Law, Chairperson IN RE: PERSONNEL DEPARTMENT - 1998 WAGE AND BENEFIT REOPENER FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY DEPUTY SHERIFF'S ASSOCIATION (OCDSA) To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland and the Oakland County Deputy Sheriff's Association, have been negotiating a 1998 Wage and Benefit reopener pursuant to Appendix A and Appendix B of the 1995 - 1998 Collective Bargaining Agreement; and WHEREAS an agreement has been reached regarding the 1998 Wage provisions covering approximately 569 Sheriff Department employees and said agreement has been reduced to writing; and WHEREAS the agreement has been reviewed by your Personnel Committee, which recommends approval of the agreement. NOW THEREFORE BE IT RESOLVED that the proposed agreement between the County of Oakland and the Oakland County Deputy Sheriff's Association, covering the period of January 1, 1998 through September 30, 1998, is approved and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. Said amounts will be reduced by the applicable amounts to reflect IRS Form W-2 reported earnings consistent with the 414(h)(2) pick-up arrangement. The reduced amount will be paid to the employee and shall become effective with the first pay period on or after December 20, 1997. Nichols 4 MEMORANDUM OF AGREEMENT This agreement is entered into this day of , 1998, between the County of Oakland and the Oakland County Deputy Sheriff's Association, pursuant to Appendix A and Appendix B of the 1995-1998 collective bargaining agreement which provides for negotiations to determine a 1998 wage rate and benefits for employees represented by this bargaining unit. FISCAL NOTE (M.R. #98007) March 5, 1998 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: PERSONNEL DEPARTMENT - 1998 WAGE AND BENEFIT REOPENER FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY DEPUTY SHERIFF'S ASSOCIATION (OCDSA) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-F of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. A wage agreement has been reached with the OCSDA regarding the 1998 Wage and Benefit reopener that includes a 3.5% wage increase effective December 20, 1997, for all classifications represented by the bargaining unit. It also includes an agreement to send two additional deputies to the police academy in the 1998 calendar year, providing academy vacancies are available. 2. The cost of the 3.5% salary increase and resulting fringe benefit increase covering the period between January 1, 1998 and September 30, 1998 is $868,743. The cost to send two additional deputies to the police academy will be absorbed by the Sheriff's Department. 3. Sufficient revenue and expenditures have been included in the FY 1998/FY 1999 Biennial Budget to cover the terms of the proposed contract, no additional appropriation is required.
