakland County to grant acceptance nor any future
commitment; and
WHEREAS the application requires a resolution of support by the applicant body.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners supports
the submission of an application for funding to the Michigan Department of Transportation for the above
stated project.
Chairperson, on behalf of the Planning and Building Committee, I move the adoption of the
foregoing resolution.

Service Center Pedestrian and Bicycle Pathway

Background:
A proposed Pedestrian Pathway Program is currently under development by the Department of
Facilities Management for the Oakland County Service Center.
The Oakland County Service Center serves as the seat for County government in Oakland County
and is composed of approximately 450 acres of land containing 32 buildings totaling over 1.2
million square feet of space. The Center is laid out on a vehicular scale, with buildings spread out
over the entire campus. The center is divided by Telegraph Road which runs north and south through
the middle of campus. Property to the east of Telegraph Road is located in the City of Pontiac,
while property to the west is located in Waterford Township. Land north of the campus includes
both commercial and residential areas. Land to the immediate south of the campus includes a
regional shopping mall and a State run mental health facility. Just beyond these facilities lies a large
area of residential neighborhoods.
Currently there is no major pedestrian pathway system on campus. While there is a well defined
network of roads and parking lots allowing easy vehicular access to each of it's facilities and
buildings and the buildings in turn have a network of sidewalks available to take people from their
vehicles to the building entrances, in most cases the sidewalk links from one building to another do
not exist. More important than this is the issue of pedestrian movement to and through the Service
Center. On any day of the week it is possible to observe people walking up and down Telegraph
Road through the campus. Walkers are generally seen on the east side of Telegraph because the
topography is somewhat better and because there are links at both the north and south ends of the
campus. Walkers usually are walking on the shoulder of the road or within the right of way and this
presents safety problems for both walkers and drivers. Creation of a pedestrian pathway running
from the Oakland Pointe Shopping Center on the south through the campus to the Railroad overpass
on the north would provide a safe path for pedestrians and would provide the backbone for a
pathway system that could branch off from the main path and provide convenient access to a number
of County buildings and facilities as well as a Farm Market and County Park.
Implementation:
A three year plan has been developed to implement a complete pathway system that would provide
the walking and bike riding public with complete access to County services. A mixture of asphalt
bike path and concrete connector walks would be constructed in three phases as outlined on the
attached drawing.

Construction Phases:
Phase One would provide access from the south to the Law Enforcement and Courthouse Facilities.
This path would also provide a safe route for prisoners away from the jail when released. Phase One
also extends an existing path connecting citizens living to the southwest of the campus with access
to the Farm Market and the County Park. .
Phase Two would provide the backbone artery to connect residential and shopping north and south
of the campus. The backbone would run along Telegraph and would also provide access to the
County Courthouse, Health Center, and other functions.
Phase Three would provide the completion of the pathway system by providing a ring path around
the Service Center. This phase would also provide greater access from the north to shopping on the
south and would complete the connection from Telegraph Road to the County Park. A connector
would provide access from the ring path to several buildings adjacent to the Road Commission and
Information Technology. Improved access to the Farm Market would also result from this connector
path. A connector running from the Health Complex to County Center Drive East would provide
people using public bus transportation with ready access to health services and the County's Medical
Care Facility
Project costs have been divided into three approximately equal segments. A total project cost of
$800,000 is anticipated with a TEA-21 grant application being made for 50% participation.
